SUMMARY: Engineering Division of Development Services Department has received and reviewed the grading plan (T08BU01896) and Drainage Statement (Stanley Engineering & Drainage, Inc., 20OCT08) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:

GRADING PLAN COMMENTS:

1) Provide a copy of the last approved Development Plan (D07-0049). The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Development Plan. Provide a copy of the stamped approved Development Plan within the grading plan package. All items on the grading plan must match the Development Plan plus provide additional construction information on the grading plan sheets for construction purposes.

2) Revise the grading plan to correctly label the 100-year floodplain limits of the regulatory wash (168 cfs) and the erosion hazard setback line that is shown on Sheet 2. The plan sheet does not have the floodplain limits or the EHSB labeled correctly per the Drainage Statement or per the line symbols as drawn on the proposed plan.

3) Revise the grading plan to include 6-inch curbing (or proposed wheel stops) around the entire proposed vehicular use area. Curbing is required along the sides of the required concrete apron approach pad for the refuse container to prevent encroachment into the undisturbed area of the site.

4) Provide the recordation information for the proposed 15-foot utility easement per the Development Plan. The grading plan can not be approved prior to the recordation of the easement.

5) Revise the grading plan and the detail for the proposed corrugated metal pipes (CMPs) to meet the minimum requirements within the Drainage Statement. The following information is required:

a) Call out mitered ends for both upstream and downstream ends of the CMP culverts per the Hydraulic calculation sheets.

b) Clarify that the invert elevations for the inlet and outlet of the pipes match on both sheets of the grading plan and match the proposed detail and Drainage Statement.

c) Clarify the slope for the bank protection proposed at the upstream and downstream end of the culverts. The detail shows both 1.5:1 (H:V) and 2:1 (H:V) slopes, clarify the design of the bank protection around the inlet and outlet of the culverts. Provide a separate detail if applicable to verify that all construction information is provided.

d) Revise keynote #16 to reference proposed Detail 2 for the culvert section.

6) Revise the dimensions on grading plan to show the required 6-foot wide sidewalk along Old Vail Road. Revise Keynote #11 to state the minimum width requirement and to clarify the "R&R" call out. All new development is required to install a minimum 6-foot sidewalk along MS&R street frontage adjacent to the property. A DSMR will be required for modifying the Development Standards to allow a sidewalk that does not meet the minimum 6-foot width requirements along Old Vail Road. The DSMR must be approved prior to Development Plan approval, which is required prior to grading plan approval. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval.

7) Revise the grading plan and any associated details related to the refuse container design. Revise keynote #8 to provide a reference to the correct detail for the refuse design. The detail referenced is for the culverts sections. The required detail for the refuse container must meet the minimum requirements within DS Sec.6-01 and Figure 3. Refer to Figure 3 and DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Per the detail provided on the Development Plan verify that the width and length dimensions for the screen wall are correct, the minimum 3,000 psi for the 5-inch concrete thickness is labeled, and the required 10' x 10' approach apron and the required 10' x 10' inside clear dimension are shown. Any changes to the Development Standards will require a DSMR for the proposed modifications.

8) Clarify keynote #3 on Sheet 2. The note calls out a 10-inch landscape border, clarify or revise the dimension as appropriate.

9) Revise the grading plan and the proposed material storage area to meet the minimum requirements of the Land Use Code (LUC). Per the LUC Section 3.3.7.3 all areas of vehicular use (this includes areas for storage that requires access for vehicles dropping off and picking up the material) are required to be surfaced with one of the following materials; asphalt concrete, cement concrete or a penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate. Keynote #20 calls out gravel or D.G., which does not satisfy these requirements.

10) Revise Sheet 1 of the grading plan to reference "Grading Plan Keynotes" instead of the reference to the Development Plan as currently shown.

11) Clarify or revise General Grading Note #19 that references that "the site is within a FEMA Flood Hazard Zone X with average depths of 1-foot." Per the FEMA FIRM panel that covers this property the site is within a FEMA Zone X, however this floodplain designation is not considered a Flood Hazard Zone with depths of flow averaging 1-foot. Zone X per FEMA definition is an area outside of the 100- and 500-year floodplain, revise.

12) Revise keynote #9 on Sheet 2 to provide a correct reference to a detail for standard parking spaces. The detail referenced is for a Handicap Ramp which does not relate to what is being proposed.

13) Revise the grading plan to provide a detail for the proposed 2-foot curb opening or revise keynote #23 to reference a Standard Detail for Public Improvements. Provide a detail or Standard Detail reference for the curb termination on each side of the curb cut (if applicable).

14) Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

15) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html

16) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction, if applicable. GENERAL COMMENTS:

Please provide the last approved Development Plan, 2 copies of the revised grading plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments and 2 copies of the Drainage Statement for record keeping purposes. Enclose "redlines" with the resubmittal package.

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved and stamped development plan. Please submit two copies of the approved and stamped development plan, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Ensure that the grading plan matches the tentative plat/development plan. Additional comments may be forthcoming.
