1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved development plan. Please submit two copies of the approved and stamped development, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.

SUMMARY: The Grading Plan sheets were submitted for review. Development Services Department Engineering does not recommend approval of the Grading Plan at this time.

GRADING PLAN COMMENTS:
1) LUC (Land Use Code) Sec.3.7.4.3.B, & DS Sec.10 01.14.2.10: Per Development Plan condition of approval, discuss or demonstrate how the project provides water harvesting to the maximum extent reasonably possible. Parking runoff appears to be directly discharged to spillway that directly flows into the Santa Cruz River. Per Geotechnical Engineering Report, the subsurface conditions at the site appear to be a reason to waive any water harvesting retention design. If no further water harvesting is proposed, due to subsurface conditions, so state and explain in a revised Drainage Report with reference to geotechnical engineering evaluation report.
2) DS Sec.11-01: Address the following grading comments:
a) DS Sec.10-02.12: Revise parking lot pavement spot grades to show AWA is met (flooding does not exceed 1-foot in depth during 100-year event).
b) Address the following grading limit comments:
i) Add grading limits or disturbance limits to legend.
ii) Grading limits must be clearly defined.
iii) Grading limits shall minimize disturbance of Sta. Cruz top of bank.
iv) There is a 2-feet offset that must be provided from property lime to grading limits.
c) To assure safe public access, provide construction phasing diagram information by an additional plan sheet or details to identify construction traffic controls differentiating public access and construction traffic to parking construction area.
d) Traffic signage for construction vehicle restrictions shall be placed at entrance to site to assure public access is maintained and construction vehicles are prohibited from entering at designated entrance from Bonita Avenue.
e) Address the following general note comments:
i) Show local benchmark and basis of bearings on a planview.
ii) Provide total disturbance area in square feet on sheet 1.
iii) Add the following as general notes to sheet 1.
(1) Call for Pre-construction meeting, intermediate, special, and final inspections. See SWPP Report for contact information.
(2) No disturbance or grading shall begin until all required SWPPP controls are installed.
(3) Dust control methods such as water truck will be provided, as well as daily sweeping of public streets.
(4) The number and location of trees within existing and future sight visibility triangles may be restricted or modified by the City of Tucson in order to preserve visibility.
(5) East boundary disturbance limits shall be protected / enforced using heavy duty construction fencing.
(6) There shall be no disturbance outside of the grading limits as shown on the approved grading plan.
(7) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
(8) Prior to final approval, as-builts will be required. Submit copies of pavement soils reports including geotechnical engineering field observations/testing. Letters of completion are required for phase 2 project completion.
(9) The permitee shall notify DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements, utility trenches are backfilled, private paving and curb, permanent protective devices, all erosion control measures have been completed, and all conditions of permit are completed.
(10) Prior to request for final grading inspection approval, all permanent erosion control improvements shall be installed and accepted by DSD including rock / established revegetation for all disturbed areas if not improved as per approved plan.
f) Check dimensions for minimum widths for parking stall requirements.
g) Update activity number T08BU01287 on sheet 1.
h) Address redlines on grading plan, including redlines on sheet 3 for minimum dimensions for truncated domes and curb radii. Return redlines with resubmittal.
i) Provide registrant's signature and expiration date for seal on all sheets. Expiration date is required per recent AzBTR requirements.
3) The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to these comments:
a) Add page numbering to Table of Contents.
b) Temporary material or vehicle staging / stockpile area, and designated concrete washout locations are typically not located in or near the floodplain or water harvesting areas. Discuss how this could be accomplished due to the existing floodplain conditions. Show on plans where the relocated areas are minimizing conflict with floodplain areas.
c) Revise SWPPP exhibit to show revised grading limits.
d) Show and label "receiving waters" on exhibit.
e) Show limits, dimensions, and designated locations on the planview for stockpile area, concrete washout area, storage areas. These areas shall be located away from the water harvest areas or washes/river.
f) Add a note to the SWPP Site Plan exhibit sheet, stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

g) Assure grading limits on SWPP exhibit match any revised limits of Grading Plan sheets.
h) Provide copy of signed, completed NOI in report.
4) A floodplain use permit application is required.

Submit two copies of the revised grading plan, one copy of the revised drainage report, floodplain use permit application, one copy of the approved Development Plan, two copies of the geotechnical report, 3 copies of the SWPPP, and any other supporting documents.
