| 05/21/2009 | MATT FLICK | ENGINEERING | REVIEW | Denied | A floodplain use permit (fup) and 2 elevation certificates (1 at time of slab pouring or form setup, 1 prior to C of O or final inspection) are required. The drainage report contains conflicting information on the FEMA water surface elevation; please correct so that all references use the same water surface elevation. The elevations shown on the site plan are NAVD 88. The WSE from the FIRM is in NGVD 29. If the conversion in that area is 2.23', and the WSE from the FIRM is 2422.46 (from Appendix B in the drainage report), the WSE on NAVD is 2424.69. That's 0.69' above the proposed FFE. It looks like the FFE will need to be raised to get the FFE in this Zone AH to 1' or more above the FEMA WSE. It may be prudent to err on the higher side since the regulatory discharge used now is higher than the one used to get the FEMA floodplain delineation. So, if the owner wants to get a LOMR or LOMA to get out of the floodplain in the future, FEMA may be using a higher Q100 than the one in the current FIS. Due to the age of the platted lot, construction of a SFR or accessory structure is exempt from the WASH Ordinance, channelization is not. Placing of a fill pad in a FEMA floodplain requires sufficient armoring (riprap, vegetation, etc.) to resist erosion. If the fill extends less than 25' from the building edges, certification is required by a P.E. that the armoring is sufficient (this can be done on the Elevation Certificate or other format). It is suggested that the fill pad be elevated above the FEMA-determined water surface elevation at the upstream point of the fill pad. Doing so may facilitate removal of the structure from the FEMA floodplain and reduce the need to protect the top of the fill pad from erosion by the floodwaters. The finished floor elevation (ffe) must be a minimum of 1' above the FEMA-determined water surface elevation at the upstream point of the structure. Please correct the ffe. |
