ATTN: Hank Hulbert LOCATION: T15S R13E Sec13, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T08BU01700 (Grading Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed grading plan (T08BU01700), Drainage Statement (CEI Engineering, 18SEP08), Geotechnical Engineering Report (Foree&Vann, Inc., 14SEP07 with addendums 19FEB08 and 02JUL08) and Stormwater Pollution Prevention Plan (CEI Engineering, 05SEP08) for the above referenced property. Engineering Division does not recommend approval of the grading plan application or SWPPP at this time. The Drainage Report was reviewed for grading plan purposes only. The following items need to be addressed: GRADING PLAN COMMENTS: 1) Provide a copy of the last stamped approved Tentative Plat (S07-204). The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Tentative Plat. Verify all information associated with the Tentative Plat is shown on the grading plan that will be used as the construction document. 2) Revise the grading plan to clearly show the phasing outline for Phase I and II as depicted on the approved Tentative Plat. Clearly show the Phase I grading limits and provide setback dimensions from Phase II. Ensure that all right-of-way improvements and pedestrian access improvements (PAAL intersection just south of the Valencia entrance) are constructed under Phase I and are shown within the revised grading limits. 3) Provide a temporary construction easement for the proposed construction and installation of all offsite improvements, specifically the vehicular use area, pedestrian circulation and a portion of the 6-foot masonry wall that is located on Lot 2. All offsite grading improvements on adjacent properties require a temporary construction easement from the owner and adjacent property owners. This grading plan will not be approved until after the approval of the Tentative Plat; which once approved will make each lot its own separate entity and offsite improvements are not allowed without a temporary construction easement. 4) Revise the grading limits shown for Phase I to include only the portion of the property that is to be disturbed or graded. The entire site can not be mass graded only the portion of the site that is required for Phase I improvements. The area for Phase II can not be graded until a grading permit application is submitted and approved by DSD for Phase II improvements. Clearly show that the phase lines and grading limits match in plan view. 5) Revise the grading plan to show that all improvements are to be constructed within the required 2-foot setback from property line as shown on the plan. The proposed wall along the west side of the property is encroaching within the 2-foot setback. For the areas that are under the Phase II limits provide a note with the 2-foot setback limits stating that all future improvements must be setback 2-feet from the property line. 6) It appears that portions of the sidewalk access ramps for the Nogales Highway entrance are located on private property. Prior to grading plan approval a pedestrian easements must be in place. Contact Jim Rossi at 791-4181 with TDOT Real Estate Division to verify the process for the easement. Refer to Thad Harvison, (520)-837-6592 or Thad.Harvison@tucsonaz.gov for all right-of-way requirements and questions. 7) Revise the grading plan to clearly dimension the proposed sidewalk along the right-of-way of Valencia Road. Per Mayor and Council all sidewalks along MS&R streets are required to be a minimum of 6-feet. Provide this dimension on the plan for construction purposes. 8) Revise the grading plan to clarify the stormwater runoff within the vehicular use area on the east side of Basin 2. Per the spot elevations shown and the proposed Section C the PAAL drains into the 4 parking spaces and ponds water adjacent to the sidewalk. Either revise the plan to show that the stormwater is directed away from these spaces and into the drainage system or provide a scupper under the sidewalk that allows the ponded water to drain into Basin 2. Provide a revised Drainage Statement showing the volume calculations for the excess water into the basin and scupper calculations that demonstrate that the 10-year flow is contained under the sidewalk at this location. 9) Revise the grading plan and the StormTech System Detail to dimension the required depth of cover over the proposed underground system. Per the Geotechnical Report and Detail 9 on the grading plan the minimum depth of cover is 24 inches the Detail only shows 18-inches, revise. 10) Revise Section A-A to label the proposed wall adjacent to the property line. Verify that the wall is outside of the required 2-foot property setback dimension. 11) Revise Section B-B to clearly label and dimension (depth of cover, diameter of pipe, etc.) the proposed 15-inch HDPE storm drain within the vehicular use area. 12) Revise Section D-D to clearly label the required 5-foot separation that is required for the pedestrian circulation that is adjacent to the proposed building and vehicular use area. The proposed sidewalk is required to be a minimum of 4-feet however there still must be an additional 1-foot separation between the sidewalk and the proposed PAAL. 13) Revise the grading plan to move the 2 General Notes shown on Sheet C-3 (Conformance with DS 11-01 and the Preconstruction meeting notes) to the Permitting Note Section on Sheet C-1. 14) Clarify General Note #13. This note conflicts with General Note #1, either provide clarity, i.e. area shown is for Phase I grading limits and the additional acreage is for Phase II, or remove note from plan. 15) Provide a General Note stating that all proposed fencing and walls will require a separate permit for review and approval by all necessary Development Services Departments. 16) Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project. 17) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 19) Per City of Tucson Code Ordinance 10209, Chapter 26 Section 26-42.2: "For land disturbing activities that fall under the jurisdiction of this Article, a Stormwater Pollution Prevention Plan must be prepared and certified by an engineer, or a landscape architect and submitted along with the application for a grading permit to the City of Tucson Development Services Department." The SWPPP report and exhibits must be signed and sealed by the engineer of record or by a Registered Landscape Architect. The report was not stamped by the engineer of record, revise. 20) Part IV.C.3.a: Identify on the exhibit the estimated slopes after grading that represent the drainage patterns that are shown on the exhibit. 21) Part IV.F: Include a signed NOI as part of the SWPPP. A signed NOI is required prior to approval of the grading plan or SWPPP Report 22) Part IV.F: Include a copy of the new AZPDES permit (AZG2008-001) as part of this SWPPP. The old permits AZG2003-001 is no longer valid. 23) Part IV.J.1: The Owner and Operator must sign the Owner, Operator Certification Section that is required within the SWPPP. GENERAL COMMENTS: Provide a revised grading plan and a revised SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
