The proposed improvements constitute a substantial improvement. The portion of the assessed valuation that applies to the structure is $78, 062. The permit valuation for the proposed improvements is $44,485. To be considered less than a substantial improvement the value of the improvements must be less than 50% of the value of the structure. The estimate provided for review cannot be accepted because it indicates that some of the cost of the improvements will be offset by the owner performing some of the work.

Provide one of the following in order to obtain floodplain permit approval.

1. Revise the scope of the work so the valuation will be less than 50% of the structure valuation. The permit valuation must be less than $39,030.
2. Provide a qualified appraisal of the structure or a qualified appraisal of the structure and the lot with the values of each presented.
Or
3. Provide a hydrology report determining the water surface elevation of the flood hazard area. Revise the plans so the additions are elevated to one foot above the determined water surface elevations. The additions must have only one opening to the existing structure. Show that the improvements to the existing structure do not qualify as a substantial improvement.
