(PRIOR REVIEW ) As these lots are to function as one site, please combine the lots and also record a lot combination covenant ensuring that they will remain functioning as one site. * Based upon the response received, it appears a lot combination will not be sought for compliance with the above comment. I acknowledge your response supplying a cross access easement for pedestrian and vehicular use. Per discussion with Glenn Moyer and prior advisement from the City Attorney's office, a lot combination covenant - attached - must be recorded. Please record the document, and return the plans with a copy of the recorded document and the recordation receipt. A note indicating the docket and page of recordation of the lot combination covenant should also be placed on the plans in the general notes. 2. Per response letter the revisions to the north parking area site plan are being submitted separately to resolve deficiencies. Submit the sheets for the parking area to the north under these activity numbers T07OT00863 and T04BU02354 for plan review of the proposed solutions to the north parking area, to be addressed with separate review of / violation notice. The following comments pertain to the proposed grading permit for the parking area south of the wash only. Engineering does not recommend approval at this time. Address the following comments. DRAINAGE REPORT/PLAN REVIEW COMMENTS: 1) DS Sec.10-01.2.3: Detention requirement for south parking area is dependent on the function of the north basin per the drainage report. Explain how this will be accomplished if the north parking area is separate from the south parking area. Show any water harvesting areas along north and east sides of south parking lot. If any detention volumes are proposed, explain detention contribution. 2) Show detail for thickened edge or reference to standard detail or provide curbing with openings for drainage along north and east boundaries of paved parking for the south parking lot. 3) DS Sec.11-01.4.1.C.3: On the Private Paving and Grading Improvement plan sheets, address the following comments: a) Provide total area of disturbance for south parking area on plan as it appears that the north parking area is included in this estimate. b) Label 25-ft (min) radii for curb returns along Elvira Road. 4) DS Sec.11-01.16.1: Due to continued stockpiling activity at the site since the geotechnical report dated from 2004, submit a soils /geotechnical recommendations for use of stockpile soils / earthwork of existing materials for south parking lot. 5) A SWPPP was provided for the project. The SWPPP does not meet the minimum requirements of the current AzPDES Construction General Permit (CGP). Revise the SWPPP to according to these comments: a) Specific interim erosion/sediment controls shall be called out on the SWPP exhibit. Initial control set up shall be called out on the plan. Clarify note on SWPPP sheet 3 to specify between the silt fence, straw bale, or filter soxx. b) Include removal of stockpiles in the grading construction sequencing on sheet 1. c) Show temporary controls along west boundary of disturbance prior to curb installation. d) Label the name of the "receiving waters" on vicinity map on other planview on SWPPP exhibit. e) On SWWP exhibit sheet 3, indicate construction entrances at south entrance areas or show traffic control for restricting access along other areas of the south boundary. f) Show limits, dimensions, and designated locations on the planview for stockpile area, concrete washout area, storage areas. These areas shall be located away from the water harvest areas, basins or washes. g) Fill in blank areas on SWPPP exhibit sheet 1. h) Provide Certification Statements with signatures for the operators for the SWPPP. At minimum, one operator, either the engineer of record or the project manager as listed on the bottom of the second page of the NOI shall sign one of the operator certifications. i) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction. j) Provide registrant seal with expiration date for SWPP exhibit per COT Stormwater Ordinance. k) Add a note to the SWPP plan cover sheet, stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: i) Arizona Department of Environmental Quality 1110 W. For resubmittal provide two copies of the revised site & grading plan sheets, copy of the soils report, a Floodplain Use Permit Application, ERR Report, and a response letter.
