Site Plan TRANSMITTAL DATE: 3/4/08 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02.2.1.2 Provide the legal description of the property. 2. DS 2-02.2.1.4 On the location map indicate the jurisdictional limits of the City of Tucson and Pima County. 3. DS 2-02.2.1.5 Provide lot dimensions and bearings for all lot lines. Clearly indicate location of lot lines with a heavier line weight. 4. DS 2-02.2.1.7 Provide setback dimensions from property lines and from back of future curb to the proposed structure. The indicated front setback of 21' from the front property line is incorrect. The required front setback is measured from the back of future curb. Provide corrected dimension. 5. This project is indicated as being a phased project. Phasing of a project requires each phase to operate as an individual project. Phasing for this type of a project will not function properly. Remove phase lines. 6. This property is with in the Airport Environs Zone, specifically the Airport Hazard District (AHD). See LUC Sec. 2.8.5.11 for information regarding the AHD overlay. Provide on the site plan the mean sea level elevation of the northwest runway of TIA, the mean sea level maximum allowed height of a structure, the mean sea level of the proposed property and the proposed mean sea level of the height of the proposed structure. 7. DS 2-02.2.1.9 Review DS 2-09 for bicycle parking requirements and provide the required information on the site plan. Some of which follows: Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material. DS 2-09.5.1, DS2-09.5.2, DS 2-09.5.4, & DS 2-09.6.2 Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2). Multiple rack bicycle parking require a minimum thirty (30) inches between outer spaces of posts or racks (DS 2-09.5.1.A). Provide the number of required and provided bicycle parking spaces in the calculations. Provide a detail of the proposed class two bicycle rack. 8. DS 2-02.2.1.10 Provide the location of the future curb and future sight visibility triangles. See engineering comments. 9. DS 2-02.2.1.11 Provide a copy of the documentation for the cross access agreement with the adjacent property to the north. Provide the recordation information on the site plan (docket and page) for the cross access agreement. Per DS 3-05.2.3.C.1 A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings; or overhanging adjacent sidewalk areas or unpaved areas on or off site and to prevent vehicles from driving onto unimproved portions of the site. Clearly indicate the location of all barriers and/or curbing. Per DS 3-05.2.2.B.3 A minimum distance of two (2) feet must be maintained between a PAAL and any wall, screen, property line or other obstruction, provided pedestrian activity is directed to another location. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles. Required along the north property line. 10. There appears to have been a lot split done recently. Provide documentation indicating the lot split was approved by the City of Tucson. 11. DS 2-02.2.1.12 Clearly indicate the minimum height of the handicap parking sign above grade. Per City of Tucson standards the minimum height above grade to the bottom of the sign is seven (7) feet. Clearly indicate the location of the handicap parking sign on the site plan. Provide a handicap ramp where the sidewalk and the handicap access aisle meet. Provide a detail of this handicap ramp indicating slope, width, landing and truncated domes. Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area. 12. DS 2-02.2.1.13 If applicable, indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so 13. DS 2-02.2.1.14 Clearly indicate the maneuverability in and out of the loading zone. It does not appear that all maneuverability can be provided on site. See engineering comments. 14. DS 2-02.2.1.20 All easements of record must be shown graphically on the plan together with recording docket and page reference. 15. DS 2-02.2.1.31 The proposed uses indicated (Wholesale and Commercial Storage) are not correct. The use as a commissary, per a determination of the zoning administrator, is considered a Wholesale use. The kitchen indicated cannot function with out the storage facilities indicated, therefore this project is considered all one use as Wholesale. Revise zoning note #2 and parking calculations notes. 16. DS 2-02.2.1.32 Provide location of the refuse container. See engineering comments. 17. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal. Include a response letter to the comments along with the corrected copies of the site plan. Site Plan: . 1. As per the Federal ADA requirements, verify that all wheel chair ramps shall be constructed in accordance with COT SD 207. 2. DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet 1 of 2. Identify the major roads on the projection location map. Simplify location map so that it is easy to read and less cluttered. Recommend removing parcels so that road names can be read. 3. Verify that each property line label lot dimensions and bearings per D.S. 2-02.2.1.5 4. Label existing and future sight visibility triangles if the SVT is existing and future label accordingly per D.S. 2-02.2.1.10. In addition, near SVT is indicating 265', revise and label SVT to be 125'. 5. Label all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. 6. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering area for the loading zone that is shown adjacent to the proposed building. Refer to AASHTO for the national standards for turning radii. 7. Call out slopes at what appear to be ramps along sidewalk. 8. DS Sec.2.02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof down spout locations proposed buildings at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 9. D.S. Sec.2-02.2.1.17: Provide cut and fill quantities on site plan. As part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector what cut and fill is to be taking place on site. If no cut and/or fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice. 10. DS Sec.2-02.2.1.A.18: Revise the site plan to call out Nogales Highway as a Major Streets and Routes (MS&R). Provide a note stating that the site plan is in conformance with the MS&R overlay zone criteria. 11. Call out Nogales Highway as Arterial. 12. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for Nogalas Highway. 13. Verify that all easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. All easements for existing and proposed utilities (water, gas, electric) and public/private sewer lines must be shown graphically on the plan together with recording docket and page reference. Reference all easements to detail and/or notes. 14. DS Sec.2-02.2.1.A.12: Indicate on the site plan and in details that all handicap access ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area have required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. 15.
