The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Submit NPP plan or Application for Exception per DS 2-15.0. Include with application acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. |
| 04/08/2008 | STEVE SHIELDS | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: Steve Shields Lead Planner PROJECT: Clean Energy T07CM04696 Site Plan (1st Review) TRANSMITTAL DATE: April 8, 2008 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. D.S. 2-02.2.1.A.5 Provide lot dimensions and bearings for all lot lines on the plan. 3. D.S. 2-02.2.1.A.6 Provide the size and height of the proposed canopy. Also provide overall dimensions for the proposed canopy. 4. D.S. 2-02.2.1.A.7 Provide setback dimensions from the proposed canopy and block wall to the back of curb along all streets. The minimum setback for Winsett Street is 21' or the Height of the structure, which ever is greatest measured from the back of curb. Until the Average Daily Traffic (ADT) is provided for Pace Court the exact setback requirement cannot be determined, see LUC Section 3.2.6.5.B for setback requirements. 5. D.S. 2-02.2.1.A.8 Detail 3 Sheet C03, "TYP SPACE SIZES PER ZONING CODE", the size called out for "STANDARD 6'x18' is not correct. Per LUC Section 3.3.7.2.A the minimum parking space size is 8'-6" x 18'. The size called out for "SINGLE HANDICAP 14'x20' is not correct. Per ICC/ANSI A117.1-2003 Section 502 the minimum width for a vehicle parking space and access aisle is 13'-0". The size called out for "VAN ACCESSIBLE 18'x20' is not correct. Per ICC/ANSI A117.1-2003 Section 502 the minimum width for a van accessible vehicle parking space and access aisle is 16'-0". 6. D.S. 2-02.2.1.A.9 Per LUC Section 3.3.3.5 Bicycle Parking Requirements. The number of required bicycle parking spaces is calculated as a percentage of the total number of motor vehicle parking spaces provided. If the calculated number of required bicycle parking spaces is less than two (2), the minimum number of required spaces is two (2). Show the location of the required Class 2 bicycle parking on the plan and provide a detail for the Class 2 parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; 7. D.S. 2-02.2.1.A.12 Per LUC Section 3.3.7.2 the minimum parking area access lane (PAAL) when 90 degree parking is proposed is 24'. This said it does not appear that the PAAL that provides access to the southern most parking space is wide enough. 8. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards. 9. D.S. 2-02.2.1.A.18 Label Kino Pkwy as a MS&R. 10. D.S. 2-02.2.1.A.19 Provide the right-of-way (ROW) dimension for Pace Ct.. Label the ROW dimensions as "ROW" for Kino Pkwy and Winsett St. 11. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. 12. D.S. 2-02.2.1.A.25 On the provided detail 9/CO4 list the height of pole and type of lighting. 13. D.S. 2-02.2.1.A.32 Show the refuse container location on the plan. 14. D.S. 2-02.2.2.A.1 Provide the gross lot area. The proposed construction limit lines shown on the plan, Keynote 5, appear like property lines with the bearings and dimensions shown. Please remove the bearings and dimensions from the plan. 15. D.S. 2-02.2.2.A.3 Zoning acknowledges that there are no buildings proposed for this project. Under "GENERAL SITE PLAN AND DEVELOPMENT PLAN NOTES, PROPOSED USE, FAR LIMIT 2.00: add "PROPOSED FAR 0.0" 16. D.S. 2-02.2.2.A.4 For your information based on a 0 gross floor area there is not a requirement for vehicle parking. Revise the parking calculation to read 0 required, 2 provided. 17. D.S. 2-02.2.2.A.4 Provide a bicycle parking calculation that includes the required and provided number of bicycle parking spaces. 18. D.S. 2-02.2.2.A.5 Provide a loading space calculation that includes the required and provided number of loading spaces. Per LUC Section 3.4.5 and a building square footage of less then 1500, no loading space is required. 19. Ensure all changes to the site plan are reflected on the landscape plan. 20. Additional comments may be forth coming depending on how each comment has been addressed. | 04/25/2008 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: April 25, 2008 SUBJECT: 1755 E Winsett St Site Plan- Engineering Review TO: General Physics Corporation LOCATION: T14S R14E Sec18 Ward 5 REVIEWERS: Jason Green, CFM ACTIVITY: T07CM04696 (Site Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T07CM04696) and the Geotechnical Evaluation (ConformaTECH, 11DEC07) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed: SITE PLAN COMMENTS: Engineering Division has reviewed this project for conformance with the Development Standards (DS) and Land Use Code (LUC). More specifically DS Sec.2-02, 2-08, 3-01, 3-05, 6-01, and Chapter 25 of the Tucson Code. 1) Revise the site plan to provide the site plan number (T07CM04696) on the lower right hand corner of the plan sheet. 2) DS Sec.2-02.2.1.A.5: Revise the site plan to provide for the lot dimensions and bearings. The site plan differs from the Assessors office property maps for the size, dimensions and property boundary locations, clarify. 3) DS Sec.2-02.2.1.A.8: Revise detail #3 and the associated table on the site plan to correctly label the minimum dimensions for the standard and handicap parking spaces. Refer to Table 1 within DS Sec.3-05 and the ICC/ANSI A117.1-2003 Section 502 for further clarification on parking requirements. 4) DS Sec.2-02.2.1.A.11: Revise the site plan and Section 11 to verify the maximum allowed slope for both proposed driveways. Per the Standard Detail for Public Improvement #206 the maximum cross slope for the driveway at the sidewalk location is 2%, the site plan shows that this location is at a 2.1% slope which exceeds the maximum requirements. 5) DS Sec.2-02.2.1.A.12: Revise the site plan to provide a minimum 5-foot sidewalk along the entire frontage of both Winsett Street and Pace Court. The sidewalk must connect around the entire property that fronts both of these roads and the intersection. 6) DS Sec.2-02.2.1.A.12: Revise the site plan to provide a detail for all proposed handicap access ramp. Revise the plan to show that all proposed handicap access ramps meet the design requirements per ANSI Standards A117.1-2003 Section 406.13. Provide or revise existing details or keynotes label truncated domes at all transitions from pedestrian circulation to vehicular circulation. The site plan must clearly show all handicap ramp locations, clarify. 7) DS Sec.2-02.2.1.A.14: Provide (label and dimension) the onsite maneuvering areas for the required loading zone that is required for this property. Refer to AASHTO for the national standards for turning radii. All radii must be shown to scale. 8) DS Sec.2-02.2.1.A.16: Provide flow arrows on the site plan to identify drainage patterns. Clarify on the site plan that the stormwater discharge from the proposed vehicular use area and enclosed equipment area drains into the proposed planting areas and the 10-foot front landscape border/water harvesting area to help reduce onsite flows from leaving the site or ponding within the wall enclosure. 9) DS Sec.2-02.2.1.A.16: Provide spot elevations around the required refuse container location to verify that stormwater does not pond within the container area, but is diverted away from and into the landscape areas. 10) DS Sec2-02.2.1.A.17: Provide the estimated cut and fill quantities on the revised site plan for grading plan purposes. 11) DS Sec.2-02.2.1.A.19: Revise the site plan to label and dimension the right-of-way for all shown public roadways. Specifically Kino Parkway, Winsett Street and Pace Court must clearly show the existing and/or future right-of-way widths with recordation information. Label Kino as a MS&R route and label all 3 roadways as either public or private.. 12) DS Sec.2-01.2.1.A.21: Provide dimensions from all street monument lines to the existing and/or proposed curb, 5-foot sidewalk, driveway and any utility lines. 13) DS Sec.2-02.2.1.A.32: Revise the site plan and provide the location for the required refuse container. Provide a detail to show that the refuse enclosure meets the minimum requirements of DS Sec.6-01. Refer to Figure 3 (attached to the hard copy of this letter) and DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. 14) DS Sec.2-02.2.1.A.32: Revise the site plan to show maneuverability (label and dimension turning radii in plan view) for the required refuse vehicles in plan view. Verify that the refuse container location is positioned so that the refuse vehicle has the required 14-foot x 40-foot clear approach and the required 40-foot back-up distance without having to back-up into proposed parking spaces, pedestrian access, landscaping, etc. 15) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications: a) http://www.tucsonaz.gov/dsd/Forms_Fees___Maps/Applications/applications.html / b) http://www.dot.ci.tucson.az.us/engineering/pia.php c) Or contact Thad Harvison at 837-6592 for all additional questions regarding r-o-w. 16) Be advised that further comments may be forth coming on resubmittal of the site plan.
