Any structure which is substantially improved at a cost equal to or exceeding 50% of the full cash value of the structure as shown on the latest assessment rolls from the county assessor or an appraisal from a licensed appraiser with the State of Arizona. The submitted cost estimate exceeds 50% of the value of the structure. The value of the structure based on the submitted appraisal is $71,238. The submitted construction cost estimate was 40,275, equals to a 57% increase in flood damage potential. The Permits Plus system estimated the construction cost at 47,272, equals to a 66% increase in flood damage potential. The proposed addition is considered a "substantial improvement," and must meet the floodplain requirements found in Chapter 26. There are two solutions: 1) Reduce the scope of the project to bring the cost of construction down so the project is not a substantial improvement. 2) Elevate the addition to be one foot above the established water surface elevation. 2.
