09/19/2008 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: September 23, 2008 SUBJECT: Tutor Time (Lot 5) Grading Plan- Engineering Review TO: The WLB Group ATTN: Andie Haslem LOCATION: T15S R13E Sec15, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T08BU01625 (Grading Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed grading plan (T08BU01561), Master Drainage Report (The WLB Group, Inc., 09JUL08) and referenced Stormwater Pollution Prevention Plan (The WLB Group Inc., 12AUG08) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed: GRADING PLAN COMMENTS: 1) Provide a copy of the last stamped approved Tentative Plat (S08-043) and Master Grading Plan (T08BU01561). The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Tentative Plat and Master Drainage Report. Verify all information associated with the Tentative Plat and Master Drainage Report is shown on this grading plan that will be used as the construction document. 2) Revise the Grading Plan to clearly show the phasing outline for Phase II as proposed. Per the last approved Tentative Plat and Grading Plan this will be Phase II of the Master Grading Plan. Clearly show the Phase II grading limits and verify that this phase complies with Code requirements as a separate entity. Provide calculations and setback dimensions indicating how this is achieved. 3) Provide a notarized signed letter from the adjacent property owner (Lot 4) and a temporary construction easement for the proposed construction and installation of the vehicular use area that is located offsite (this vehicular use area was not shown under the Phase I Master Grading Plan). All offsite grading and improvements on adjacent properties require a signed written agreement and a temporary construction easement from the owner and adjacent property owner for any proposed improvements. This Grading Plan will not be approved until after the approval of the Tentative Plat; which once approved will make each lot it's own separate entity and offsite improvements are not allowed without a temporary construction easement. 4) DS Sec.10-02.2.3.1.5: Provide a notarized signed letter from the adjacent property owner (Lot 4) for the construction of the proposed roof drain outlet (proposed scupper at the southwest corner of building) that drains offsite. All offsite drainage improvements on adjacent properties require a signed written agreement from the owner and adjacent property owner for offsite improvements (this holds even if the same owner owns both properties). The outlet of the scupper can not cause erosion to the adjacent property. 5) Revise or clarify the surface drainage on the east side of the subject parcel, Lot 5. Per the Tentative Plat the proposed 42-inch screen wall is to have vents or drains every 10-feet of center, clarify. Revise plan view and all associated details to call out the existing or proposed wall vents. 6) Revise the Grading Plan, Sheet 1, to provide the assigned grading plan application number (T08BU01625) where referenced as "D__-____." 7) Verify the cut and fill quantities shown on Sheet 1 of the Grading Plan. Per the Phase 1 plan the construction of the building pads for each lot was not proposed. Clarify if any fill will be brought in for the construction of the pad for the proposed building or the vehicular use area. Also verify if any fill is needed elsewhere that should be accounted for in the Cut and Fill Quantity Section. 8) Revise the Grading Plan and the Address Box on Sheet 1 to include the site address for the subject property. 9) Revise the Grading Plan to clearly label and dimension the existing underground storm water retention system under the proposed vehicular use area. 10) Revise the Grading Plan to provide the label for Keynote #2 at all areas where new curb is constructed at existing curb locations. 11) Revise the Grading Plan to clearly label and dimension all proposed roof drains. Provide a reference to the detail (#19) for construction purposes for all down spouts and scuppers proposed under the pedestrian circulation. For down spouts that do not connect to the existing storm drain provide erosion protection at the end of the scupper to prevent erosion to the adjacent lot. All improvements and or outlets constructed on adjacent property must provide a notarized approval letter from the adjacent property owner to allow the improvement to be constructed offsite. 12) Provide a clean out at all junctions of storm drain pipes. Provide a clean out where the roof drains connect to the existing steel ribbed pipe. All junctions in storm drains require a clean out or manhole for maintenance purposes. 13) Revise or clarify on Sheet 2 of the Grading Plan to correctly call out the proposed invert elevations for the proposed sewer line. Per the Grading Plan the invert for manhole #7 is 69.75 and the invert for the building clean out is 69.61, clarify. Verify that all RIM elevations and invert elevations meet the approved Tentative Plat and that all elevations slope towards the downstream end of the pipe. 14) Revise the Grading Plan to clearly show that the pedestrian circulation from the proposed building on Lot 5 connects to the right-of-way along Indian Agency Road. Per plan view it shows a sidewalk along the entrance PAAL that dead ends prior to the existing retaining wall (west side of channel). The pedestrian circulation must connect the proposed building to the right-of-way, revise. 15) Revise Detail #1 so that it represents what is shown on plan view on Sheet 2. Per the detail a sidewalk is being proposed along each side of the entrance PAAL, however plan view only shows a sidewalk along the south side of the PAAL, clarify. Provide all existing improvements, existing culverts and wing walls, in the proposed detail. 16) Revise Detail #11 on Sheet 4 to remove the language "Parking is allowed in SVT." Per the Development Standards the line of sight within the SVT can not be obstructed between 30-inched and 72-inches, a parked car does not meet this condition, revise. 17) Revise General Grading Note #30 to include the date and number for all addendums to the Geotechnical Report provided by LMT Engineering Inc. Specifically the Geotechnical Addendum dated September 2, 2008. 18) Revise General Grading Note #4; the statement must be referenced to a found, readily locatable monument. Three general method of establishing bearings are 1) a referenced to a record of survey or a recorded plat, 2) an astronomic (solar or polaris), or 3) assumed. 19) DS Sec.11-01: Provide a general grading note, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 20) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 21) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf STORMWATER POLLUTION PREVENTION PLAN: It is acknowledged that the Master SWPPP approved under the Master Grading Plan (T08BU01561) covers the entire site and a new SWPPP review is not required. Verify that all changes in the field are updated on the Master SWPPP and exhibits for conformance with ADEQ. GENERAL COMMENTS: Provide a revised grading plan, notarized agreements and the temporary construction easement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package. Zoning could not verify that the grading plan was in compliance with the approved and stamped tentative plat/development and final plat.
