| 06/24/2008 | STEVE SHIELDS | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: Steve Shields Lead Planner PROJECT: Wildcat Automotive - Addition T08CM00601 Site Plan (1st Review) TRANSMITTAL DATE: June 25, 2008 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. Provide a copy of the last approved site plan with your next submittal. This site plan should show the addition of the existing service bay located at the south end of the existing building and the existing awning attached to the west side of the existing building. If the last approved site plan does not show either of these additions, permits will be required. 3. Add a note to the plan stating that the project is designed to meet the overlay zone(s) criteria: Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone; Sec. 2.8.4, Gateway Corridor Zone; 4. D.S. 2-02.2.1.A.5 Provide lot dimensions and bearings for all lot lines on the plan. 5. D.S. 2-02.2.1.A.6 Provide overall dimensions for the proposed addition on the plan. 6. D.S. 2-02.2.1.A.8 Provide typical parking space details for both handicapped and standard spaces. Include a dimension for wheel stop locations and the 1:48 maximum slopes for the handicapped vehicle parking space and the access aisle on the handicapped parking space detail. The parking shown along the west side of the existing building appears to hang over the sidewalk but appears to still allow for the four (4) wide sidewalk, ensure this is demonstrated on the detail and or plan. 7. D.S. 2-02.2.1.A.8 Provide a dimension for the proposed parallel parking spaces. The western most parallel parking space is not allowed to encroach into the future sight visibility triangle (SVT), revise the plan. 8. D.S. 2-02.2.1.A.8 Per LUC Section 3.3.3.9 Areas That May Not Be Used For Required Parking. Parking spaces shall not be located under, or within five (5) feet of, a vertical line intersecting the ground and any structural element extending from a billboard, including, but not limited to, overhangs, cantilevered beams, and elevated walkways. This said the two parallel parking spaces may not be located as shown. 9. D.S. 2-02.2.1.A.8 As the vehicle parking shown directly to the north and behind the existing building is required parking the parking area access lane (PAAL) must meet the minimum width for a two-way PAAL of twenty-four (24) feet. 10. D.S. 2-02.2.1.A.8 The proposed gate for the load space area appears to encroach into the two (2) foot six (6) inch vehicle overhang of parking space number 12. 11. D.S. 2-02.2.1.A.11 If the fence, called out under keynote 13 is to remain then the eastern most entrance PAAL off of Flores Street will need to be closed off to prevent parking and/or vehicles trying to maneuver in and out of this area. 12. D.S. 2-02.2.1.A.12 A backup spur is required to at the north end of the parking located northeast of the existing building. See D.S. 3-05.2.2.D Back-Up Spur. A back-up spur will be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur will be a minimum of three (3) feet in depth, will have a three (3) foot radii, and will have a wheel barrier to prevent encroachment onto any un-surfaced areas. A minimum distance of three (3) feet will be provided between the back of spur and any wall, screen, or other obstruction over six (6) inches in height. 13. D.S. 2-02.2.1.A.12 It appears that the electrical service encroaches into the required ten (10) foot wide parking space, number 14, at the rear of the building. 14. D.S. 2-02.2.1.A.12 Provide a detail for the proposed handicapped ramps adjacent to the building. It does not appear that the minimum four (4) foot width is maintained between the curbing. 15. D.S. 2-02.2.1.A.12 It is not clear how the accessible route that runs north gains access to the existing sidewalk at the access island. Is the sidewalk flush with pavement or is there a ramp? 16. D.S. 2-02.2.1.A.12 The sidewalk shown along the north side of the building is required to be four (4) foot wide. Also a man gate is required at the sidewalk area. 17. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.1.4.a The minimum height clearance for access along PAALs is fifteen (15) feet. This said the existing canopy, 13'-6" Clear Ht, across the entrance PAAL off of Oracle Road does not meet this requirement. 18. D.S. 2-02.2.1.A.12 The striped area adjacent to the handicapped vehicle access aisle is required to be a sidewalk the entire length of the access aisle, physically separated from the PAAL accessing the service bays. 19. D.S. 2-02.2.1.A.18 Label Oracle Road as a MS&R and Gateway Corridor. 20. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. 21. D.S. 2-02.2.2.3 The "ACTUAL F.A.R." should include the existing building and the expansion, please revise. . 22. D.S. 2-02.2.2.4 The MS&R reduction is not correct. The 6.7% should be used as a factor of .067 x 1000 = 67, the 67 is than added to the 1000 for a ratio of 1 space per 1067 gross lot area. The final parking calculation should end up as 16,500 / 1067 = 15.4 or 15 vehicle parking spaces require. Please revise the parking calculation. 23. Additional comments may be forth coming depending on how each comment has been addressed.
