Engineering Division has reviewed the submitted grading plan, Drainage Report, Geotechnical Investigation and Stormwater Pollution Prevention Plan (SWPPP) and does not recommend approval at this time. The following items need to be addressed: GRADING PLAN COMMENTS: 1) Chapter 26 of the Tucson Municipal Code, Section 26-11: Provide a Floodplain Use Permit at resubmittal for encroachment of the subject improvements that are shown on the grading plan (grading within the protected riparian area, 100-year water surface elevation encroachment, construction of the wall along the east property line, etc.). The grading plan can not be approved with out an approved Floodplain Use Permit. 2) DS Sec.2-02.2.1.A.12: Revise the grading plan to show that all proposed handicap access ramps meet the design requirements per ANSI Standards A117.1-2003 Section 406.13. Revise keynote #7 to reference not only the standard detail but also the details on Sheet 2 and detail R/4. Revise detail R/4 to label truncated domes at the transition from pedestrian circulation to vehicular circulation, refer to redlines. 3) DS Sec.2-02.2.1.A.16: Provide additional spot elevations and provide a call out for the percent slope that is proposed for all refuse containers to verify that stormwater runoff does not pond within the enclosure areas. Very that all curb and gutter flow stays within the PAAL and does not flow into the enclosure. 4) DS Sec.10-02.14.3.4: Revise the grading plan to label and dimension the required basin access ramp. Verify that the ramp meets the minimum width and slope requirement of 15-feet and 15%, respectively. 5) DS Sec.10-02.10.9.1.8: Revise the grading plan to provide the required clean out for the storm drain junction per the last approved site plan. Provide the pipe diameter and the invert and rim elevations of all clean outs in plan view for grading purposes. 6) DS Sec.11-01.9: Revise the grading plan to provide property line cross sections for the landscape/water harvesting area located in the southeast corner of the site. Verify the required 2-feet setback from all property boundaries to the proposed limits of grading and fill slopes. Plan view on the grading plan does not clearly show the limits of grading therefore encroachment within the required 2-feet setback for the water harvesting area at the southeast property line could not be verified. Provide sufficient room to allow for the 2-feet setback from property lines to the basin. Provide a cross section for all property boundaries that show the 2-foot setback for all structures from the property line. 7) DS Sec.11-01: Provide a general grading note, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 8) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 9) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). The SWPPP report must be signed and sealed by the engineer of record just like the Exhibits. 10) Part IV.C.3.b: Clearly identify on the map areas of soil disturbance. Identify on the map areas not to be disturbed. 11) Part IV.F: Include a copy of the new AZPDES permit (AZG2008-001) as part of this SWPPP.The old permits AZG2003-001 is no longer valid. 12) Part IV.J.1: The Operator must sign the SWPPP GENERAL COMMENTS: Please provide a revised grading plan and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the grading plan and SWPPP reviews.
