Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.

La Estancia De Tucson, Phase II Grading Plan Comments:

1- Submit the approved Tentative Plat to compare with the submitted Grading Plan. A Grading Plan full review will be conducted when the approved Tentative Plat is submitted.
2- Ensure that the Grading Plan information matches the information on the approved Tentative Plat and in the approved Drainage Report.
3- Provide the T08BU________ number in the Tile Block.
4- Complete all the incomplete case numbers on all sheets.
5- Demonstrate how this project ties into the Basis of Bearing.
6- Show and label grading limits. Include the grading limits symbol in the legend.
7- Add the following general notes:

a. The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work.
b. The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation. install BMP's at the basin inlet(s) to prevent the fines from entering the basin
c. Add a note, which states that any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it.
d. The contractor is not permitted to make an autonomous decision to carry out construction field changes without prior written approval from the Engineer of Record and the City of Tucson Development Services Department.
e. CALL FOR SWPPP INSPECTION AND PRE-CONSTRUCTION MEETINGS. f. The project will be in compliance with City of Tucson Development Standard 11-01.0 (Excavation and Grading).
g. A copy of the approved Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval.
h. Any revision to the Grading Plan MAY require a re-submittal of a revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design.
i. If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
j. See the associated Stormwater Pollution Prevention Plan as a part of this grading permit.
k. Contact Permits and Codes at 791-5100 for any questions regarding any right-of-way permit requirements.
l. As-builts and letters of completion for basin and overall project are required.
m. The Engineer of Record shall submit a statement of conformance to as-built plan and the specifications.
n. The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required reports have been submitted.
o. Depress all landscaped areas a maximum of 6" for waterharvesting"

8- It appears that the submitted Grading Plan contains mostly the proposed roadway work, which should be in the PIA Plan. Will the blocks be rough graded? Address this issue and revise as necessary.
9- Work in the public right of way requires an excavation permit and/or may require a private improvement agreement. Check with City of Tucson Department of Transportation Permits and Codes for additional information.
10- Resubmit this Grading Plan with future Grading Plan submittals for comparison.
11- Provide a detailed response letter with the next submittal that explains how the comments were addressed and references the exact locations/sheets where the revisions were made.
12- Additional information may be required with next submittal.

SWPPP Comments:

1. Show the grading limits on the SWPPP exhibit.
2. Place controls inside grading limits.
3. Identify all operators for the project site, and the areas over which each operator has control. (Part IV.C.1) (i.e. all known operators including the name of the developer).
4. Soil information shall be provided on page 6
5. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d).
6. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1). Additionally, the certifications shall be filled in, signed and dated.
7. Indicate in the SWPPP the areas of the project where each operator has operational control over day-to-day activities. (Part IV.B.2.c).
8. Describe the intended sequence of activities that disturb soils at the site (e.g., grubbing, excavation, grading, utilities, and infrastructure installation). (Part IV.C.2.b).
9. Provide an estimate of the runoff coefficient of the site for both the pre-construction and post-construction conditions. (Part IV.C.2.d).
10. Provide data describing the soil and any existent data on the quality of any discharge from the site. (Part IV.C.2.d).
11. Show on the location map the receiving waters within one mile of the construction site. (Part IV.C.2.e).
12. Show, on the site map, directions of stormwater flow (e.g., use arrows to show which ways stormwater will flow) and approximate slopes anticipated after major grading activities. (Part IV.C.3.a).
13. Show, on the site map, areas of soil disturbance and areas that will not be disturbed. (Part IV.C.3.b).
14. Show, on the site map, locations of structural and nonstructural controls identified in the SWPPP. (Part IV.C.3.c).
15. Show, on the site map, locations where stabilization practices are expected to occur. (Part IV.C.3.d).
16. Show, on the site map, locations of off-site material, waste, borrow areas, or equipment storage areas. (Part IV.C.3.e).
17. Show, on the site map, locations of all surface water bodies (including wetlands). (Part IV.C.3.f).
18. Show, on the site map, locations where stormwater discharges to a surface water (including ephemeral waters or dry washes) and to MS4s. (Part IV.C.3.g)
19. Provide signed NOI for all known operators. Additionally, provide a couple of blank NOI forms for the unknown operators. (Part IV.F) Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson.
20. Identify location and potential discharges from support activities, including asphalt/concrete plants and stockpiles if applicable. (Part IV.C.5).
21. Appendix 6 includes receiving waters in Maricopa County. Revise.
22. Describe and identify interim and permanent stabilization practices for the site, including a schedule of when the practices will be implemented. (Part IV.D.4.a).
23. Document where any existing vegetation is to be preserved. (Part IV.D.4.a).
24. Specify that the operator must initiate stabilization measures within 14 days in portions of the site where construction activities have temporarily or permanently ceased. (Part IV.D.4.b) Note: Stabilization measures may be delayed if either of the two following conditions apply:

a. Where construction activity on a portion of the site is temporarily ceased, but earth disturbing activities will be resumed in that area within 14 days. In this event, temporary stabilization measures do not have to be initiated on that portion of site. (Part IV.D.4.b.ii).
b. When the site is using vegetative stabilization but is located in an area with an average annual rainfall of < 20 inches and it is during seasonally arid conditions, vegetative stabilization measures must be initiated as soon as practicable. (Part IV.D.4.b.iii).

25. Section "IV.B.2." states that the Site Map should show the approximate post-grading slopes, locations of waste, borrow, fill, equipment storage, or offsite material. Revise the Site Map as necessary.
26. Describe structural practices to divert flows from exposed soils, store flows or otherwise limit runoff and the discharge of pollutants from exposed areas of the site to the degree attainable. A combination of sediment and erosion control measures is required to achieve maximum pollutant removal.
27. Provide adequate sediment basins. (Part IV.D.5.a.).
