The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. Please label lot dimensions and bearings per D.S. 2-02.2.1.5 3. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 4. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. A sidewalk or delineated path to the refuse enclosure. Revise as required. 5. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. Demonstrate maneuverability for the loading zone. 6. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the SP. 7. Sidewalks, curbs and wheelchair ramps are required where applicable per D.S. 3-01.3.0 and installed with "Detectable Warnings" per ADAAG. Call out all wheelchair ramps per the COT standard detail no. 8. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 9. Complete the Site Plan and Grading Plan number (TO7CM04415 and T07BU02444) respectively on each sheets per D.S. 2-02.2.1.29. 10. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The detail 7/2 does not match the plan view. Also provide an adequate number of dimensions in order to build and inspect the refuse enclosure. Revise as required. 11. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Please address. 12. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 13. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. 14. Add note: "Depress all landscaped areas 6" maximum for water harvesting". Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. The DR was reviewed for Site Plan purposes only. 3. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. 4. Include the geotechnical report with the re-submittal. 5. Add the project address and SP number to the cover sheet of the DR. 6. Speedway New Office Complex Commercial Site Plan, 1st Review TRANSMITTAL DATE: November 29, 2007 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS), American National Standards Institute (ANSI), and International Building Code 2006 (IBC), and content specified under DS 2-02. 2. Per DS 2-02.2.1.6, regarding the building: A) please clarify if the building height is from finished grade or finished floor. If from finished floor, please clarify the height difference from grade to floor. B) Please clarify if there are any roof overhangs and if so, show them please with a dashed line and provide vertical clearance. C) Please provide a dimension of the building footprint for records and inspections D) Please show all entrances to the building E) Please remove reference to a 1' minimum building setback in all the building setback notes, as the minimum would be 3' per building code. 3. Per DS 2-02.2.1.8, regarding the parking: A) please clarify the square footage of each floor of the building in the parking calculations to allow for the verification of sufficient parking - parking calculations will be checked on the resubmittal B) please provide a note that the handicapped parking sign is to have a note indicating a $518.00 fine for illegal parking and the sign is to be posted from the ground to the bottom of the sign at 7' height. C) Is the dashed line referring to covered parking? If so, provide a 1' setback from the PAAL to the roof and post of the parking cover & declare height. Note that there may be further comments and please consult building code for carport setbacks too. D) I further acknowledge the parking layout meets code 4. Per DS 2-02.2.1.9, regarding bike parking: A) the amount of bicycle parking will be checked on the resubmittal, when the parking calculation can be verified as well. B) Please provide a dimension that indicates the bicycle parking for class 2 is within 50' of the entry to the building, per DS 2-09.4.1. (call out entry too please) C) Please provide a bicycle parking calculation per the LUC 3.3.4 (percentage of required parking format, plus percentage needed of class1 and class2.) D) I acknowledge the bicycle details meet code, thank you. 5. Per DS 2-02.2.1.10, please provide the sight visibility triangles on the plan. 6. Per DS 2-02.2.1.11, regarding PAALs: A) Please provide a width on the entry drives B) Please provide a width on the drive near the building entry 7. Per DS 2-02.2.1.12, regarding pedestrian and handicapped access; A) per DS 2-08.4.1.A, a continuous pedestrian pathway must be provided to the building on the site from the streets on which the project fronts. Please provide a crosswalk in the pedestrian route that leads across the PAALs - where coming from all points from the Palo Verde and Speedway sides leading to the entry of the building. B) Per DS 2-08.4.1, please provide a notation and indicate how the sidewalks are separated (raised?) from the pavement. Note, if flush along the PAALs, bollards will have to be provided every 8' to ensure pedestrian safety from the vehicular use area. C) Per please declare the width of all sidewalks D) There appears there is going to be a problem connecting a pedestrian from Palo Verde to the building - the last jog that would connect by the loading zone is impeded by a tree. Please review and revise. 8. Per DS 2-02.2.1.13 - please declare any free-standing signage with specs 9. Per DS 2-02.2.1.14 - I acknowledge the loading zone as shown on this submittal meets LUC criteria. Just a suggestion, you may wish to provide a ramp to allow better access from the loading zone to the building - if the sidewalk is not flush with bollards. 10. Per DS 2-02.2.1.20, I see the easements depicted on page 4, thank you. Please show these easements on the site plan sheet 2 and indicate by note their recordation of abandonment (as it's not permitted to place a building over these easements). Please ensure all easements are depicted on the site plan drawing, with their purpose and recordation information. 11. Per DS 2-02.2.1.21, please call out the future curb location of Speedway. 12. Per DS 2-02.2.1.25, please call out any free-standing lighting with height specs. 13. Please note that further review comments may be forthcoming, depending upon the responses provided. On MS&R streets, the back of sidewalk is the standard location where the landscape border is measured per DS 2-07.3.4. Portions of the landscape border on Speedway Blvd. show the sidewalk included in the 10' landscape border measurement relocate as necessary. 2. Walls constructed in a single continuous line shall extend into a street landscape border no more than the actual width of the fence or wall. Where a fence or wall incorporates offsets or similar design features, a screen may extend a maximum of three (3) feet into the street. Move the screen wall to the back of 10' landscape buffers along Speedway Blvd. 3. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4. Additional tree(s) are required along Speedway Blvd. 4. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4. Indicate calculation of individual plant species for coverage per DS 2-07.2.2.2.g. Portions of Speedway Blvd. appear to have deficient coverage. 5. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I. Verify that the corner of Speedway and Polo Verde has proper screening and vegetative cover. 6. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape & grading plan. 7.
