09/17/2007 | ROGER HOWLETT | COMMUNITY PLANNING | REVIEW | Completed | DEPARTMENT OF URBAN PLANNING & DESIGN SE-07-22 T-Mobile - 29th Street SR (ZEFNP) Rincon Southeast Subregional Plan 9/14/07 msp The proposed special exception land use is for the installation of an unmanned T-Mobile wireless communications facility - antennas mounted on a rooftop. The roof mounted antenna will be centered on the roof area and located within an enclosed fiberglass chimney that will be colored and textured to match the existing building and will be fifteen foot tall with an exposed height (visibility above the roofline) of eleven feet. The roof mounted antenna is proposed on top of an existing church building of thirty-eight feet in height and from finish grade the antenna is at a height of approximately 49'- 4." The site is located at the northeast corner of Houghton Road and 29th Street and the site is developed as the Pantano Christian Church with the address of 10355 E. 29th Street. The property has approximately eight acres in size and zoned SR. The proposed roof mounted antenna has three sectors with three antennas per sector. The ground equipment cabinet will be located within a lease area of approximately 20' X 15' that will be enclosed by a proposed eight (8') foot tall screen panel wall. The surrounding land uses and zones are; to the south across 29th Street single family residential development zoned RX-1 and the Mount Olive Lutheran Church zoned SR; to the north and east are single family residential developments zoned RX-1; to the west across Houghton Road are single family (detached and attached) residential development zoned RX-2 and R-1 respectfully. The roof mounted antenna is over 400 feet setback from the Houghton Road right-of-way line and therefore not within the Scenic Route setback area. Discussion The applicant attended a presubmittal meeting with staff on July 25, 2007 and held the required neighborhood meeting on August 28, 2007. The applicant held the neighborhood meeting on-site and two area residents attended which had general questions at the location and benefits of the proposed antenna. Policy Summary The Rincon Southwest Subregional Plan, and the General Plan provide land use guidance for the subject parcel. The City of Tucson's Design Guidelines Manual lends additional design guidance. These Plans support the requested land use when visual appropriate design elements and buffering techniques to mitigate the potential negative impacts of more intense development on adjacent land uses are employed. The proposed roof mounted antenna is stealth in design. The roof mounted antenna design of this project and its proposed location is in keeping with the intent of these Plans; and therefore a plan amendment is not required. Recommendation Based on the appropriate meeting information and the preliminary development plan sufficient information has been provided to determine that the proposed project is in general compliance with Plan policies. Staff will review plans for the proposed project based on but not limited to; design, buffering and screening of ground equipment. Plan Policies General Plan Element 4:Community Character and Design, Policy 3: Preserve scenic views of natural features and community landmarks. Supporting Policy 3.7: Require that, whenever possible, telecommunications facilities be located, installed, and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. Policy 5: Promote neighborhood identity and visual character 5.5 A Consider incentive for telecommunications providers to install infrastructures, not only in the newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Rincon Southeast Subregional Plan Site Planning and Design Guidelines Polices: b. A buffer shall be provided to protect the context of existing neighborhoods. Buffers shall be designed to mitigate adverse impacts of sound, views, and traffic and may include landscaping, screening, pathways, drainageways, and natural features. Design Guidelines Manual e. Design Context and Neighborhood Character (1.B.2.e) Intent - improve the character of new projects and reinforce existing architectural character in established neighborhoods. Solution - harmonize new buildings with existing buildings by incorporating design elements of the adjacent architecture including the following: · Scale and massing of structure · Finishes, materials and colors s:\caserev\sp-excpt\se07-08\SE-07-22 T-Mobile - 29th Street ipc |
