2. A DSMR has been applied for but has not been approved at the time of this review. Provide on the plans the DSMR case number, what the DSMR is for, date of approval and any conditions of approval.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (T08CM00528), Drainage Report (Rick Engineering Company, 14FEB08 revised 01MAY08), and the Supplement No.1 (GEC, 25JUN08) to the Geotechnical Exploration Report (GEC, 08APR08) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The Drainage Report was reviewed for site plan purposes only. The following items need to be addressed:


SITE PLAN COMMENTS:

1) Provide a notarized signed letter from the adjacent property owner (City of Tucson Real Property and/or Traffic Engineering) and a temporary construction easement for the construction or grading of any slopes or drainage improvements located offsite. Per the proposed Site Plan there are numerous areas where the basin or water harvesting side slopes extends past the property boundary and into the public right-of-way, either revise so that all improvements are onsite or provide the following. All offsite grading and drainage improvements on adjacent properties require a signed written agreement and a temporary construction easement from the owner and adjacent property owner for the offsite improvements.

2) Provide a letter or email approval from TDOT to make sure that the spillways extending into the right-of-way are maintainable by COT forces. Check with Kurt Hough or Lance Peterson to see if they have any material preferences or construction requirements. Or, the developer might obtain an agreement (private drainage easement) with Real Estate to perform the maintenance that will be required in the future.

3) Provide a General Note on the site plan to list the DSMR number, the Development Standards that are being modified, conditions of DSMR approval along with the date of DSMR approval. Specifically for the 2-foot setback from property line and the over 35% retaining wall design.

4) DS Sec.2-02.2.1.A.5: Revise the Basis of Bearing Section on Sheet 1 to include the Book and Page number for the referenced subdivision.

5) Revise Detail B on Sheet 2 of the Site Plan to include the cross sections A and B that are shown. All sections must be represented on the plan for clarification purposes.

6) Revise keynote #21 and the Standard Detail call out for the proposed valley gutter. SD #205 is for a Type 2 scupper not a valley gutter. Provide a Standard Detail number that represents a valley gutter or provide a separate detail on the Site Plan that shows how the valley gutter is to be installed.

7) DS Sec.2-02.2.1.A.16: Revise the site plan to label and dimension all drainage infrastructures per the submitted Drainage Report. Verify that all drainage improvements that are within the Drainage Report are clearly labeled with details and dimensions on the revised site plan. Specifically:

a) Provide a revised site plan, plan view and details (Sheet 9), to verify that all scupper openings at the sidewalk curb meet the minimum opening requirements as shown in the tables on Figure 5 of the Drainage Report. Verify that all curb openings are shown on the plan per the dimensions shown in the "Concrete Sidewalk Scuppers Summary" table. This comment was not addressed on this submittal.

b) Revise Sheet 3 of the site plan to clearly label the 15-foot curb opening (provide keynote for the associated detail) for the 15-foot access ramp into Basin 1P. It is obvious that a curb opening wasn't proposed; however maintenance vehicles can not drive over vertical curbing to access the ramp, provide a curb opening or a wedge curb for access into the basin. This comment was not address on this submittal.

c) Revise Sheet 5 of the site plan to clearly label the proposed dimension for the scupper at concentration point 3P.2. Verify that the scupper openings meet the minimum opening width requirements per the Drainage Report. This comment was not fully addressed on this submittal.

d) Revise Sheet 4 of the site plan to clarify the bend in the proposed CMP. All bends in pipes require a junction and a manhole for maintenance purposes. Or clarify how the CMP is to be constructed with a 45 degree bend as shown.

e) Revise the Site Plan to clearly label the proposed storm water grates and catch basins that are proposed within the vehicular use area on the west side of Building #2.

8) Revise the site plan or provide additional geotechnical information so that all recommendations within the Geotechnical Report and Supplement No. 1 are addressed. Specifically:

a) Supplement No.1 states that a minimum of 7-feet is required from the top of basins to the proposed buildings. There are several places that this setback is not clarified or achieved when scaled.

b) Per the Geotechnical Supplement No. 1 all slopes greater than 10-feet are required to have a slope stability analysis. Basin 4P on Sheet 7 shows that the basin height is 11-feet which is over the 10-foot height recommendation, revise.

9) DS Sec.2-02.2.1.A.32: Revise Detail D and E to correctly label and dimension all required information shown in Figure 3, DS Sec.6-01 for the proposed refuse containers. It is acknowledge that Environmental Services has agreed to the location and access to the refuse containers; however the details must still show that the dimensions and requirements of Figure 3 have been meet and are shown on the site plan.

10) Ds Sec.10-02.14.3.3: Revise Sheet 4 of the site plan so that the 15-foot wide access ramp into Basin 4P is accessible from the proposed 15-foot depressed curb opening. Verify that maintenance vehicles can access the ramp without driving over a curb or on a basin side slope. This comment was not addressed on this submittal. The curb opening and access ramp must be lined up for vehicular access.

11) It is acknowledged that this project is not proposing bleeder pipes within the proposed basins, however the Geotechnical Report that was prepared for this project, Geotechnical Exploration Report (GEC, 08APR08), was not submitted with the 3rd submittal therefore percolation rates could not be verified. Provide all associated information with the next submittal for review.

12) DS Sec.2-02.2.2.B: Revise the Site Plan to provide a note that clearly explains what is to be constructed under each phase. The comment letter stated that Phase 1 is for the construction of Building #2 and that Phase 2 is for the construction of Buildings # 1 and 3. However the note or plan must clearly state which portions of the property are to be graded under each phase and what buildings and infrastructure is to be constructed under each phase. Grading of the entire site will not be allowed under Phase 1, only the portions required to construct the drainage improvements, vehicular use area, right-of-way improvements and the associated building will be allowed. The required grading plan and SWPPP will be more detailed in phasing, however a General Note is required that specifically addresses how the project is to be phased during the construction of the overall site.

13) DS Sec.2-08.5.1.E: Revise Site Plan Note #6 to include verbiage that "at any point where a 10-year flood discharge (roof down spouts) starts to cross a sidewalk or pedestrian access the access will be designed and constructed to convey the 10-year flood flows under the sidewalk."

14) DS Sec.3-05.2.2.D: Revise the Site Plan to show the minimum dimensions for all areas that require a back-up spur. One example is for the south side of Building 3 where there are parking space located within what appears to be a fenced off area (label the fencing on the Site Plan for clarification purposes). Specifically the back-up spur must be a minimum of 3 feet in depth but must also provide a minimum of 3 feet between the back of spur and any wall obstruction that is over 6 inches in height. The Site Plan only shows a dimension of 4.75 feet which does not meet the 6-foot requirement.

15) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:

GEOTECHNICAL REPORT:

17) DS Sec.10-02.14.2.6: Provide the original Geotechnical Report along with Supplement No. 1 at resubmittal. All associated documents must be submitted so that a complete review can be made on the property and for record keeping purposes.


GRADING PLAN:

18) DS Sec.11-01.2.1: A grading permit application (T08BU00855) has been applied for on this project and comments will be provided under separate letter. The grading plan can not be approved prior to site plan approval.

19) Please ensure that any future grading plan will be consistent with the site plan and Drainage Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

20) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be reviewed with the grading plan submittal. Please provide a revised site plan and all associated supplemental information (for record keeping purposes) that address the comments provided above.
