SUMMARY: The associated Grading Plans for Building #4 Pad 1, copy of the approved Development Plan, approved grading plans, were reviewed at the counter by Engineering. A counter meeting was held August 26, 2008, at request of developer and architect to discuss with Engineer Administrator the grading for Building #4 Pad 1, and the 3rd party review approval. Engineering has reviewed the associated grading for sheets C1.0 - C4.0 of the package at the counter and recommends approval of the grading plan. The Drainage Report was reviewed for grading plan purposes only.

GRADING PERMIT CONDITIONS:
THE FOLLOWING 28 CONDITIONS APPLY TO PERMIT T08BU00687R1:
1) THIS REVISION INCLUDES THE GRADING PLAN APPROVAL IS FOR PAVING, GRADING, AND PERIPHERAL IMPROVEMENTS ASSOCIATED WITH BUILDING #4 FOR PAD #1 OF THE RIVERFRONT PLAZA DEVELOPMENT PLAN (S07-101) AS SHOWN ON THE APPROVED GRADING PLAN T08BU00687R1. THE ORIGINAL GRADING PLAN AND SWPPP UNDER T08BU00687 IS STILL VALID FOR CLEARING, UTILITY INFRASTRUCTURE, PAVING AND LANDSCAPING ASSOCIATED WITH RIVERFRONT PLAZA DEVELOPMENT PLAN (S07-101) AS SHOWN ON THE APPROVED GRADING PLAN T08BU00687 SEALED BY JESUS LORENZO ORTIZ DATED 4/08/08, AND GEOTECHNICAL REPORT FROM GRC AND ASSOCIATED ADDENDA, AND DRAINAGE REPORT SEALED BY ROBERT W LANE DATED 2/28/08. ASSOCIATED SWPPP WITH T08BU00687 STILL APPLIES.

5) IMPROVEMENTS EXCLUDE GRADING CONSTRUCTION FOR BUILDING PADS 2-4. SEE OTHER PERMITS FOR INDIVIDUAL PAD DEVELOPMENT, INCLUDING ASSOCIATED GRADING AND BUILDING PLANS. ADDITIONAL / SEPARTE REVIEWS MAY BE NEEDED.
6) A COPY OF THE NOI, STORMWATER POLLUTION PREVENTION PLAN (SWPPP), GRADING PLAN AND GRADING PERMIT SHALL BE KEPT AT THE SITE AT ALL TIMES, UNTIL FINAL GRADING APPROVAL.
7) PERMANENT EROSION AND SEDIMENT CONTROLS ARE REQUIRED PER LUC CODE AND OTHER CITY REQUIREMENTS. INDIVIDUAL PAD AREAS SHALL BE RE-SEEDED, COVERED WITH ROCK, OR OTHERWISE MATERIAL ACCEPTED BY THE CITY DSD ENGINEERING AND LANDSCAPING PRIOR TO CLOSING THIS PERMIT ACTIVITY.
8) TEMPORARY EROSION/STORMWATER CONTROLS MAY BE FIELD ADJUSTED WITH DISCUSSIONS WITH OPERATORS AND ENGINEER OF RECORD AS NECESSARY ALONG DISTURBANCE LIMITS FOR THIS PROJECT.
9) DESIGNATED CONCRETE WASHOUT LOCATIONS ARE REQUIRED AND SHALL NOT BE LOCATED IN OR NEAR THE BASIN OR WATER HARVESTING AREAS. LOCATION OF TEMPORARY MATERIAL OR VEHICLE STAGING / STOCKPILE AREA SHALL BE PLACED WITHIN GRADING LIMITS AND NOT LOCATED IN ANY WATER HARVESTING OR BASIN AREAS.
10) AT SOUTHEAST CORNER OF THE BUIDLING PAD AREA, THE TRUNCATED DOMES SHALL BE LOCATED ADJACENT TO THE VEHICULAR ACCESS AREAS WHERE THE PEDESTRIAN ACCESS ROUTES END ATHTE EDGE OF PAVEMENT.
11) CONTACT PERMITS AND CODES (791-5100) FOR ANY QUESTIONS REGARDING ANY RIGHT-OF-WAY PERMIT REQUIREMENTS.
12) DUST CONTROL METHODS SUCH AS WATER TRUCK WILL BE PROVIDED, AS WELL AS DAILY SWEEPING OF THE STREETS.
13) REVISED CONSTRUCTION PHASING DIAGRAM INFORMATION SHALL BE PROVIDED IN THE FIELD AND / OR BY A PLAN TO IDENTIFY CONSTRUCTION TRAFFIC CONTROLS DIFFERENTIATING RESTAURANT PUBLIC ACCESS AND CONSTRUCTION TRAFFIC FOR LOT 1 / BUILDING PAD #4.
14) TRAFFIC SIGNAGE FOR CONSTRUCTION VEHICLE RESTRICTIONS SHALL BE PLACED AT CENTRAL ENTRANCE TO SITE TO ASSURE RESTAURANT PUBLIC ACCESS IS MAINTAINED AND CONSTRUCTION VEHICLES ARE PROHIBITED FROM ENTERING AT EAST ENTRANCE FROM IRVINGTON ROAD.
15) TEMPORARY CONSTRUCTION ENTRANCE SHALL BE EXTENDED TO PROPERTY BOUNDARY AT SOUTHWEST CORNER OF PROJECT ENTRANCE.
16) CALL FOR SPECIAL INSPECTION FOR CONSTRUCTION SIGNAGE AND FENCING. THIS MAY OCCUR AT SWPPP / PRECON INSPECTION.
17) THE NUMBER AND LOCATION OF TREES WITHIN EXISTING AND FUTURE SIGHT VISIBILITY TRIANGLES MAY BE RESTRICTED OR MODIFIED BY THE CITY OF TUCSON IN ORDER TO PRESERVE VISIBILITY.
18) THERE SHALL BE NO DISTURBANCE OUTSIDE OF THE APPROVED DISTURBANCE/GRADING LIMITS, AND THERE SHALL BE NO DISTURBANCE IN THE WEST BANK SANTA CRUZ RIVER (WBSCR) W.A.S.H. ORDINANCE STUDY AREA OR IN THE WBSCR OR SANTA CRUZ RIVER. STOP WORK ORDER MAY BE ISSUED FOR DISTURBANCE OF WASH AREAS.
19) DETAIL 1 ON SHEET C4.0 FOR HANDICAP PARKING SPACE DETAIL IS NOT APPROVED; SEE DETAIL 3 ON SHEET C4.0 OF THE ORIGINAL APPROVED GRADING PLANS FOR CORRECT TRUNCATED DOME PLACEMENT.
20) NO GRADING SHALL BEGIN UNTIL ALL REQUIRED SWPPP CONTROLS ARE INSTALLED.
21) SEPARATE BUILDING PERMIT APPLICATIONS ARE REQUIRED FOR ANY WALLS.
22) ANY REVISION TO THE GRADING PLAN MAY REQUIRE A RE-SUBMITTAL OF A REVISED GRADING PLAN FOR REVIEW. CONTACT DSD ENGINEERING TO DISCUSS CHANGES IN GRADING DESIGN.
23) INSIDE DIAMETER OF THE SOUTHWEST SOLID WASTE PICK-UP AREA SHALL HAVE A MINIMUM DISTANCE OF 20-FT INSIDE BOLLARDS FOR THE DUMPSTER AREA.
24) IF GRADING CONSTRUCTION IS EXPECTED TO LAST LONGER THAN THE EXPIRATION DATE OF THE GRADING PERMIT, CONTACT DSD TO RENEW/EXTEND THE GRADING PERMIT. IF FINAL GRADING INSPECTION HAS NOT BEEN COMPLETED BEFORE THE GRADING PERMIT EXPIRES, AND THE PERMIT HAS NOT BEEN RENEWED, ADDITIONAL FEES AND REVIEWS MAY BE REQUIRED.
25) PRIOR TO FINAL APPROVAL, AS-BUILTS MAY BE REQUIRED. LETTERS OF COMPLETION ARE REQUIRED.
26) PRIOR TO REQUEST FOR FINAL INSPECTION APPROVAL, ANY OUTSTANDING FEES SHALL BE PAID.
27) THE PERMITEE SHALL NOTIFY DSD WHEN THE GRADING OPERATION IS READY FOR FINAL GRADING INSPECTION. FINAL GRADING APPROVAL SHALL NOT BE GIVEN UNTIL ALL WORK, INCLUDING INSTALLATION OF ALL DRAINAGE IMPROVEMENTS ALONG PERIMETER, UTILITY TRENCHES ARE BACKFILLED, CENTRAL PAVING, PERMANENT PROTECTIVE DEVICES, ALL EROSION CONTROL MEASURES HAVE BEEN COMPLETED, AND ALL CONDITIONS OF PERMIT ARE COMPLETED.
28) PRIOR TO REQUEST FOR FINAL GRADING INSPECTION APPROVAL, ALL PERMANENT EROSION CONTROL IMPROVEMENTS SHALL BE INSTALLED AND ACCEPTED BY DSD INCLUDING ROCK / ESTABLISHED REVEGETATION FOR ALL DISTURBED AREAS IF NOT IMPROVED AS PER APPROVED PLAN.
