Engineering Division does not recommend approval of the grading plan or the SWPPP at this time. Please address the following review comments prior to the next submittal. Please include a response letter to the comments along with the corrected copies of the grading plan and the SWPPP. Grading Plan: 1. Add the following notes to the grading plan notes: "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work." "The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation." "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it." Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the Plan. 2. Verity that that subdivision description is correct, the Pima County legal discription reads, TUCSON INDUSTRIAL ACRES LOT 6 EXC W125.96'. 3. Verify that symbol for drainage easement is included in the legend. 4. Please show the proposed roof drainage patterns, provide drainage arrows for the roof drainage, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. Provide location of sidewalk scuppers and call out on grading plan. 5. Call out the thickness of all surface paving material within provided details. Ensure that information provided within detail matches what is indicated within the Geotechnical Report and what is reflected on the site plan.. 6. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 7. Call out all slopes and stabilization material (concrete, riprap, gabbions or vegetation). 8. Provide explination of what the depression located south of the property is being used for. Is it a retention/detention basin? If it is provide drainage report and any pertinant informtion in next submittal. 9. Add note to grading plan stating that all grading shall conform to the requirements and recommendation outlined within the Geotechnical report. 10. Provide information of how off-site drainege is effecting ths site. Show patterns within the first 100 feet of the property line. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme. 11. Call out peak discharges entering and exiting the site. 12. Provide consultants on grading plan (Geotechnical Report, Drainage Report and SWPPP. 13. Revise trash enclosure to meet the minimum trash enclosure guidelines. See attached detail. 14. Explain if basin located to the south is detention/retention basin. Provide explination of how historically it has effected the site. 15. Call out dimenstion for back up spur along with raduis for curb. 16. Modify landscaping island to have curved curbing. Call out radius. 17. Provide depressions in curb to allow for water to enter the water harvesting areas. Call out on grading plan and provide detail. 18. Additional comments may be forthcoming. Drainage Report: 1. Add activity number to the Drainage Report. 2. Add seal and signature to the Table of Contents sheet. 3. Verify that last sentence of of the Introduction and Purpose is correct. 4. Provide Objectives and Procedures 5. Identify concentration points on basin map. 6. Provide calcuations for Vs (Equ 3.4) and Vs (Equ 3.5) called out in table for Detention/Retention Volume Estimates. 7. Provide a site plan (On-Site Exhibit) that clearly shows the location of all proposed detention systems, including location, size and type of inflow and outflow structures. Include flow arrows and drainage divides and label on plan. 8. Provide detail of revised basin configuration. Basin side slopes: continuous uniform slopes shall not exceed 20 percent of the basin perimeter. Remove wall from within detention basin. A. Natural looking basins are required within the City of Tucson. B. Multiuse: Requires Less than 3 feet deep; maximum 2:1 for protected side slopes and 3:1 for unprotected slopes. 9. Provide Summary and Conclusion. 10. Either explain/verify that HEC represents what is being identified in the table for detention. Detention basin outflow = 5.08 cfs per Stormwater Basin Routing Summary. However, it appear the the HEC model is providing 1 cfs as the Routing Summary. Please check and/or explain difference. Stormwater Pollution Prevention Plan (SWPPP): The City of Tucson requires that all SWPPP's submitted, meet the minimum requirements of the Arizona Deparmtnet of Environmental Quality, Construction General Permit (CGP). I have attached the Development Services Department, Engineering Division, SWPPP checklist. Verify that all items within checklist have been outlined and/or discussed within SWPPP submittal. 1. Revised SWPPP meeting the minimum SWPPP submittal requirements will need to be submitted with next submittal. 2. Additional comment may be forthcoming.
