SUMMARY: Engineering Division of Development Services Department has received and reviewed the overlay application, Private Grading and Paving Plan, DSMR approval, the homeowners letter of intent for the $30,0000 contribution, and the average cross slope analysis and does not recommend approval of the overlay application at this time. The Private Grading and Paving Plan was reviewed for overlay application purposes only, a grading permit application is required for a full grading review. The following items need to be addressed:


TENTATIVE PLAT:

1) Be advised that the Tentative Plat con not be approved prior to the Overlay Application approval. This is the first submittal of the overlay application any changes required by other departments may require a change in Tentative Plat design.
2) Provide a note on the revised Tentative Plat that states "Individual lots require a separate grading plan with the building plan submittal for conformance to the last approved tentative plat and grading plan."


HDZ/SCZ OVERLAY COMMENTS:

3) DS Sec.9-04.2.2.A: Provide the contour interval used for the 15% Slope Map and Site Plan. The contour interval should be located next to the scale reference on the top right corner of the page.
4) DS Sec.11-01.4.1.C.7: Revise Paving and Grading Note #8 to reference the name, geotechnical reference number, and contact information of the geotechnical report with subsequent addendum for the proposed project.
5) Revise Paving and Grading Note #9 to include observation of "the placement of fill and culverts at all wash crossing," within the wording of the note.
6) DS Sec.11-01.4.1.C.3: Clarify on the preliminary grading plan the Natural Open Space (NOS) delineation, include the NOS symbol in the legend.
7) DS Sec.11-01.4.1.C.2: Provide spot elevations along the new private street at wash crossings to verify existing grades, proposed grades and positive drainage.
8) Provide on the proposed grading plan striped crosswalks at all transitions of the pedestrian circulation path. Specifically at the driveway entrance to the private road and in areas where the pedestrian circulation crosses to the other side of the road.
9) DS Sec.11-01.4.1.C.6: Revise the grading plan to demonstrate that the protective slopes from all proposed culverts reflect the minimum grade as recommended in the revised Geotechnical Report. Verify that the constructed slopes can be built without encroaching into the platted Natural Open Space. Provide percent slopes and details for the rock riprap used for slope protection.
10) DS Sec.11-01.4.1.C.3: Clarify the limits of grading on the grading plan. Provide the parcel area and the disturbance area on the grading plan along with the grading limits clearly delineated.
11) DS Sec.3-01.4.5: Provide details on the Private Grading and Paving Plan for the general design of the entrance road and subdivision street to reflect the DSMR criteria and requirements. All dimensions, radii, % slopes, longitudinal grades, crown inverts, pedestrian circulation, etc must be labeled and shown in plan view, with details, and must conform to the approved DSMR 07-11.
12) DS Sec.11-01.4.1.C.3: Revise the Private Grading and Paving Plan to label and dimension the required 8-foot minimum graded shoulder with the maximum 2% cross slope required by DSMR 07-11 along the frontage of Goret Road.
13) DS Sec.11-01.4.1.C.4: Revise the culvert details on Sheet 4 to include all dimensions, lengths, side slopes (H:V), and the delineated NOS line to verify that the slopes and construction vehicles do not encroach into the NOS during or after construction.
14) DS Sec.11-01.2.3: A bond shall be posted for native seeding. If grading construction does not commence within 60 days after grubbing, the disturbed area shall be native seeded within 30 days following the expiration of the 60 day period. The reseed bond will be required at time of grading permit issuance and is based on the total disturbance area in square feet at $0.05 per squarefoot.
15) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Contact Steve Tineo at 741-3115 for all right-of-way requirements and permit applications.
16) DS Sec.9-04.3.1.A.2: Provide a General Note on the grading plan stating "The portion of the site or lot to be left ungraded are to remain undisturbed and are not to be used for stockpiling of materials or excess fill, construction vehicle access, storage of vehicles during construction, or similar uses. Temporary fencing will be installed on sites where the NOS abuts the construction areas in order to prevent encroachment in the natural areas."
17) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all CMU walls and retaining walls will require a separate permit for review and approval by all necessary Development Services Departments.
18) Add a general note; Call for a Pre-construction meeting prior to start of earthwork. 19) DS 10-02.14.3.2: Provide a note on the grading plan stating that the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and culverts. Provide the recordation information for the required Condition, Covenants, and Restrictions (CC&Rs) that address the maintenance responsibility of the homeowners association.
20) Please ensure that the Grading Plan is consistent with the Drainage Report, Geotechnical Evaluation and the proposed Tentative Plat. Grading standards may be accessed at:

GENERAL COMMENTS: The following items are required at the Grading Plan Application Stage.

Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan application submittal. A Floodplain Use Permit (FUP) will be required for all work proposed in the floodplain or erosion hazard area. A FUP application will be required at the time that the grading plan application is submitted.

Please provide a revised preliminary grading plan at re-submittal. The revised grading plan must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
