Ortiz PE, Traffic Engineer Resubmittal Required: Traffic Engineering does not recommend approval of the PIA Plan; therefore a revised PIA Plan is required for re-submittal. The following items must be revised or added to the plan. 1. Include a response letter with the next submittal that states how all comments have been addressed. 2. See redlines on the submitted drawings and address the additional redline comments. During the next submittal please re-submit the roll of redlines for back checking purposes. 3. Re-stripe the centerline striping on Fairview Avenue to accommodate the proposed roadway for this development per PCDOT & TDOT Pavement Marking Design Manual (2003) Chapter 5-1. 4. Show existing striping in plan view to establish tie in points for the proposed striping. 5. Confirm the width of the proposed roadway pavement section (Fairview Industrial Park Place). The typical section calls out for 40' of pavement, but the plan view measures only 32' of pavement. 6. Provide a detail of the No Parking sign to be used. There is a PDF attached the red line plan set as a reference document illustrating to the NO PARKING detail accepted by the city. 7. Place the PIA Case number on the cover sheet. 8. Add the following General Notes per PCDOT & TDOT Pavement Marking Design Manual Chapter 2-1 (1,2,13-17) 9. Add the following Signing General Notes 5(a) & 5(b) per PCDOT & TDOT Signing Manual (2002) (Chapter 1, Sheet 12) to the Plans. 10. Add the following Pavement Marking/Striping General Notes to the Plans: 'ALL STREET STRIPING & SIGNAGE TO BE COORDINATED WITH C.O.T. TRAFFIC ENGINEERING CALL 791-4259 A MINIMUM OF 48 HOURS PRIOR TO THE INSTALLATION OR REMOVAL OF ANY SIGNAGE OR STRIPING. ALL REQUIRED STRIPING AND SIGNAGE WILL BE INSTALLED AT THE CONTRACTOR'S EXPENSE. NEW STRIPING TO BE THERMOPLASTIC MATERIAL. USE 2" SQUARE-TUBE POST AND SQUARE TUBE POST FOUNDATIONS FOR SIGNING. In title block, add assigned I-Plan Number, I-2007-012 to all sheets. 4. Indicate Basis of Bearing. 5. Fairview Ave. is a collector street with a width of 76feet for future widening. Indicate a dimensioned cross section detail indicating future width. Correct and revise. 6. Add note to General or Paving Notes: All construction activity and test methods shall be in conformance with Pima County/City of Tucson Standard Specifications for Public Improvements (PC/COT SSPI) 2003 Edition or current edition. 7. Add note to General or Paving Notes: A pre-construction field meeting shall be conducted with the City of Tucson Transportation inspector prior to any work within the public right-of-way. 8. Add note to General or Paving Notes: The Engineer of Record shall submit to the City for acceptance any changes to the approved plans prior to construction. Additionally, the Engineer of Record shall certify all changes meeting all applicable standards, codes, and ordinances. 9. Add note to General or Paving Notes: The extent and type of surface treatments/repairs indicated on the plans may not be all inclusive of the work that is needed. Additional repairs, paving, or replacement may be needed depending on field conditions. 10. Add note to General or Paving Notes: The contractor shall contact and/or coordinate any work with COT Streets & Traffic Maintenance Division, Median Island Maintenance Section (791-5279, ext. 234) prior to disturbing any COT/DOT landscaping or irrigation systems. Additionally, the contractor shall repair or replace any disturbed COT/DOT landscaping or irrigation systems, including replacement of any damaged plants. 11. This project is in a City Floodplain, therefore a Floodplain Use Permit is required from Development Services to do work in the right of way and on private property. Add note to General or Paving Notes: Floodplain Use Permit No._______, has been issued by Development Services Department for work impacting City and FEMA Floodplains. 12. Add note to General or Paving Notes: The PIA Inspector shall field verify that the "Saw-cut" line is located within competent pavement. Adjustments to the plan shall be documented and As-built; a one foot minimum shall be provided." 13. Add note to General or Paving Notes: Contractor shall obtain all permits required by governmental agencies. 14. Add note to General or Paving Notes: A copy of the approved plan shall be kept in an easily accessible location on the site at all times during construction. 15. Add note to General or Paving Notes: A qualified Registered Engineer or Land Surveyor must certify that this project was constructed in substantial conformance with the approved plans prior to the request of Final Inspection/Certification of Occupancy or Release of Assurances. 16. Add note to General or Paving Notes: Contractor shall call Blue Stake as mandated by the Arizona Revised Statutes at 1-800-782-5348 before any construction begins to verify location of existing public utilities shown or not shown. Existing utility locations shown hereon are only approximate. It is the contractor's responsibility to confirm horizontal and vertical location of all utilities without damaging same. Damaged utilities shall be repaired at the contractor's expense. 17. Sheet 1, Note 20 indicates an incorrect phone number. Correct and revise to read 791-4259 18. As per Chapter 25-39; A minimum distance between curb cuts or driveways is 20 feet in a business district. Lots 4 & 5, and Lots 6 & 7 share a 10-foot wide pedestrian island that are unacceptable in the public right of way. Correct and revise. 19. Explain the purpose of wedge curb opposed to vertical curb on Fairview Business Park Place. Call out all curb transitions, vertical curbs, concrete headers, terminal sections etc. Terminal curb sections at end of curbs and concrete header at end of pavement are requirements. Indicate a dimensioned detail of wedge curb transitioning into vertical curb and or concrete header. 20. A profile of the road must be provided (Left, center, right) and the EOP of striped paved roadways. A profile is needed for pavement widening projects (Deceleration/Acceleration lanes). 21. Sewer manholes should not occupy the same location as survey monuments. If a conflict exists, final plat location for monument should be held; manhole relocated. 22. Sheet 2, Detail B; The acceptable type of storm drainpipe allowed within right of way is R.C.P. Correct and revise. 23. Scuppers are required instead of depressed sidewalks and curb to create continuous sidewalk pedestrian circulation system. 24. Check that all drainage structures are included as outlined in approved drainage report and tentative plat. Check Size 25. Pedestrian areas/shoulders along side of strip paved streets should be a minimum of 8 feet wide, slope @ 2% and be separate to drainage ditches/channels. 26. 10-yr storm water flows must be conveyed under the sidewalk and Storm flows over the 10yr overtopping the sidewalk scupper must meet: DV^2 <18. 27. Sheet 2, Detail A; requires a 2-foot hinge point of slope/basin from right-of-way. (Slope on private side). Correct and revise. 28. The bearing bars of catch basin grates must be parallel with the flow of traffic. 29. Private drainage easements, detention/retention, channels can be shown but should be grayed out and labeled "Private" and "NOT PART OF P.I.A." 30. Indicate a fully dimensioned detail of the Double catch basin Type I. 31. Sheet 2, Detail C; New asphalt connections/additions to a collector street should match the surface treatments of the existing street to the curb line/pavement edge of street being joined. A minimum of 1-foot saw-cut into existing asphalt it required. Indicate a dimensioned detail of Saw-cut, Trim, Tack, Join & Match to existing. Call out Stationing, Offset, and Elevations along Fairview Ave. 32. A detail for each type of curb access ramp to be built as part of the project must be shown on each plan set. Indicate the handicap ramp type that will be constructed on Fairview Ave. Truncated Domes required on all ramps. 33. Indicate Street name & Stationing for proposed Survey Monuments. 34. Sheet 3, Plan view; Private property area, remove hatching and gray out line work. Profile view, gray out line work in Private property area. 35. See redlines for additional corrections, especially Sheet 3. Once changes, modifications, and or corrections are made to the PIA plan resubmitted and reviewed, further comment may result.
