Table 11-2 is not applicable in this situation, see Table 11-1 for the required roof drain size and the follow the instructions in Section 1101.11.2.1, UPC 2006 for sizing the scupper. Basically, in your case, a scupper that is acting as both a primary and secondary roof drain will be a rectangular opening with a minimum width equal to the circumference of the required roof drain and a height equal to 6" (150% of the minimum scupper height).
2. Comment not addressed. Provide equipment data for the water heater. Reference: Section 103.2.3, UPC 2006.
3. Provide cleanouts sized per Section 707.11, UPC 2006. The 3" and 4" drain pipes require appropriately sized cleanouts.
