The roof mounted stealth antennas will be installed at the Pantano Christian Church complex. The antennas will be centered on the roof and encased in a fiberglass chimney that will be textured and colored to match the existing building. The antenna will be fifteen foot tall with an exposed height (visible area above the roofline level) of eleven feet. The existing church building is thirty-eight feet in height and from finish grade the antenna is proposed at a height of approximately 49'- 4." The church complex site is located at the northeast corner of Houghton Road and 29th Street and addressed as 10355 E. 29th Street. The property has approximately eight acres and zoned SR, Suburban Ranch. Policy Summary The Rincon Southwest Subregional Plan, and the General Plan provide land use guidance for the subject parcel. The City of Tucson's Design Guidelines Manual lends additional design guidance. These Plans support the requested land use when visual appropriate design elements and buffering techniques to mitigate the potential negative impacts of more intense development on adjacent land uses are employed. The proposed roof mounted antenna is stealth in design. The roof mounted antenna design of this project and its proposed location is in keeping with the intent of these Plans; and therefore a plan amendment is not required. Discussion Houghton Road is a Scenic Route and therefore the site is subject to Scenic Route regulations. The roof mounted antenna is over 400 feet setback from the Houghton Road right-of-way line and therefore not within the Scenic Route setback area. All existing buildings of the church complex are located east of the Scenic Route setback boundary and the Scenic Route setback requirements are not applicable on this request. The applicant is proposing a stealth design by encasing the proposed roof mounted antenna within a fiberglass structure identified as a chimney. The chimney will be textured and painted to match the existing building. The proposed roof mounted communication structure has three (3) sectors with three (3) antennas per sector for a total of nine (9) antennas. The ground equipment cabinet will be located within a lease area of approximately 20' X 15' that will be enclosed by a proposed eight (8') foot tall screen panel wall. The ground-mounted equipment is screened from view on the west, south and east by existing buildings and from the north by the proposed eight-foot tall panel wall. The surrounding land uses and zones are; to the south across 29th Street single family residential development zoned RX-1 and the Mount Olive Lutheran Church zoned SR; to the north and east are single family residential developments zoned RX-1; to the west across Houghton Road are single family (detached and attached) residential development zoned RX-2 and R-1 respectfully. Recommendation The proposed an unmanned T-Mobile wireless roof-mounted communications facility is stealth in design and the ground equipment is screened by existing buildings from rights-of-way and by a proposed 8foot tall wall from residential area on the north. The stealth design minimizes impacts the surrounding areas and to Houghton Road, a Scenic Route. Given the compliance of the proposed development with the intent and pertinent policies of the General Plan, the Rincon Southeast Subregional Plan and the Design Guidelines (DG), staff supports the Special Exception request and offer the following as special exception conditions: 1. Ground mounted equipment shall be located within a masonry wall enclosure of eight foot in height, of similar texture and color as the existing church complex buildings and shall include landscape trees and ground cover planting material along the three exposed sides of the 8foot screen wall to soften the visual appearances of the screen wall. Supporting Policy 3.7: Require that, whenever possible, telecommunications facilities be located, installed, and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. Policy 5: Promote neighborhood identity and visual character 5.5 A Consider incentive for telecommunications providers to install infrastructures, not only in the newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Rincon Southeast Subregional Plan Site Planning and Design Guidelines Polices: b. A buffer shall be provided to protect the context of existing neighborhoods. Buffers shall be designed to mitigate adverse impacts of sound, views, and traffic and may include landscaping, screening, pathways, drainageways, and natural features. Design Guidelines Manual e.
