This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of expansion only. This decision is based on the building expansion calculation provided. 2. Provide a copy of the last approved site or development plan for the entire site. 3. Zoning acknowledges receipt of a copy of the Covenant Regarding Development and Use of Real Property signed and notarized. This covenant needs to be recorded at the Pima County Recorders Office prior to approval of the site plan. Also prior to recording this document place the T07CM04528 number on the covenant as the Case No. 4. D.S. 2-02.2.1.A.2 Provide a property description (legal description) on the plan. 5. D.S. 2-02.2.1.A.6 Clearly show all existing buildings and label the heights. 6. D.S. 2-02.2.1.A.7 Provide a setback dimension from the proposed building to Anklam Road. This setback should be the height of the building forty-four (44) feet measured from the back of curb along Anklam Road. 7. D.S. 2-02.2.1.A.8 Per ICC/ANSI A117.1-2003 Sec. 502.5, show the 1:48 maximum slopes for the handicapped vehicle parking space and the access aisle on the handicapped parking space detail. 8. D.S. 2-02.2.1.A.8 On the "DISABLED PARKING SIGN AND POST DETAIL" revise the "$200 FINE" to read "$518 FINE". 9. D.S. 2-02.2.1.A.8 "TYP. PARKING AND STRIPING DETAILS (NEW PARKING)" it appears that the proposed disabled parking sign encroaches into the thirty (30) inch overhang area, relocate sign. Also provide a dimension for the location of the wheel stops. 10. D.S. 2-02.2.1.A.9 As it appears that some of the proposed Class 2 bicycle parking may be near a structure, per D.S. 2-09.5.1.B & D.S. 2-09 Figure 9 provide the minimum thirty-six (36) inch dimension between a perpendicular wall or other obstruction measured from the end of the bicycle rack on the Class 2 bicycle detail. 11. D.S. 2-02.2.1.A.12 Provide a detail that clarifies how the access ramp at the northeast corner of the building will work. Per ICC/ANSI A117.1-2003 Sec. 406.13 Detectable warnings (truncated domes) will be required at this curb access ramp. 12. D.S. 2-02.2.1.A.12 The cut through located within the landscape island, east end of the accessible parking spaces in the West Parking Lot, should be a sidewalk with detectable warnings at both ends. 13. D.S. 2-02.2.1.A.12 The striped area shown between the accessible parking spaces in the West Parking Lot appears to have a light pole located in the middle of the striped area. This light pole reduces the minimum width for this accessible route to less than four (4) feet. 14. D.S. 2-02.2.1.A.12 Provide the pedestrian circulation/accessible route required per D.S. 2-08.3.1 to the existing buildings on site. 15. D.S. 2-02.2.1.A.12 Provide the pedestrian circulation/accessible route required per D.S. 2-08.3.1 to the proposed refuse container. 16. D.S. 2-02.2.1.A.12 Extend the proposed crosswalk, shown crossing the parking area access lane (PAAL) located along the west side of the proposed building, across the drop off area to the sidewalk. 17. D.S. 2-02.2.1.A.12 Detectable warnings the full length of the drop off area where the asphalt is flush with the concrete. 18. D.S. 2-02.2.1.A.12 The proposed sidewalk located along the drop off area must be physically separated from the vehicle travel lane, see D.S. 2-08.4.1. 19. D.S. 2-02.2.1.A.12 Provide a clear height for the proposed canopy area located along the drop off area on the west side of the proposed building. 20. D.S. 2-02.2.1.A.19 Label Silverbell Road and St. Marys Road as MS&R. 21. D.S. 2-02.2.2.A.4 Zoning acknowledges that the required number of bicycle parking spaces is shown on the plan. Per LUC Section 3.3.3.5 the total number of bicycle parking spaces required is based on the total number of vehicle parking spaces provided. That said, it is not clear what the total number of vehicle parking spaces provided for each use is, please clarify. Also provide the total number of bicycle parking spaces provided. 22. D.S. 2-02.2.2.A.4 Zoning acknowledges that the required number of accessible vehicle parking spaces is provided. Per IBC Table 1106.1 this requirement is based on the total number of vehicle parking spaces provide and it appears that this calculation is based on the number of vehicle parking spaces required, please clarify. 23. Zoning acknowledges that there are parking area reconfigurations and a temporary parking area planned that may affect the required parking for the proposed building. It appears that the parking lot reconfiguration for the West Lot is to be done in conjunction with the proposed building. It is not clear when the proposed reconfiguration for the East Lot is planned and if this reconfiguration affects the required number of parking spaces for the proposed building. Also the proposed temporary parking lot must be permitted prior to approval of the of this site plan. 24. Ensure that all changes to the site plan are reflected on the landscape plan. 25. Revise the landscape plans to include the following standard notes for landscaping in the public right-of-way: All planting and irrigation that is proposed within the ROW must receive a permit prior to construction. Plans should be submitted to the City of Tucson Permits and Code section at 201 N. Stone, 4th floor. Once the permit has been approved, the applicant must call for a "Blue Stake " prior to the required pre-construction meeting with the City Landscape Architect, and prior to starting any work. It is the property owner's responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Land Use Code (LUC) section 3.7.2.9. Final plant locations must be in compliance with all utility setback requirements. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair. The property owner assumes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities within the public right-of-way. The only private irrigation equipment that is allowed within the ROW is polyethylene type tubing and emitters that are not under constant pressure. Engineering recommends approval of the site plan. Submit a grading plan package for a grading permit prior to construction activity; see comments below. GRADING PLAN PRELIMINARY COMMENTS: 1) DS Sec.2-05.2.4.D.1: Clarify extent of existing curbing along Anklam Road labeling type on grading plan. 2) DS Sec.3-01.10.Figure 6: From a driveway to local street a minimum of 18-ft curve radii is required. Dimension proposed radii on both the existing and proposed south entrances. 3) Clarify locations of ADA required truncated domes on grading plan sheet. 4) Tucson Code 26: Provide a SWPP for this project. The following are considerations when preparing the SWPPP: a) Assure that the new NOI form is is used as well as signed and completed, for your project per recent ADEQ update to the CGP. The updated NOI, NOT, and Waiver Certification forms can be found at the ADEQ website at: http://www.azdeq.gov/function/forms/appswater.html#cgp b) Signatures for the operators on Certification Statements must be on the site copy of the Stormwater Pollution Prevention Plan (SWPPP) at, or before, commencement of construction. At minimum, one operator, either the engineer of record or the project manager shall sign the certification and submit with the SWPPP for the grading plan package. c) State receiving waters in SWPP report. Also, show and label receiving waters on grading plan and/or a SWPPP exhibit. d) Emergency notification information should be provided for the SWPPP report and exhibit. For safety, efficiency, and convenience of operators, at minimum add note to the SWPP plan: The operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: Arizona Department of Environmental Quality, 1110 W. Washington, 5th floor (5515B-1), Phoenix, AZ 85007, Office: 602-771-4466; Fax 602-771-4505 e) Assure specific sediment and erosion controls are provided on the SWPPP exhibit. f) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction. 5) Address the following dimension and elevation comments: a) Clarify the low point near scupper in water harvest area. b) Provide invert elevations on both ends of the scupper. c) Provide dimensions for the water harvest area on the grading plan.
