SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised grading plan (T08BU02067), Drainage Report (Olsson Associated, Inc., 04NOV08 revised 06APR09), Geotechnical Evaluation and Addendum #1 (Pattison Evanoff Engineering, LLC, 03SEP08, 06APR09) and Stormwater Pollution Prevention Plan (Olsson Associated, Inc., 19NOV08, 13APR09) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:

GRADING PLAN COMMENTS:

1) Provide a copy of the last approved Development Plan (D08-0044). The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Development Plan. Provide a copy of the stamped approved Development Plan within the grading plan package.

Comments:

1. The grading plan has been reviewed by Zoning Review Section. While zoning acknowledges that the grading plan is in substantial zoning compliance as it relates to the Zoning review purview, with the latest unapproved version (dated 4/14/09) of the development plan, the grading plan cannot be approved at this time until the following ziong comments area addressed and complies with the actual approved and stamped copy of the development plan. Address any zoning comments related to the grading review.

a. The two planters in the east parking lot were not revised. There are two options move the parking spaces accordingly to align the wheel stops with the locations of the planters or redo the planters so that the face of the planter is exactly 2.5' from the front of the parking space while still providing the square footage required for the tree placement. Correct detail "L" on sheet 6.

(Previous Comment 1.b) The planters within the parking spaces extend beyond the 2.5 feet from the front of the parking stall. This would place the rear of a car within the PAAL. All wheel stop barriers including planters must be designed on the distances as noted in Development Standards 3-05.2.3.C.2.
Revise detail "L" to demonstrate compliance.

2. The parking spaces adjacent to the dumpster enclosure is dimesioned at 8.5'. Per DS 3-05.2.1.B.3, When the side(s) of a parking space abuts any vertical barrier over six (6)
inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists. Revise the parking space to 10'.

3. Per the grading plan the access ramps along the east entrance depict ramps with curbs along the sides. The development plan depicts flared access ramps. Which is correct? Revise as required.

4. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped development plan. Please ensure that the grading plan matches the CDRC approved and stamped development plan.
