This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of the park expansion only. 2. Please clarify if the park is for public use or St. Johns School use only. 3. It appears that some type of lot split or lot line realignment is proposed, please clarify what is planned. If a split or realignment is planned it must be processed through The City of Tucson Development Services Department (DSD) prior to approval of the site plan. 4. D.S. 2-02.2.1.A.5 Provide lot line bearings for all lot lines and lot arcs on the plan. 5. D.S. 2-02.2.1.A.7 Provide a setback from the proposed ramada to back of existing curb along 14th Avenue. 6. D.S. 2-02.2.1.A.8 Show the required off-street parking on the plan, including a fully dimensioned layout, parking space size and number, typical parking space details for handicapped and standard spaces and access thereto. If proposing to use existing school parking demonstrate on the plan that there is excess parking available for the park use. Provide a copy of the last approved site plan. 7. D.S. 2-02.2.1.A.9 Show the required off-street bicycle parking location on the plan. Provide a detail that includes the materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. 8. D.S. 2-02.2.1.A.10 Show the sight visibility triangles (SVT's) on the plan. 9. D.S. 2-02.2.1.A.11 Indicate on the plan the points of vehicle egress and ingress. 10. D.S. 2-02.2.1.A.12 Show how vehicles will have access to the required parking. 11. D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 Provide a pedestrian circulation/access route to all pedestrian circulation/access route in adjacent right-of-ways (ROWs). If there are no sidewalks within the adjacent ROW then the pedestrian circulation/access route shall run to the property line. 12. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards. 13. D.S. 2-02.2.1.A.18 Label 12th Avenue as a "MS&R ROUTE". 14. D.S. 2-02.2.1.A.19 Dimension the existing ROW for all adjacent streets. If applicable dimension the future ROW for 12th Avenue. 15. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. 16. D.S. 2-02.2.1.A.28 This property has split zoning, R1 & R2, review the zoning maps and correctly annotate the zoning on the site plan. This includes the zoning for the parcels to the north. 17. D.S. 2-02.2.1.A.31 Provide the existing and proposed use on the plan. The development designator shown on the plan is incorrect. Per LUC Sec. 2.3.4.2.E.1 and Sec. 2.3.5.2.E.1 the development designator for Neighborhood Recreation is "12" subject to Sec. 3.5.13.2 and Sec. 3.5.13.3. 18. D.S. 2-02.2.1.A.32 Show the refuse location on the plan. 19. D.S. 2-02.2.2.A.1 The minimum site area shown on the plan is incorrect. Per LUC Sec. 3.2.3.2.A development designator "12" the minimum site area is 20,000 square feet. 20. D.S. 2-02.2.2.A.3 The allowable floor area ratio (FAR) is not correct. Per LUC Sec. 3.2.3.2.A, Development Designator "12" the allowable FAR is 0.40. As no structure, the proposed ramada does not count toward the FAR, the proposed FAR would be 0.0. 21. D.S. 2-02.2.2.A.3 The allowable lot coverage is not correct. Per LUC Sec. 3.2.3.2.A, Development Designator "12" the allowable lot coverage is 60%. Per LUC Sec. 3.2.9.3.A.1 the proposed ramada does not count toward the lot coverage. 22. D.S. 2-02.2.2.A.4 Provide a required and provided vehicle and bicycle parking calculation on the plan. Include the required and provided handicapped accessible parking space calculation with the vehicle parking calculation. 23. The perimeter yard indicator shown on the plan is not correct. Per LUC Sec. 3.2.3.2.A, Development Designator "12" the perimeter yard indicator is "CC" 24. Under "DEVELOPMENT REGULATIONS", "Lighting" the reference to R1 is not correct, this should read R3. 25. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.8: Verify the required off-street parking on the plan, including a fully dimensioned layout and typical parking space details for handicapped and standard spaces. If proposing to use existing school parking demonstrate on the plan that there is excess parking available for the park use. Provide a copy of the last approved site plan. 2) DS Sec.2-02.2.1.A.10: Provide the far side sight visibility triangle on the site plan for the intersection of Calle Juliet and 12th Ave to verify that the proposed chain link fence does not obstruct motorist view. 3) DS Sec.2-02.2.1.A.12: Verify the required 6-foot wide sidewalk along the street frontage of 12th Avenue. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. If an existing sidewalk is already constructed along the frontage of 12th Ave provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required. A DSMR will be required for modifying the development standards to allow a sidewalk that does not meet the minimum 6-foot width requirements along 12th Ave. The DSMR must be approved prior to site plan approval. All exhibits and discussion must reflect any changes made by the approved DSMR. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval. 4) DS Sec.2-02.2.1.A.12: Verify the required 5-foot wide sidewalk along the street frontage of 14th Ave. All new development shall provide 5-foot wide sidewalks along the entire length of street frontage. Refer to DS Sec.3-01 for all curb and sidewalk requirements. If a sidewalk already exist along the frontage of 14th Ave provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 5-foot sidewalk will be required. 5) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required from the proposed development to the existing right-of-way located on 12th Ave. Label and dimension the pedestrian circulation path as minimum 4-foot wide. 6) DS Sec.2-02.2.1.A.12: Verify on the site plan that all existing and proposed pedestrian circulation paths meet the minimum design requirements (longitudinal slopes, cross slopes, handicap access ramps, etc.) per ANSI Standards A117.1-2003 Section 406.13. 7) DS Sec.2-02.2.1.A.19: Provide the recordation information for all existing public roadways that are shown on the site plan. Clearly label the existing right-of-way width for both 14th Ave and 12th Ave. 8) DS Sec.2-02.2.1.A.19: Provide the future right-of-way dimension for 12th Ave per the Major Streets and Routes Map (MS&R). If the existing right-of-way is the same as the future label as such. Label 12th Ave as an MS&R Route on the site plan. 9) DS Sec.2-02.2.1.A.32: Provide a letter or email from Andy Vera, City of Tucson Environmental Services, to verify if a standard refuse container is needed. Provide a note on the site plan stating; who, how and the frequency of the proposed trash receptacle pick up.
