| 02/06/2008 | TERRY STEVENS | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: Terry Stevens Lead Planner PROJECT: T08CM00323 4207 S. 6th Ave. Site Plan TRANSMITTAL DATE: 02/05/08 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Per the DNR violation case number T07DV12462 and the last approved site plan provided the 5' wall indicated as existing has not been permitted. Indicate on the plans the wall as being a new 5' CMU wall. The 5' wall will not be allowed to be located within the sight visibility triangles at the entrance from Columbia Street. See engineering comments. Provide as a note on the plan stating that the new sliding gate will remain open during business hours. 2. Because of installing the wall, which limits the parking area to less than what was approved on the last site plan, this site will not be allowed to reduce the number of required parking spaces because of the change to the entrance from Columbia. If the site is returned to the configuration of the last approved site plan, then because of the change to the entrance at Columbia the site then would be allowed to reduce the number of required parking spaces by how many parking spaces are actually lost. The site could possibly then be considered nonconforming. A letter from the zoning administrator approving nonconforming status for this site would be required to be obtained and submitted with the next submittal. 3. Per LUC Sec. 3.3.7.2 Table 3.3.7-I the minimum length of a parallel parking space is 23'. Plan indicates 6 parallel parking spaces along the east property line at 18' each. Revise plan. 4. The existing sign near the entrance from 6th Ave appears to overhang the adjacent parking space. Provide a detail clearly indicating the overhead clearance for the parking space. 5. A handicap ramp is required at the access aisle for the handicap parking spaces. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area. 6. Clearly indicate the location of the handicap parking signs. Per City of Tucson standards the minimum distance from grade to the bottom of the handicap sign is seven (7) feet. Clearly indicate. 7. Parking spaces will not be allowed to be located within the required landscape areas. See Landscape comments. 8. Provide copies of the last certificate of occupancy for the financial service use and the personal service use indicated on the plan. If the financial service use indicated is only an office and money is not exchanged it can be parked at 1:200 of GFA. Revise if required. 9. The parking calculations provided for the transportation land carrier appear to be incorrect. The required parking is based on the GFA of the office portion of the use only not the entire building. It appears that only one parking space would be required for this use. Revise calculations. 10. Remove the "credit for relocated southerly driveway - 5" from the parking calculations. 11. The PAAL width at the entrance from Columbia does not meet the requirements for a two way PAAL. Clearly indicate the direction of travel for the one way PAAL in this area. 12. Clearly indicate the location of the future curb and future sight visibility triangles along 6th Ave. 13. Provide distance and bearings for all property lines. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal. Please include a response letter to the comments along with the corrected copies of the Site Plan. Site Plan: 1. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes per COT SD 207. 2. DS Sec.2-02.2.1.A.12: Clarify on the site plan that all handicap access ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. 3. Provide bearings on site plan per D.S. 2-02.2.1.5 4. DS Sec.2-02.2.1.A.10: Provide future site visibility triangles (SVTs), labeled and dimensioned. Refer to DS Sec.3-01.5.3 for line of site matrix for SVT. 5. Label egress and ingress include width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. 6. Indicate curb returns for MS&R and call out radius on plans. 7. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. 8. Fully dimensioned loading space maneuvering area(s) per D.S. 2-02.2.1.14. 9. Provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. 10. Provide estimated cut & fill quantities per D.S. 2-02.2.1.17. As part of the site submittal requirements the estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If no cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice. 11. DS Sec.2.02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof down spout locations proposed buildings at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 12. Label existing and future dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. 13. DS Sec.2-02.2.1.A.18: Revise the site plan to call out 6th Avenue as a Major Streets and Routes (MS&R). Provide a note stating that the site plan is in conformance with the MS&R overlay zone criteria. 14. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for 6th Avenue and Columbia Street. 15. DS Sec.2-02.2.1.A.20: Verify that all easements for existing and proposed utilities (water, gas, electric) and public/private sewer lines are shown graphically on the plan together with recording docket and page reference. Reference all easements to detail and/or notes 16. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 17. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. 18.
