| 02/07/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: February 13, 2007 SUBJECT: Single Family Residence- Engineering Review TO: John Contreras LOCATION: T15S R13E Sec02, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM06571 (Site Plan) and T07OT00190 (Floodplain Use Permit) SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan, Floodplain Use Permit, and the submitted Drainage Statement, prepared by Trimble Engineering Services, PLC, dated January 19, 2007, for the above referenced property. Engineering does not recommend approval of the site plan or Floodplain Use Permit at this time. Please provide the following for further review: DRAINAGE STATEMENT COMMENTS: 1) DS Sec.10-02.2.3.1.4.D: The hydraulic cross sections shown on the proposed site plan and within the submitted drainage statement do not accuratley reflect the existing and proposed site conditions. The hydraulic cross-sections must represent the entire site with the left-over-bank, channel, and right-over-bank shown in the cross section profile. The artificial boundaries that were inserted into the hydraulic model do not give an accurate representation of the 100-year floodplain limits. 2) DS Sec.10-02.2.3.1.4.D: The hydraulic cross sections for proposed conditions must show all encroachment into the regulatory floodplain. The cross section must show the limits of fill, proposed single-family residence, driveway, and any future or proposed walls. 3) DS Sec.10-02.2.3.1.4.D: Provide an encroachment analysis that shows that the water surface elevation at property lines do not raise the depth of flow by more than 0.1-feet. Provide in the drainage statement a easy to read table that shows both existing and future 100-year water surface elevation (WSEL) for compliance. 4) Tucson Code Chapter 26 Sec.26.5.2.4: Revise the site plan and the location of the single family-residence to show no unnecessary disturbance of the riparian 100-year floodplain. It is acknowledge that this project does not fall under the W.A.S.H. overlay review, however all riparian habitat must be delineated on the site plan and any disturbance of the riparian habitat will require an Environmental Resource Report (ERR) approval from DSD Landscaping prior to site plan approval. 5) TC Chapter 26 Sec.26-8.d.2: Provide a cross section on the proposed site plan showing the method of elevation for the proposed single-family residence. If fill is used for elevating the finish floor of the residence the building line must be located not less than 25-feet landward from any edge of fill, unless a study prepared by a state-registered professional civil engineer and approved by the City engineer shows that a lesser distance is acceptable. 6) Revise the site plan to show that all discharge from the parking area will be directed into a rip-rapped erosion bed to disperse flow as stated in the recommendations of the proposed drainage statement. 7) DS Sec.10-02.2.3.1.3.B.3: Clarify, or provide a discussion, on the hydrologic data sheets for both existing and future conditions, and the 0.030 basin factor ('n') used for the hydrologic calculations. Per DS 10-02 Table 8.1 a 'n' of 0.035 is used for natural channels with sand bottoms with trees/shrubs on sides and a 'n' factor of 0.06 should be used for natural channels with rock bottoms with trees/shrub slopes. Revise data sheet and discharge value if necessary and verify that the new discharge is used for all calculations. Revise Exhibits as appropriate. SITE PLAN COMMENTS: 8) DS Sec.2-02.2.1.A.5: Revise the site plan to provide the bearings for the lot dimensions shown. 9) DS Sec.2-02.2.1.A.15: Revise the site plan to show the revised future 100-year floodplain limit. The 100-year floodplain limit must be depicted on the site plan. See drainage report comments above. 10) DS Sec.2-02.2.1.A.16: Revise the site plan to show the corrected water surface elevations, finish floor elevation and the method of elevation for the proposed single-family residence. 11) DS Sec.2-02.2.1.A.17: Provide on the revised site plan the estimated cut and fill quantities. Show the method of elevation for the single-family residence. If fill is used as a method of elevation the limits of fill must be shown on the site plan. 12) DS Sec.2-02.2.1.A.19: Provide the recordation information for Nebraska Street. Label and dimension the right-of-way width for Nebraska Street. 13) Remove Site Note #5. The single-family location is per the proposed drainage statement. The location of the single-family residence can not be relocated or moved on the lot without additional review from Engineering. The finish floor elevation and water surface elevation within the proposed drainage statement are based on the current location of the proposed house any changes in location will require a new submittal. GENERAL COMMENTS: Please provide a revised site plan and drainage statement for review and approval that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Provide the drainage statement and site plan "redlines" at resubmittal. If you have any questions, or to schedule a meeting, I can be reached at 791-5550, extension 1189. Jason Green, CFM Senior Engineer Associate Engineering Division Development Services |
