1. Per DS 2-02.2.1.6, regarding buildings on site:
A) PLEASE DARKEN THE BUILDING FOOTPRINT - IT'S IMPOSSIBLE TO SEE.
B) for new building please dimensions building footprint to issue building permits
C) for the new building please declare all entrances with keynote
D) for the new building please declare any roof overhangs with dashed lines
E) for the new building please declare any porches
F) please declare the square footage of the amount of worship area
G) I'll review above once darkened/distinct lines are provided

2. Per DS 2-02.2.1.12, regarding pedestrian/handicapped access:
A) Please show the locations of all accessible ramps - it appears to me that there is no ramp to get from the handicapped access aisle parking directly onto the sidewalk adjacent - accessing via the adjacent PAAL is not safe. (see comment D)
B) Declare sidewalk is in flush with crosswalk to building E or provide ramps.
C) Regardless of ramps, provide truncated domes on concrete where transitioning to crosswalk leading to building E. (ANSI 406.)
D) Please indicate whether the sidewalk area next to the parking spaces is in flush with the asphalt or ramps are needed

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (T07CM04673), Drainage Report (Grenier Engineering, Inc., 10DEC07 revised 18MAR08) and Geotechnical Evaluation (Western Technology Inc., 27JUL07 Addendum 25FEB08) for the above referenced property. Engineering Division does not recommend approval of the site plan or Drainage Report at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) Title 4 Chapter 30 R4-30-304.E.4: Revise the site plan to provide the expiration date along with the seal for the engineer of record. Per the referenced section; "All original documents should include a notation beneath the seal either written, typed, or electronically generated that provides the day, month, and year of expiration of current registration, as shown in Appendix B. (Effective 3/08/08)."

2) DS Sec.2-02.2.1.A.8: Revise the site plan to show wheel stop barrier (or provide the 2.5-foot clear dimension) for the parking spaces located along the existing 30-inch screen wall for the parking space along the west side of the property. The barriers are to be set at 15.5-feet to accommodate the required 2.5-foot overhang to prevent encroachment or damage to the existing 30-inch screen wall.

3) DS Sec.2-02.2.1.A.8: Revise the site plan to provide all dimensions for the existing back-up spurs with a minimum of 3 feet in depth, a 3-foot radius, and a 3 foot separation between curb and any proposed wall or unsurfaced areas. Refer to DS Sec.3-05.2.2.D for clarification. The grading plan and site plan do not match at this location. Verify that curbing along this section is existing to prevent vehicles from encroaching into unpaved areas of the development.

4) DS Sec.2-02.2.1.A.8: Verify the minimum 20-foot width dimension for the PAAL adjacent to the refuse container location. The minimum 20-foot wide PAAL must be measured from the curbing to the door of the refuse container when fully opened, as shown on the site plan. The minimum width is to allow maneuverability for refuse and fire vehicles. Refer to DS Sec.3-05 for minimum vehicular use area.

5) DS Sec.2-02.2.1.A.8: Revise the site plan to label and dimension the minimum 18-feet radii at all PAAL intersections that are being used as access for fire and refuse vehicles.

6) DS Sec.2-02.2.1.A.8: Clarify keynote #19 called out adjacent to the south of Building A. This keynote is a main entrance call out however at this location it points to a sewer line, clarify.

7) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required truncated domes at both transitions from pedestrian circulation to vehicular circulation for the pedestrian circulation path that connects building E to the other portions of the development. Revise plan view or provide a detail showing truncated domes on both sides of the fire access lane to meet the minimum ANSI Standards A117.1-2003 Section 406.13.

8) DS Sec.2-02.2.1.A.12: Revise the site plan and the pedestrian circulation path from the existing/proposed building to the required refuse container location to show that truncated domes are constructed at the transitions from pedestrian use to vehicular use. Specifically show truncated domes at the handicap access ramp located at the southwest corner of proposed building F and PAAL.

9) DS Sec.2-02.2.1.A.12: Revise the site plan to reference detail 4/2 for the 2-proposed/existing handicap access ramps located along the west side of the existing building. Verify that dimensions for the ramp meet the design requirements per ANSI Standards A117.1-2003 Section 406.13.

10) DS Sec.2-02.2.1.A.12: Revise the site plan to keynote and label all existing and proposed handicap access ramps in plan view. Provide keynote call outs for all handicap access ramps located within the proposed PAAL and for the ones along the entrance drives for Greasewood Road.

11) DS Sec.2-02.2.1.A.12: Revise detail 1/2 on the site plan to clearly label the required truncated domes at the transition from pedestrian use area to vehicular use area.

12) DS Sec.2-02.2.1.A.12: Revise the site plan to clearly label the location of detail 5/2 in plan view. Revise detail 5/2 to show the location of the truncated domes at the transition from vehicular use to pedestrian use area.

13) DS Sec.2-02.2.1.A.15: Revise the site plan to clearly label the 100-year floodplain limits and erosion hazard setback limits (hashed lines in plan view do not match the symbols within the legend on sheet 1). Provide the FEMA SFHA Zone AE designation, per Panel 04019C2210K, in plan view to show clearly show floodplain information.

14) DS Sec.2-02.2.1.A.15: It is acknowledge that a Floodplain Use Permit (FUP) was submitted with this site plan submittal for the proposed encroachment within the mapped erosion hazard setback area. The FUP can not be approved prior to site plan approval.

15) DS Sec.2-02.2.1.A.19: Revise the site plan to provide recordation information for Greasewood Road to verify the dimension for the existing right-of-way width adjacent to the northwest portion of the site. Revise the site plan to dimension the future sidewalk as the required 6-feet not the 4-feet as shown.

16) Revise keynote #28 to reference detail 7/2 for the fire access lane.

17) Be advised that further comments may be forth coming on resubmittal of the site plan.


DRAINAGE REPORT:

18) Clarify in the Drainage Report the location of the proposed channel. Verify if the drainage swale that is proposed is the same as the channel that is discussed within the report.

19) Revise drainage exhibit #5 within the Drainage Report to meet the following requirements:

a) Label and dimensions all sub watersheds DA-(A1-A7). Provide watershed boundaries with concentration points on the exhibit.
b) Verify that all tanks are labeled in plan view and correspond to water harvesting calculation tables (i.e TA-1). These minimum dimensions for volume calculations must also be shown on the grading plan for construction purposes.
c) Grading plan must clearly show locations of tanks and cisterns along with the minimum dimensions required within the drainage report to assure volume runoff storage.


GENERAL COMMENTS:

Please provide a revised site plan and Drainage Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the site plan review.
