Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) Provide a copy of the last approved commercial site plan or provide an As-Built plan drawn by a professional architect or civil engineer for review to verify conformance with Development Standard Section 2-02 (Site Plan Content). 2) DS Sec.2-02.2.1.A: Provide a commercial site plan that is drawn at a standard engineering scale no larger than 1-inch equals 60-feet (1"=60') on a sheet no larger than 30-inches by 42-inches and includes all the requirements within this section. 3) DS Sec.2-02.2.1.A.8: Revise the commercial site plan to accurately dimension all off-street parking, including fully dimensioned layout, location, parking spaces' size and number, and typical parking space details for both handicapped and standard spaces, together with access thereto. 4) DS Sec.2-02.2.1.A.11: Revise the commercial site plan to dimension the point of egress and ingress including locations and width of driveways and parking area access lanes (PAALs). 5) DS Sec.2-02.2.1.A.18: Revise the commercial site plan to include the street name, center line of road, recordation information and state if public or private. 6) DS Sec.2-02.2.1.A.19: Revise the commercial site plan to dimension the right-of-way for Fort Lowell Road. 7) DS Sec.2-02.2.1.A.20: Provide a copy of the latest Title Report from a credited Title Agency that shows all easements that are on the subject property. All easements must be graphically shown on the site plan together with recording docket and page reference. 8) DS Sec.2-02.2.1.A.21: Revise the commercial site plan to dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines. 9) DS Sec.2-02.2.1.A.27: Revise the commercial site plan to accurately show the proposed fence by type, material, height, location, and spacing. Include all dimensions for the fence such as setbacks from building, property line, easements and PAAL. GENERAL COMMENTS: Please provide a copy of the last approved or As-Built site plan and a copy of the latest Title Report that addresses the comments provided above. Include a comprehensive response letter and comments on the redlined sheets addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package. This review is under Development Standard 2-02 for commercial site plans. The zone for this site is C-2 and the use is Personal Service (LUC Section 2.5.4.2.A.18). The Development Designator is "30" and the Perimeter Yard Indicator is DD (LUC Sections 3.2.3.2.B and 3.2.6.4). The zoning of the adjacent property to the north is RX-2 and the adjacent properties to the east and west are zoned C-2. 2. The site plan must be drawn in a standard engineering scale. The scale must be no larger than 1" = 60' and the sheets can be no larger than 30" by 42". The recommended sheet size is 24" by 36" (DS 2-02.2.1.A). 3. Provide a north arrow and the scale on the site plan (DS 2-02.2.1.A.1). 4. Provide the legal description (DS 2-02.2.1.A.2). 5. Provide a location map (DS 2-02.2.1.A.4). This map is typically provided in the top right corner. 6. Fully dimension all structures on site. Provide all existing and proposed buildings and structures on the site. Include the location, size, height, overhangs, canopies and use (DS 2-02.2.1.A.6). 7. Delineate and dimension the required zoning setbacks (DS 2-02.2.1.A.7). The required setback to the RX-2 property adjacent to the north property line is 20' and the required setbacks to the properties zoned C-2 to either side are zero (LUC Sections 3.2.3.2.B and 3.2.6.4). 8. Clearly delineate off-street parking on the site plan. Provide a fully dimensioned layout, with location, parking spaces, size and number. Provide a typical parking space details for both the standard and handicapped spaces (DS 2-02.2.1.A.8). 9. Provide the information and location for the off-street bicycle parking on the site plan. Include the materials for lighting, paving and security. Provide a fully dimensioned layout and a detail with the specific type of rack and the number of bicycles it supports. Also provide the location and type of directional signage (DS 2-02.2.1.A.9). Please see DS 2-09 for further information about bicycle parking. The minimum number of bicycle parking spaces required for this site is two (2) Class 2 (LUC Section 3.3.7.8.A). 10. Delineate and dimension the points of egress and ingress. Include the location and width of the parking area access lane (PAAL) (DS 2-02.2.A.11). The minimum width for a two-way PAAL is 24" (LUC Section 3.3.7.2 and DS 3-05.2.1.C.1). 11. Vehicle, bicycle, pedestrian and handicapped circulation must be clearly identified on the site plan (DS 2-02.2.1.A.12). 12. Provide the location, type, size and height of any existing and proposed signage (DS 2-02.2.1.A.13). Also provide any and all billboards on or adjacent to the site. 13. Delineate a fully-dimensioned loading space and the related maneuvering area (DS 2-02.2.1.A.14). 14. Delineate and dimension the right-of way (ROW), including any sidewalk and curb locations (DS 2-02.2.1.A.19 & .20). 15. "All easements of record must be graphically shown on the plan together with recording docket and page reference" (DS 2-02.2.1.A.20). 16. Provide the existing and purposed lighting layout and identify the type of lighting (DS 2-02.2.1.A.25). 17. Identify the zoning of the adjacent parcels on the site plan (DS 2-02.2.1.A.28). 18. Identify the existing and any purposed use (DS 2-02.2.1.A.31). (See comment #1:Development Designator "30" Personal Service.) 19. Provide the location with dimensions of the refuse container (DS 2-02.2.1.A.31). 20. Provide copies of prior approvals, such as Development Review Board, Design Development Option (FKA, Lot Development Option) or Board of Adjustment (variances) (DS 2-02.2.1.A.38). 21. Provide the lot size (DS 2-02.2.2.A.1), the floor area of each building (DS 2-02.2.2.A.2) and the floor area ratio (FAR) (DS 2-02.2.2.A.3) on the site plan. 22. Provide the number of vehicle and bicycle parking spaces required and provided, including handicapped ((DS 2-02.2.2.A.4). (See comments #8 and #9.) 23.
