This parcel lies in a FEMA Zones A, AE, X-Shaded, X-Unshaded (map number 040076 C 1616K). The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as:

Parcel 101-19-007D, T S2 SW4 LYG W OF E BANK OF SANTA CRUZ RIVER & E OF SILVERBELL RD 60.40 AC SEC 17-13-13, in a portion of Township 13 South, Range 13 East, Section 17,

for the purpose of installation of a TEP Substation and associated equipment, walls, and access.

The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit.

The following 17 conditions apply to this permit:
1) Call for Pre-construction meeting, elevation certification inspections, and final inspections. For a DSD Engineering Inspection, call IVR (740-6970), or contact DSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T07OT01974. FOR INFORMATION PLEASE CALL 791-5550."
3) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson.
4) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties.
5) All work shall conform to the approved Grading Plan for TEP El Camino Del Cerro Substation sheets 1-4, sealed by Bruce Wilson, PE (10-23-07), which is made part of this permit.
6) See the associated activity T07BU01857.
7) All electrical, pump, or other service equipment shall be elevated at or above the regulatory flood elevation (2 feet above existing natural grade).
8) Certification of elevation must be prepared by a state registered land surveyor (RLS) and submitted to the Development Services Department Engineering Division, after the service equipment is installed, prior to final inspection for permit T07BU01857. A copy of the partially filled out elevation certificate is on file at DSD until the completed elevation certificate is returned.
9) The elevation certificate shall be prepared for the lowest equipment with relation to the adjacent grade of that specific piece of service equipment.
10) An inspection is required prior to completion of any equipment requiring elevation certification to assure that sufficient fill / elevation is provided to bring the service equipment at or above the regulatory flood elevation, which is a minimum of 2 feet above the adjacent existing ground per the approved Drainage Report.
11) Contractor will need to call for final inspection to permit T07BU01857 once elevation certificate has been completed by RLS for inspections by Development Services Department Engineering Division Inspection Team (791-5550 or 837-4888) after the installation of the service equipment, and prior to final acceptance by DSD Inspector.
12) This Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times.
13) Any additional future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval.
14) Additional Disturbance area is permitted at south entrance to the site for SWPPP purposes as shown on the SWPPP dated 10-25-07, for wash off area, temporary chemical storage area, and temporary refuse area only.
15) Wash off area, temporary chemical storage area, and temporary refuse area shall have interim stormwater controls installed along downstream side of these areas.
16) There shall be no other stockpiling material, or storage of vehicles, other than that which is accepted by COT and as shown on the approved permits and plans.
17) Grouted Riprap at northeast corner of project shall be extended to 100-yr Floodplain Limits along 3:1(H:V) fill slope.

This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire one year from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Development Services Department, Engineering Division.
