SUMMARY: The associated Grading Plans for Buildings #1, 2, & 3 for Pads 2, 3, & 4, copy of the approved Tentative Plat/Development Plan, one copy of the approved grading plans, were reviewed by Engineering. Engineering has reviewed the associated grading for sheets C2.0, C3.0, C4.0, & C4.1 and does not recommend approval of the grading plan at this time.

GRADING PERMIT COMMENTS:
1) Clarify which pads are to be graded and improved with this grading permit. Clarify with notation on planview and by notes as to whether this revision includes paving, grading, and peripheral improvements adjacent to buildings #1, 2, & 3 for Pads #2, 3, & 4 of the Riverfront Plaza Development Plan (S07-101) as shown on this submittal. Phase lines may be needed to clarify on planview.
2) If grading construction for building pads 2-4 are not intended to be completed with this permit, yet the review for these pads are requested, indicate with phasing notation which pad grading and peripheral improvements will be developed under this grading permit.
3) Label each pad, lot, and building on planviews.
4) Add the following notes to the grading plan:
a) Call for Pre-construction meeting, intermediate and final inspections. For a DSD Engineering Inspection, call IVR (740-6970), or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
b) For inspection purposes, please post the "AZPDES - Posting Requirements" green sheet or NOI at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
c) See other permits for other individual pad development (if applicable), including associated grading and building plans. Additional / separate reviews may be needed.
d) Separate building permit applications are required for any walls.
e) A copy of the NOI, Stormwater Pollution Prevention Plan (SWPPP), Grading Plan and Grading Permit shall be kept at the site at all times, until final grading approval.
f) There shall be no disturbance outside of the approved disturbance/grading limits, and there shall be no disturbance in the West Bank Santa Cruz River (WBSCR) W.A.S.H. Ordinance study area or in the WBSCR or Santa Cruz River. Stop Work Order may be issued and/or additional W.A.S.H. Ordinance review will be required for disturbance of wash areas.
g) Permanent erosion and sediment controls are required per LUC code and other City requirements. Individual pad areas shall be re-seeded, covered with rock, or otherwise material accepted by the City DSD Engineering and Landscaping prior to closing this permit activity.
h) Temporary erosion/stormwater controls may be field adjusted with discussions with operators and engineer of record as necessary along disturbance limits for this project.
i) Location of temporary material, concrete wash-out, or vehicle staging / stockpile area shall be placed within grading limits and not located in any water harvesting or basin areas.
j) Revised construction phasing diagram information shall be provided in the field and / or by a plan to identify construction traffic controls differentiating restaurant public access and construction traffic for Pads/Lots under construction.
k) Any revision to the Grading Plan may require a re-submittal of a revised grading plan for review. Contact DSD Engineering to discuss changes in grading design.
l) Inside diameter of the Solid Waste Pick-up areas shall have a minimum distance of 20-ft inside bollards for the double dumpster areas.
m) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
n) Prior to final approval, as-builts may be required. Letters of completion are required.
o) Prior to request for final inspection approval, any outstanding fees shall be paid.
p) The permitee shall notify DSD when the grading operation for the lot(s) under this permit is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements along perimeter, utility trenches are backfilled, central paving, permanent protective devices, all erosion control measures have been completed, and all conditions of permit are completed.
q) Prior to request for final grading inspection approval, all permanent erosion control improvements shall be installed and accepted by DSD including rock / established revegetation for all disturbed areas if not improved as per approved plan.
5) For sheet C2.0, address the following comments:
a) For south pedestrian route between Buffalo Wild Wings and existing restaurant, differentiate areas that are as-built versus areas still to be constructed.
b) For pedestrian accessible route to north of Buffalo Wild Wings to connect H/C parking stalls to accessible route.
6) On sheet C3.0, address the following comments:
a) At northwest side of bldg #3 pad, provide safety barrier and rebar capping, or construct sidewalk as indicated on plan. Consider railing at edge of sidewalk.
b) Provide as-built spot elevations on rear side of north wall.
7) Assure all items listed in the punchlist for T08BU00687 have been completed. Specifically, address the following:
a) Provide discharge area for rear swale as this was constructed to outfall to the north. Additional detail for this area to address this rear swale is needed.
b) Provide DSMR for dumpster per Environmental Services for the Buffalo Wings dumpster enclosure.
c) Revegetate all disturbed areas.
8) On sheet C4.0 address the following comments:
a) Label minimum 4-ft sidewalk at top of ramp for detail 3.
b) Correct as-built width of channel on detail 7.
c) Add "No disturbance without W.A.S.H. Overlay / SAC review and approval" to section detail A.
d) On section detail A, clarify 50-ft W.A.S.H. Study Area.
9) Label DSMR reference for detail 16 on sheet C4.1.

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.
