SUMMARY: The revised Grading Plan sheets and redlines were submitted for review. Development Services Department Engineering does not recommend approval of the Grading Plan or Floodplain Use Permit at this time until the following comments are addressed.

GRADING PLAN COMMENTS:
1) LUC (Land Use Code) Sec.3.7.4.3.B, & DS Sec.10 01.14.2.10: Per Development Plan condition of approval, discuss or demonstrate how the project provides water harvesting to the maximum extent reasonably possible. Parking runoff appears to be directly discharged to spillway that directly flows into the Santa Cruz River. Per Geotechnical Engineering Report, the subsurface conditions at the site appear to be a reason to waive any water harvesting retention design. If no further water harvesting is proposed, due to subsurface conditions, so state and explain in a revised Drainage Report with reference to geotechnical engineering evaluation report. Please be aware that section 10-01.2.2 & 2.3 states that other detention may be required in lieu of retention. The intent of providing a conditional approval was to allow for additional design during grading stage for additional detention / water harvest area at entrance to existing outlet drainage structure.
2) DS Sec.11-01: Grading limits must be clearly defined. Revise the grading limits to clarify construction vehicle access from entrance and any areas within the existing parking area to be used for vehicular storage.
3) The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to these comments:
a) Temporary hazardous material storage area location is typically not located in or near the floodplain or water harvesting areas. Discuss how this could be accomplished due to the existing floodplain conditions. Show on plans where the relocated area are minimizing conflict with floodplain areas.
b) Show and label "receiving waters" on SWPPP exhibit for contractor's use. Response letter stated this was labeled in narrative exhibit but was not found.
c) Show limits, dimensions, and designated locations on the planview for stockpile area, concrete washout area, storage areas. These areas shall be located away from the water harvest areas or washes / river. If additional area on the parcel will be used outside if the new pavement area include in grading limit line.
d) Revise SWPPP exhibit to show revised grading limits and assure grading limits on SWPP exhibit match any revised limits of Grading Plan sheets. Correct Grading Limits to include any access through proposed building pad area and access to street.
e) Provide in SWPPP report, a copy of the signed, completed NOI form that was faxed into to ADEQ.
4) DS Sec.11-01.4.1.G & DS Sec.11-01.12.3: It is stated in the geotechnical report that the existing site previously had a brick yard and clay pit removed and backfilled. Provide additional note to the grading plan clarifying that the project will be required to submit observation reports, fill compaction test results, locations and elevations of field density tests, summaries of field and laboratory tests, other substantiating data, and recommendations / comments on any changes made during grading construction and their effect on the recommendations made in the approved soils engineering investigations report.

Submit two copies of the revised grading plan, one copy of the revised drainage report, floodplain use permit application, one copy of the approved Development Plan, two copies of the geotechnical report, 3 copies of the SWPPP, and any other supporting documents.
