SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed grading plan (T08BU01929), last approved Tentative Plat (S07-158), Drainage Report (BSW International, Inc., 08AUG08), Geotechnical Report (Kleinfelder, 15OCT07) and Stormwater Pollution Prevention Plan *Zia Engineering & Environmental LLC, 30OCT08) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:


GRADING PLAN COMMENTS:

1) The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Tentative Plat. All items on the grading plan must match the Tentative Plat plus provide additional construction information on the grading plan sheets for construction purposes. All drainage related changes must be revised in the Drainage Report and must show conformance with the proposed grading plan and with the intent of the approved Tentative Plat.

2) Revise the grading plan to clearly show the phasing outline for Phase I and II as depicted on the Drainage Report, Stormwater Pollution prevention Plan (SWPPP) and approved Tentative Plat. Clearly show the Phase I grading limits and provide setback dimensions from Phase II. Ensure that all drainage improvements, right-of-way improvements and pedestrian access improvements are constructed under Phase I and are shown within the revised grading limits (specifically, all of the improvements on the east side of the property need to have details and key notes along with labels and dimensions for all proposed improvements).

3) Revise the grading limits shown for Phase I to include only the portion of the property that is to be disturbed or graded. The area for Phase II can not be graded until a grading permit application is submitted and approved by DSD for Phase II improvements. Clearly show that the phase lines and grading limits match in plan view.

4) Due to the numerous errors found on the grading plan submitted for review the following comments and redlines do not reflect all of the minimum engineering and Quality Control comments that were found and that must be addressed prior to resubmittal. Make sure that all drainage infrastructure, dimensions, details, sections, transitions, keynotes, and all other aspects of this project meet the approved Tentative Plat, Drainage Report and the minimum requirements within DS Sec.2-08, 3-01, 3-05, 6-01, 10-01, 10-02, and 11-01 and are reflected on the grading plan sheets.

5) Revise the grading plan and all drainage details for the proposed storm drain system to meet the minimum requirements within the Drainage Report and Tentative Plat. The following information is required:

a) Per the Drainage Report all on-site catch basins were designed and sized to be constructed per Standard Detail #308, Type 3 catch basin. This conflicts with the approved Tentative Plat which shows Type 4 catch basins and the proposed grading plan that labels Type 1 catch basins, clarify. If the proposed catch basins are not the Type 3 as sized per the Drainage Report then a new Drainage Report with calculations will be required to show conformance.
b) Per the Drainage Report and the approved Tentative Plat the storm drain pipes proposed onsite for Details 12 14, 16, and 18 are circular HDPE, however the proposed grading plan shows concrete arch pipes, clarify. Provide a revised Drainage Report with calculations for any re-design of the proposed storm water system. Any changes may require a revised Tentative Plat.
c) Clarify on the proposed grading plan the call outs for the detention/retention basin on the west side of the property. Per the last approved Tentative Plat and Drainage Report the basin bottom is at an elevation of 2624.5 feet NAVD. However the proposed grading plan shows the basin bottom at 2625.0 feet and labels the basin volume as the same, clarify the discrepancy. Any revisions to the basin characteristics will require a revised Drainage Report and possible a revised Tentative Plat.
d) Provide a revised grading plan with a detail for all areas that require barricade railing per the last approved Tentative Plat. One example is key note #26 per the Tentative Plat.
e) Revise the grading plan to label and dimension all drainage infrastructures and proposed improvements per the Drainage Report and approved Tentative Plat. Verify that all drainage improvements that are within the Drainage Report are clearly labeled with details and dimensions on the revised grading plan for construction purposes.
f) Revise the grading plan to label and dimension all proposed improvements per the approved Tentative Plat and Drainage Report. All improvements along the east side of the property, basin, culverts, channel, rip rap pads, etc must be labeled and dimensioned in plan view and must have an associated detail or key note for construction purposes.

6) Revise the grading plan to show the required 6-foot wide sidewalk along both street frontages per the approved Tentative Plat. All new development is required to install a minimum 6-foot sidewalk along MS&R street frontage adjacent to the property. Provide the Standard Detail for the required handicap access ramps that were shown on the last approved Tentative Plat.

7) Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

8) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html

9) DS Sec.10-02.14.3.2: Provide a note on the grading plan to state that, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for all drainage channels, drainage structures and the Detention/Retention system; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once every 12-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage structures and Detention/Retention system, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."

10) DS Sec.11-01: Provide a general grading note, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

11) Provide a General Note stating that all proposed fencing and walls will require a separate permit for review and approval by all necessary Development Services Departments.

12) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction, if applicable. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

Part III.A.3 and VIII.J.2: Ensure the SWPPP is signed by a person meeting the certification requirements of Permit Part VIII.J. Specifically the owner certification must be signed prior to SWPPP approval.

Part III.D.3: Include a copy of the completed NOI form that was/will be submitted to ADEQ. The signed NOI is required prior to SWPPP approval.


GENERAL COMMENTS:

Please provide 2 copies of the revised grading plan, revised Drainage Report and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
