RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP

The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP.
2. The offsite sewer crossing, north of the parcel at Coronado Wash is subject to the Xeroriparian Intermediate Habitat and an ERZ overlay zone and is required to under go the overlay zone process. Applicants proposing a project with encroachments into the Xeroriparian Intermediate Habitat zone, the proposed ERZ zone or the one hundred (100) year floodplain are required to submit a mitigation plan in accordance with Sec. 2.8.6.5.D of the LUC and an Environmental Resource Report as defined in Sec. 6.2.5 of the LUC. Compliance with regulations in accordance with the DSD - Procedure are also required. Contact Patricia Gehlen at 791-5550 x1179 or via e-mail at Patricia.Gahlen@tucsonaz.gov for assistance with the review process.
3. Any roadway, bike path or walkway improvement which impedes the movement of wildlife must be constructed in such a manner as to provide means for safe and accessible passage. Improvements or encroachments into critical riparian habitat areas should be constructed to minimize disruption of vegetation and critical riparian habitat. Where culverts are used, they should be box culverts a minimum of six (6) feet in height per the L.U.C. 2.8.6.6.A.4. Revise the size of the RCBC's as necessary. Correspondence from Ann Phillips at the Office of conservation and sustainable development is required and shall be included in the following submittal in order to satisfy this comment.

4. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
5. Submit a copy of the geotechnical report and the archaeological assessment with the next submittal.
6. Correct Grading and Paving note no. 10 to: "All grading shall conform to City of Tucson Development Standard 11-01.0 Excavation and Grading".
7. Add the drainage maintenance note to the grading plans: The responsibility of operating and maintaining the drainage facilities rests with the owner of the facility.
(a.) That the owner(s) shall be solely responsible for, operation, maintenance and liability for the drainage facility(ies); (b.) That the owner(s) shall have an Arizona registered professional engineer prepare a certified inspection report for the drainage facilities at least once a year, and that these regular inspection reports will be on file with the owner for review by city staff, upon written request; (c.) That city staff may periodically inspect the drainage and detention/retention facilities to verify scheduled and unscheduled maintenance activities are being performed adequately; and (d) That the owners(s) agree to reimburse the city for any and all costs associated with maintaining the drainage and detention/retention facilities, should the city find the owner(s) deficient in their obligation to adequately operate and maintain their facilities.

8. Add the following notes to the grading plan notes:
" "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work."

" "The contractor shall remove the fine materials from the bottom of the drainage facilities once the construction activities are completed in order to remove any fine material build up caused by construction and to restore proper working order."

" "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it."

9. List administrative address/site address (1470 S. Melpomene Way) on the plans.
10. Submit a copy of the "approved stamped" tentative plat. The grading plans will not be approved prior to the approval of the tentative plat.
11. List Grading plan number (T08BU00317) on all sheets.
12. Flood plain use permits are required for any work (street construction and sewer) performed in the flood plain. The off-site sewer crossing will require a separate FUP because it is on a different property than the subdivision. The grading plans will not be approved prior to the issuance of the flood plain use permits.
13. List all Cut and Fill quantities in cubic yards. If both are 0 cy, please list.
14. Include a note on grading plan where the "NOUS" dimensions can be found. The final plat has not been reviewed however; the dimensions for the "NOUS" should be shown on the FP.
15. Show and call out the "NOUS" on the plan and profile sheets where it is applicable. In some cases, there is disturbance adjacent to the NOUS. The contractor may encroach into these areas if the NOUS is not clearly defined. Perhaps a key note and/or a grading note explaining that there will be no grading in the NOUS would work.
16. Show and call out the grading limits in a bolder manner (line weight) so that the contractor and inspector can easily distinguish the grading limits on the plans.
17. FYI: If in the future, the HOA would like to dedicate the private street to the City of Tucson to be public, it will be difficult for the City of Tucson to accept the street with use of the SRCP at the end of the cul-de-sac.
18. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
19. Delineate 100-year W.S.E.L., Floodplain and erosion hazard setback in a more distinguishable manner. For construction and inspection purposes.
20. Call out the names of all washes on the plan and profile sheets. For contractor and inspectors orientation.
21. Call out peak discharges entering and exiting the site or entering and exiting all drainage structures.
22. Any grading performed off-site (West end of street "B") of the subdivision will require the affected property owner's consent.
23. Any grading outside the 63' wide private access, drainage and pub. and private util. easement will require a slope or construction easement.
24. If the splash pad at sta. 5+52.82 goes beyond the 63' wide pue, the splash pad will require a private drainage easement.

Drainage report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. Addendums to any Drainage Reports/Hydrology Reports etc. are not accepted. The new layout or the revisions must be incorporated into the Drainage Report. Or a new DR may be generated and submitted for review.

Stormwater pollution prevention plan:
1. Exchange the old ADEQ general permit with the new revised ADEQ general permit, available on line.
2. SWPPP control measures are required for the off-site sewer crossing at Coronado wash. The sewer crossing becomes part of the whole subdivision implementing SWPPP measures.
3. There are two copies of the ADEQ general permit in the SWPPP booklet, remove one of the copies of the ADEQ general permit in the SWPPP booklet.
4. Per the SWPPP narrative, a blank NOT is supposed to be included in appendix b, however I did not find the blank NOT in appendix b. Include the NOT in appendix b or remove the comment from the narrative.
5. The concrete washout must be at least 50 feet from the edge of the 100-yr. flood plain limits. Include this and all additional requirements for the concrete washout area as listed in the Aquifer Protection Program general permit. (Arizona Administrative Code R18-9-B301).
Operators:

Identify all operators for the project site, and the areas over which each operator has control. (Part IV.C.1)

Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications
(including the ability to make modifications in specifications). (Part IV.B.2.c)

Indicate in the SWPPP the areas of the project where the operator has operational control over project specifications, including the ability to make modifications in specifications. (Part IV.B.1.b)

Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d)

Summary of Potential Pollutant Sources

6. Identify the location and describe any stormwater or non-stormwater discharges at the site associated with activity other than construction and other pollutant sources such as fueling operations, materials stored on-site, waste piles, etc. (Part IV.C.5)
NOTE: This also includes discharges from dedicated asphalt plants and dedicated concrete plants that are covered by this permit.
7. Identify and address offsite material storage areas or borrow areas used solely by the operator's project. (Part IV.C.6)
Erosion and Sediment Controls

8. Specify that erosion and sediment controls shall be designed to retain sediment on site to the extent practicable. (Part IV.D.2.a)
9. Specify that all control measures must be properly selected, installed, and maintained per the manufacturers' specifications and good engineering practices. If periodic inspections or other information is discovered that indicates a control has been used inappropriately, or installed incorrectly, the operator must replace or modify the control for site situations as soon as practicable and before the next anticipated storm event. (Part IV.D.2.b)
Structural Practices

10. Describe structural practices to divert flows from exposed soils, store flows or otherwise limit runoff and the discharge of pollutants from exposed areas of the site to the degree attainable. Placement of structural practices in floodplains shall be avoided to the degree attainable. A combination of sediment and erosion control measures is required to achieve maximum pollutant removal.
11. Describe construction and waste materials expected to be stored on-site. Provide a page or pages to record updates as appropriate. Describe controls to reduce pollutants from these materials including storage practices to minimize exposure of the materials to stormwater, and spill prevention and response practices. (Part IV.D.8.c)
12. Describe any pollutant sources from areas other than construction (including stormwater discharges from dedicated asphalt plants and dedicated concrete plants and any other non-construction pollutant sources), with details of controls and measures that will be implemented at those sites to minimize pollutant discharges. (Part IV.D.8.d)
13. Describe measures to sufficiently stabilize soil at culvert locations to prevent the formation of rills and gullies during construction. (Part IV.D.8.e)

14. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

15. Specify an inspection schedule in the SWPPP. (Part IV.H.1) Choose either of the following:
a. The site will be inspected at least once every 7 calendar days, or
b. The site will be inspected at least once every 14 calendar days, and also within 24 hours of the end of each storm event of 0.5 inches or greater.
Signature Requirements
16. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1)
17. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if:
a) The authorization is made in writing by a person described in Part VII.K.1;
b) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and
