Development Services Department Engineering recommends conditional approval of the Grading Plan and Floodplain Use Permit. Condition one needs to be addressed prior to picking up grading and floodplain use permits. GRADING PLAN CONDITIONS OF APPROVAL: 1) Provide a copy of the signed, completed NOI form that was faxed into to ADEQ, prior to picking up grading permit. GRADING PERMIT CONDITIONS: The following 19 conditions apply to grading permit T08BU01287: 1) Call for DSD Engineering Inspection meetings. For a DSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 2) This Grading Plan and SWPPP are for onsite clearing, utility infrastructure, private paving, drainage improvements, and landscaping associated with Phase 2 of Spectral Instruments (D08-0020) as shown on the approved Private Paving, Grading & Drainage Plan for Spectral Instruments - Phase #2, Parcels #116-19-3570 & 116-19-358B, and associated geotechnical and drainage addenda. 3) A copy of the approved Grading Plans, SWPPP and Permits shall be kept at the site at all times, until final grading approval. 4) Traffic signage for construction vehicle restrictions shall be placed at entrance to site to assure public access is maintained and construction vehicles are prohibited from entering at designated entrance from Bonita Avenue. 5) A copy of the NOI, Stormwater Pollution Prevention Plan (SWPPP), Grading Plan and Grading Permit shall be kept at the site at all times, until final grading approval. 6) For inspection purposes, post NOI or the "AZPDES - Posting Requirements" green sheet at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction. 7) Remaining operator signatures from must be on the site copy of the SWPPP at or before commencement of construction. 8) Interim erosion and sediment controls shall be updated, revised, and maintained throughout the life of the project per approved grading plans and SWPPP within disturbance limits. Temporary erosion/stormwater controls may be field adjusted with discussions with operators and engineer of record as necessary, and shall be located within disturbance limits for this project. 9) Temporary erosion control devices shall be placed at locations where stormwater runoff exits grading limits to prevent debris, construction silt, and/or chemicals from entering any drainage ways that eventually discharge into the receiving waters. 10) Heavy Duty Construction fence is required to be installed and maintained inside grading limits at east boundary disturbance limits along Santa Cruz River side of project. 11) There shall be no disturbance along the Santa Cruz River embankment. There shall be no vehicle access, storage or any type of disturbance outside of the approved disturbance/grading limits as shown on the approved plans, and no grading shall begin until all required SWPPP controls are installed. Stop Work Order may be issued for disturbance outside of grading limits. 12) Separate building permit applications are required for any walls. 13) Engineer of Record should be consulted for any revisions to plans. Proposed revisions to design must be discussed with Engineering Inspector and/or Civil Engineer at City of Tucson Development Services Department Engineering Division, prior to any construction activity, to determine whether additional details, calculations, drainage report, or revised grading plan is needed, or, whether changes may be provided on as-builts. All work completed without approval is subject to Stop Work Order. 14) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. 15) Prior to request for final inspection approval, any outstanding fees shall be paid. 16) Prior to request for final grading inspection approval, all permanent erosion control improvements shall be installed and accepted by DSD including rock / established revegetation for all disturbed areas if not improved as per approved plan. 17) The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements and their permanent protective devices, and all permanent erosion control measures have been completed in accordance with the approved grading plan and grading permit, and all conditions of permit are completed. 18) The geotechnical report states that the existing site previously had a brick yard and clay pit removed and backfilled. See grading plan note clarifying that the project will be required to submit observation reports and other testing reports as indicated per this note and the geotechnical report. Letters of certification from Geotechnical/Soils Engineer are required along with field observation and testing reports, at final grading inspection stage. 19) Letters of certification from Engineer of Record for project substantial completion of project and As-built Grading Plans are required per DS Sec.11-01.16, and shall be submitted prior to final grading inspection.
