SUMMARY: Engineering Division of Development Services Department has received and reviewed the grading plan (T08BU01309) and Drainage Statement (Stanley Engineering & Drainage, Inc., 17JUL08) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:


GRADING PLAN COMMENTS:

1) Provide a copy of the last approved site plan (T08CM02512). The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved site plan. Provide a copy of the stamped approved site plan within the grading plan package. All items on the grading plan must match the site plan plus provide additional construction information on the grading plan sheets for construction purposes.

2) Revise the location map shown on Sheet 1 to correctly label the Township and Range reference as Township 13 Range 13.

3) Revise the grading plan to include 6-inch curbing around the entire proposed vehicular use area. Curbing is required to prevent encroachment onto the undeveloped portion of the property. Provide a label with the associated keynote to verify location. If the chain link fence is proposed along the vehicular use area at the back side of the property as shown on the grading plan (differs from the site plan location) this will suffice as a barrier to prevent encroachment.

4) Revise the grading plan to label and dimension the minimum 18-feet radii at all PAAL intersections that are being used as access for fire and refuse vehicles. Refer to DS Sec.3-05.2.1.C.3.a for clarification.

5) Revise the grading plan to include a barrier between the proposed loading zone and pedestrian circulation area. If the pedestrian circulation along the south east side of the building is proposed as flushed then a barrier must be provided for pedestrian safety and to prevent a loading truck from block pedestrian access.

6) Revise the grading plan to provide the cut and fill quantities.

7) Revise the grading plan to label the shown right-of-way for Freeway Industrial as existing and as a ½ right-of-way.

8) Verify that all existing easements (10-foot public utility easement and the 15-foot underground communication easement) are drawn with recordation information, location, width, and purpose of on the grading plan. For platted easements that are existing provide the subdivision book and page numbers.

9) Revise the grading plan to provide a detail to show that the proposed refuse enclosure meets the minimum requirements of DS Sec.6-0, Figure 3. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. The grading plan is the construction document and all details for construction must be provided on the grading plan sheets.

10) Revise the refuse enclosure location to provide for the required maneuverability for the refuse vehicle that is shown in plan view. The refuse vehicle as shown has to back-up over the maximum 40-foot distance to meet maneuverability within the vehicular use area in order to exit. Refer to DS Sec.6-01.4.1.C or contact Andy Vera, Environmental Services Department for further clarity, Andy.Vera@tucsonaz.gov or (520)-791-5543 x1212.

11) Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

12) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html

13) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction, if applicable. STORMWATER POLLUTION PREVENTION PLAN:

15) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project due to the proposed disturbed area (1.047 acres). Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal. GENERAL COMMENTS:

Please provide the last approved site plan, 2 copies of the revised grading plan, 2 copies of the Drainage Statement and the required SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the grading plan review.

TRANSMITTAL DATE: August 18, 2008

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved site plan. Please submit two copies of the approved and stamped development, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.
