COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of expansion only.

2. Provide a copy of the last approved site plan.

3. It appears that this project is comprised of eleven (11) different parcels. There are two (2) options in regards to utilizing the eleven (11) parcels as one site. Prior to approval of the site plan provide; 1) A Pima County Tax Parcel Combo and a recorded Covenant Regarding Development and Use of Real Property, or 2) Provide a future site plan for each parcel that shows how the parcels can stand alone, if sold separately, and meet the requirements of the LUC along with a recorded covenant regarding development and use of real property. This includes the most southern parcel #122-16-234A.

4. D.S. 2-02.2.1.A.2 Provide a property description (legal description) on the site plan.

5. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, label the section, township and range, section corners, north arrow and scale.

6. D.S. 2-02.2.1.A.5 Provide the lot dimensions and bearings on the plan. Per the Assessors Record Map the right-of-way along Alvernon Way differs from way is shown on the plan.

7. D.S. 2-02.2.1.A.6 For existing and proposed buildings and structures provide the height, overhangs, canopies and use on the site plan within each structures footprint.

8. D.S. 2-02.2.1.A.7 The provided street setback shown for the proposed modular office to Alvernon Way is not shown correctly. Per LUC Section 3.2.6.5.B this setback is measured from the back of future curb, show the future curb. If the existing curb and future curb are one in the same label the curb as existing & future. Zoning acknowledges that the proposed building will meet the setback once shown correctly.

9. D.S. 2-02.2.1.A.8 Provide a fully dimensioned layout for the changes to the parking areas, i.e. the parking location adjacent to the proposed building.

10. D.S. 2-02.2.1.A.8 Provide a detail for both the proposed handicapped and standard vehicle parking spaces. On the handicapped vehicle parking space detail include the maximum allowed surface slopes, see ICC/ANSI A117.1-2003 Section 502.5. Show the required detectable warnings (truncated domes), see ICC/ANSI A117.1-2003 Section 406.13. Show the wheel stops with a dimension, see D.S. 3-05.2.3.C.2.

11. D.S. 2-02.2.1.A.8 It appears that an existing light pole is located within one of the proposed parking spaces. It also appears that this is one of the counted parking spaces. This space cannot be counted as a required parking space.

12. D.S. 2-02.2.1.A.8 Based on the most current aerial photos it appears that a reconfiguration of the handicapped parking is proposed along the south end of the main parking area. One (1) of the proposed handicapped spaces is located within the right-of-way (ROW). Per LUC Section 3.3.7.2.A all parking must be provided off street.

13. D.S. 2-02.2.1.A.8 Based on the most current aerial photos it appears that a reconfiguration of the handicapped parking is proposed along the south end of the main parking area. The proposed handicapped vehicle parking spaces do not have the required access aisles, see ICC/ANSI A117.1-2003 Section 502.4

14. D.S. 2-02.2.1.A.8 Based on the most current aerial photos it appears that a reconfiguration of the handicapped parking is proposed along the south end of the main parking area. Based on the reconfiguration of this parking area a ten (10) foot landscape buffer may be required between the property line and the first parking space, see landscape comments.

15. D.S. 2-02.2.1.A.8 Provide a detail for the required handicapped signage.

16. D.S. 2-02.2.1.A.10 Provide the existing and future, if applicable, sight visibility triangles (SVTs) on the plan.

17. D.S. 2-02.2.1.A.11 Provide dimensions for all entrance/exit parking area access lanes (PAALs) on the plan.

18. D.S. 2-02.2.1.A.12 It is not clear how a handicapped person will gain access from the handicapped parking space access aisle to the proposed sidewalk. Show on the detail, see comment 10.

19. D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 a pedestrian circulation/accessible route, sidewalk, is required to connect all buildings on site. This side the proposed striped area that starts near the southwest corner of the proposed modular building and runs south towards the existing buildings on site is required to be a sidewalk.

20. D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 a pedestrian circulation/accessible route, sidewalk, is required to connect to the pedestrian circulation/accessible route located in any adjacent ROW. If the adjacent ROWs do not have a sidewalk then the pedestrian circulation/accessible route is required up to the property line adjacent to the ROW. This said it does not appear that the required pedestrian circulation/accessible route is provided to the sidewalks located within the ROW for Alvernon Way and Rosemary Drive.

21. D.S. 2-02.2.1.A.12 Provide a dimension for the PAAL located between the landscape island and the parking located near the southeast corner of the proposed building.

22. D.S. 2-02.2.1.A.13 Zoning acknowledges the existing signs shown on the plan. Provide the type, size, and height for each sign.

23. D.S. 2-02.2.1.A.18 Label Alvernon Way as a MS&R.

24. D.S. 2-02.2.1.A.19 Provide dimensions for the ROWs for both Alvernon Way and Rosemary Drive. If applicable provide the future ROW for Alvernon Way.

25. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. There appears to be a ten (10) foot utility easement running north/south splitting the north 400' of the site . If existing building or structures encroach into this easement either the easement will need to be abandoned or letters from all utilities, with ties to this easement, stating that there are no issues with the easements will be required.

26. D.S. 2-02.2.1.A.28 Provide the zoning of the adjacent parcels on the site plan.

27. D.S. 2-02.2.2.A.1 Based on the Assessors Record Maps it appears that the "TOTAL LOT AREA" shown is not correct. Per my calculations it appears that for the lots shown the total square footage is 147,167.5 or 3.38 acres. If the southern most parcel #122-16-234A is included the total square footage would be 161,313 or 3.7 acres.

28. D.S. 2-02.2.2.A.2 Provide the floor area for each building on the site plan.

29. D.S. 2-02.2.2.A.3 Revise the lot coverage and floor area ratio to reflect the correct square footage.

30. D.S. 2-02.2.2.A.4 the vehicle parking calculation is not correct. Per LUC Section 3.3.4, CIVIC USE GROUP, Religious Use group the required parking is one (1) space per five fixed seats or one (1) space per fifty (50) sq. ft. of floor area of all combined areas of assembly where religious services area held. If the vehicle parking calculation reflects what is shown on the last approved site plan zoning will accept the calculation, if not revise the calculation to meet current LUC requirements.

31. D.S. 2-02.2.2.A.6 Provide a building area expansion calculation. This calculation is cumulative based on the last approved site plan.

2. Submit a landscape plan to verify expansion area meets minimum requirements.

3. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4.

4. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

5. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

6. A 10' interior landscape border is required along site boundaries of the adjacent residential properties per LUC Table 3.7.2-I

7. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4.

8. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I

9. A 5' wall is required to screen residential properties from vehicle use area per LUC Table 3.7.2-I.

10. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.

11. Planting Plan. The planting plan and layout calculations will include the following information:

§ The location of individual plants one (1) gallon or larger in size and areas to be seeded, turfed, or planted from flats.

§ Sizes of plants indicated in boxes, gallon cans

§ Ultimate size of plants indicated by the spread of canopy, circumference of shrubs, or spread of ground cover.

§ Both the proper and common name of each type of plant material.

§ Location, size, and name of existing vegetation to remain in place.

§ Material and areas of inert ground cover.


12. Submit an Application for Exception; include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants.

13. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

14. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal.

Include a repose letter to the comments along with the corrected copies of the site plan.

Site Plan:

1. The most recent aerial photo indicated that there area additional parcels that encompass the site. See zoning comments.
2. As per the Federal ADA requirements, all new wheel chair ramps shall be constructed in accordance with COT SD 207.
3. Provide scale per D.S. 2-02.2.1.1.
4. Provide property description per D.S. 2-02.2.1.2.
5. Provide project address per D.S. 2-02.2.1.3.
6. Provide location map per D.S. 2-02.2.1.4.
7. Label lot dimensions and bearings per D.S. 2-02.2.1.5.
8. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
9. Label all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
10. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. COT determined 100-year floodplain. DSD Study 2007.
11. Provide drainage patterns and finished grades per D.S. 2-02.2.1.16.
12. DS Sec.2.02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof down spout locations proposed buildings at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.
13. D.S. Sec.2-02.2.1.17: It appears that cut and fill will not be occurring for the proposed patio. However, as part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If not cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice.
14. Show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
15. Show dimensioned right-of-way for Alvernon Way and Rosemary Dr along with right-of way recordation information per D.S. 2-02.2.1.19.
16. Verify that all easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20.Provide on the site plan all easements for existing and proposed utilities (water, gas, electric) and public/private sewer lines. The easements must be shown graphically on the plan together with recording docket and page reference. Reference all easements to detail and/or notes
17. Provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
18. The benchmark description shall also note where the benchmark is located.
19. Provide contour interval on plan near north arrow and scale.
20. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
21. Show site plan number on each sheet in the lower right hand corner of all sheets per D.S. 2-02.2.1.29
22. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
