Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed: GRADING PLAN COMMENTS: 1) Provide a copy of the last stamped approved Tentative Plat (S08-043) and Master Grading Plan (T08BU01561). The Phase II grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Tentative Plat and Master Drainage Report. Verify all information associated with the Tentative Plat and Master Drainage Report is shown on this grading plan that will be used as the construction document. 2) Complied. 3) Complied. 4) Complied. 5) Clarify the revision made on this grading plan for the surface drainage on the east side of the subject parcel, Lot 5. Per the Tentative Plat and Master grading plan this area was proposed as a 42-inch screen wall with vents or drains every 10 feet off center, verify that landscaping requirements have been addressed with the removal of the 42-inch screen wall. Provide the approved Landscape Plan for verification. 6) Complied. 7) It is acknowledged that the Master grading plan accounted for all cut and fill quantities that relate to the mass grading and construction of the building pads. However if cut and fill quantities change due to the 'fine' grading of Lot 5 for any required improvements after the mass grading of the entire parcel then a revised grading plan will be required that accounts for any changes to the zero (0) quantities as shown on the Phase II plan. 8) Complied. 9) Revise the Grading Plan to clearly label and dimension all existing underground storm water retention system under the proposed vehicular use area. This comment was not fully addressed. Revise Sheet 2 so that all existing underground systems are labeled. Only the system offsite of the Phase II property has been labeled, revise. Revise Sheet 6 so that all existing underground systems are labeled. Only 2 of the 3 areas have been labeled on Sheet 6, revise. 10) Complied. 11) Revise the Phase II grading plan to clearly label and dimension all proposed roof drains and scuppers. Due to the drainage design revisions from the 1st submittal provide the following corrections on a revised grading plan: a) Revise Detail #19 to provide the specifications for the proposed filter fabric under the splash pads. b) Clarify the "Type" of scupper that is being proposed for the roof down spouts. The detail referes to both a Type 1 and Type 2 Standard Detail, clarify which detail is being proposed at these location. c) Revise either plan view or the detail to provide the scupper lengths as called out in Detail # 19; "Length per Plan." All scupper lengths must be clearly called out on the grading plan for construction purposes. 12) Acknowledged. However due to the revision of these areas on the 2nd submittal of the Phase II grading plan refer to comment #11 above. 13) Revise or clarify on Sheet 2 of the Phase II grading plan the correct call out and locations of the proposed sewer line and Manhole shown at the corner of the building. Verify that all RIM elevations and invert elevations meet the approved Tentative Plat and that all elevations slope towards the downstream end of the pipe. Per the Tentative Plat submitted for this review the sewer line is not in the approved location. However the referenced Tentative Plat is not the last approved plan. Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Verify that all changes in the field are updated on the Master SWPPP and exhibits for conformance with ADEQ. Restated. GENERAL COMMENTS: Provide a revised Phase II grading plan, last approved Tentative Plat, Landscape Plan and Master Grading Plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the re-submittal package.
