| 03/13/2008 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: March 17, 2008 SUBJECT: 1634 N Beverly Avenue Site Plan- 2nd Engineering Review TO: Kristin Diaz LOCATION: T14S R14E Sec02 Ward 6 REVIEWERS: Jason Green, CFM ACTIVITY: T07CM04363 (Site Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (T07CM04539) and last submitted Drainage Statement (Arizona Engineering Designs, 07NOV07) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.8: Revise the site plan and/or details 1/4, 4/4, 10/4 and 12/4 to show the required 2.5 foot overhang at all wheel stop barrier and extruded curb locations to prevent encroachment or damage to the proposed landscape area, screen walls and/or the required clear pedestrian circulation. 2) D.S. 2-02.2.1.A.10: Revise the keynote call out for the far side sight visibility triangle to correctly point to the intended use. Per plan view keynote #10 points to the proposed sidewalk location, revise. 3) DS Sec2-02.2.1.A.12: Revise the site plan and keynote call out #25 to reference the Type of curb being proposed along the street frontage. The keynote references Standard Detail #209, but it needs to also reference Type 1 or 2 curbing, revise. 4) DS Sec.2-02.2.1.A.12: Revise the site plan and the required pedestrian access into the proposed refuse container. Per the detail and plan view the pedestrian access gate is located on the wrong side of the container for safe access. Revise the detail to show the 4-foot gate access on the pedestrian sidewalk side of the building. 5) DS Sec.2-02.2.1.A.12: Revise the site plan to show that all proposed handicap access ramps meet the design requirements per ANSI Standards A117.1-2003 Section 406.13. Revise plan view and details 8/4 and 10/4 to correctly show the truncated domes at the transition from pedestrian circulation to vehicular circulation. Revise the details to also clearly indicate the maximum slope requirements. Refer to redlines for further clarity. 6) DS Sec.2-02.2.1.A.12: Revise the site plan and the location of the existing mailbox at the northwest corner of the property. Per Standard Detail #102 and DS Sec.2-08 a minimum 5-foot sidewalk width is required for the pedestrian circulation. The site plan as is shows the existing mailbox encroaching into the required clear sidewalk area, revise. 7) DS Sec.2-02.2.1.A.12: Revise the site plan to verify the required 3-foot clear width for the pedestrian circulation path adjacent to the existing water heaters along the north side of the building. The required 3-foot width is needed to meet ANSI and Fire code requirements. 8) DS Sec.2-02.2.1.A.16: Clarify in plan view and with a detail the area north of the existing buildings. Per the Drainage Statement this area is acting as a drainage swale to convey water from east to west. Provide the location, with dimensions and setbacks for all drainage improvements that meet the requirements within the proposed Drainage Statement. 9) DS Sec.2-02.2.1.A.16: Revise cross section 12/4 to label the 10-foot landscape area as to be used for stormwater harvesting and to refer to the required General Note on Sheet 1. Provide a note on Sheet 1 to state "All landscaping to be depressed maximum 6-inches for stormwater harvesting. Refer to the Water Harvesting Guidance Manual dated October 25 for further recommendations for stormwater harvesting." 10) DS Sec.2-02.2.1.A.16: Revise cross section 12/4 to include all improvements within the intended section. Specifically provide the location of the screen wall with the 2-foot setback dimension from property line, the extruded curb location, dimension from screen wall to refuse container, etc. 11) DS Sec.2-02.2.1.A.16: Revise the site plan to provide a more accurate detail for the proposed 6-foot high screen wall at the location of the 4-foot depressed curb inlet to allow stormwater to drain into the front landscape area to minimize offsite impacts due to the developed discharge values. The detail must show how the 4-foot depressed curb is to be constructed and how the wall crosses this area with out compromising the required opening. The details must reflect the revised Drainage Statement in dimensions and locations. Revise keynote #26 to clarify the reference to Standard Detail #213. This detail is for a concrete header and not a depressed curb, clarify. 12) DS Sec.2-02.2.1.A.27: Revise the site plan to provide the linear foot dimensions for the proposed 72-inch and 30-inch screen walls, keynotes 20 and 24 respectively. Provide the dimension in plan view to verify the extent of the walls specifically at the 4-foot depressed curb location. 13) DS Sec.2-02.2.1.A.27: Revise the legend on Sheet 1 to include the symbol that is used to represent the existing chain link fence. 14) DS Sec.2-02.2.1.A.32: Revise the site plan and detail 7/4 to correctly show the pedestrian access gate for the refuse container. Provide additional spot elevations for the refuse pad to verify that stormwater does not pond or receive flow from the onsite vehicular use area. 15) DS Sec.2-02.2.1.A.32: Revise the maneuverability for refuse vehicle that is shown in plan view so that the refuse vehicle has the required 14-foot x 40-foot clear approach and the required 40-foot back-up distance without having to back-up into the proposed loading zone. Refer to DS Sec.6-01 or contact Andy Vera, Environmental Services Department for further clarity, Andy.Vera@tucsonaz.gov or (520)-791-5543 x1212. 16) DS Sec.11-01.9: Revise the site plan and details to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, drainage swale, block wall and any associated erosion protection. Plan view on the site plan does not clearly show that the limits of grading therefore encroachment within the required 2-feet setback for the drainage swale along the north property line could not be verified. The plan must also clarify if the screen wall along the west property line encroaches into the required 2-foot setback. Provide sufficient room to allow for the 2-feet setback from property lines to the screen wall and drainage swale. Provide a cross section for all property boundaries that show the 2-foot setback for all structures from the property line. 17) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications: a) http://www.tucsonaz.gov/dsd/Forms_Fees___Maps/Applications/applications.html / b) http://www.dot.ci.tucson.az.us/engineering/pia.php c) Or contact Thad Harvison at 837-6592 for all additional questions regarding r-o-w. 18) Be advised that further comments may be forth coming on resubmittal of the site plan. A quality control check is highly recommended prior to resubmittal to verify that all symbols are denoted in the legend and that all keynote call outs point to their intended use. DRAINAGE STATEMENT: 19) DS Sec.10-02.2.3.1.3.B: Revise the proposed condition drainage exhibit within the report to reflect the proposed site plan. The exhibits submitted within the report do not reflect the revised drainage patterns for the onsite stormwater runoff. Verify that the exhibits and details proposed within the drainage statement are reflected on the proposed site plan. Submit any additional calculations for all proposed drainage structures (i.e. 4-foot depressed curb with wall opening). 20) Revise all discussion within the report to accurately show that stormwater runoff for all onsite drainage is proposed to be routed into the required 10-foot landscaping area prior to leaving the site. 21) DS Sec.10-02.2.3.2.D: Provide calculations with construction details for the proposed 4-foot depressed curb and 6-foot screen wall. Per the proposed site plan the stormwater runoff is to flow through a 4-foot depressed curb under a proposed 6-foot high screen wall. Verify with calculations that the 4-foot opening is large enough to accommodate flow without causing 1-foot of ponding within the parking lot area. GENERAL COMMENTS: Please provide a revised site plan and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package. Further comments may be generated upon resubmittal of the site plan and Drainage Statement review. If you have any questions or to schedule an appointment I can be reached at 837-4929. | 03/17/2008 | TERRY STEVENS | ZONING | REVIEW | Denied | TO: Development Services Department Plans Coordination Office FROM: Terry Stevens Lead Planner PROJECT: T07CM04363 1634 N. Beverly Ave. Site Plan TRANSMITTAL: 03/18/2008 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02..2.1.12 Clearly indicate the width of all sidewalks. Minimum width is four (4) feet. The sidewalk along the north side of the north building will be limited to less than the minimum 4' requirement because of the existing water heaters. A redesign of the sidewalk will be required or a DSMR can be applied for to reduce the sidewalk width to 3'. If the DSMR is applied for and approved, provide on the site plan the DSMR case #, date of approval, what the DSMR is for, and any conditions of approval. Truncated domes are required on the sidewalk the full width of the landing in front of the access aisle.. Minimum depth of 24" is required. Indicate on the site plan and detail 8 of 4. 2. The six parking spaces located along the south property line (near the loading zone) are required to have wheel stops to prevent overhanging the south property line or damaging the existing fence. Moving the new curbing 2'-6" to the north of the south property line would accomplish the same thing. If wheel stops are provided along the south property line remove note from detail 8 of 4 stating "curb stops to be install along building only." 4. Some of the keynotes are indicated incorrectly. Check all keynotes for accuracy. 5. Provide maneuverability in and out of the trash enclosure area. As indicated it does not appear to be correct. See engineering comments. 6. The indicated location of the postal service mailbox (keynote #17) appears to block the pedestrian circulation path. Relocate. 7. Depending upon changes to this plan and responses to the above comments, additional comments may be forth coming. If you have any questions about this transmittal, please call Terry Stevens, (520) 837-4961 TLS C:\zoning\siteplan\DSC\T07CM04363-2.doc |

| 03/19/2008 | PETER MCLAUGHLIN | LANDSCAPE | REVIEW | Denied | 1. Dimension the minimum width and label the square footage measured from the inside of both types of tree planters in the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. LUC 3.7.2.3.A.1.c, DS 2-07.2.2.A.2.e 2. Add a statement to landscape general note 16 that the decomposed granite shall also be placed in the adjacent right of way between the property line and the sidewalk and between the sidewalk and the curb location, as required. If no curb or sidewalk currently exist state that the d.g. will be installed out to the edge of street pavement on Beverly Avenue. 3. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. If the total length of stree landscape border adjacent to Beverly Avenue is 73 feet as indicated it will require a total of 3 canopy trees. Revise Landscape Plan and calculation accordingly. LUC 3.7.2.4 4. Within vehicular use areas, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. Revise parking lot tree location and provide a calculation of parking lot canopy trees as required. 5. Indicate the methods by which water harvesting or storm water runoff is used to benefit planting areas on the site. LUC 3.7.4.3.B 6. The minimum required text size is 12 point (0.12"). Revise all lettering and dimensions that does not meet this minimum archiving standard, including the location map and other labels within the landscape plan drawing. 7. Prunus blireiana (purple leaf plum), which is labeled as T-2 on the landscape plan, is not on the approved low water use/drought tolerant plant list. Revise the plan to indicate a different canopy tree to be proposed in these two locations. 8. A 10-foot interior landscape border and a five-foot high screen is required along the south property line adjacent to R-3 zoning per LUC Table 3.7.2-I. Revise the landscape plan and provide calculations for the required landscape border canopy trees. One canopy tree must be provided for every thirty-three (33) linear feet of the interior landscape borders. If this can not be achieved than an equivalent number of trees must be planted elsewhere on the site between the building(s) and the property lines, trees must be evenly distributed over the site. In areas where a required landscape border falls within the vehicular use area, up to 50% of the canopy trees may be counted towards both the minimum parking lot canopy tree requirement and the landscape border canopy tree requirement per LUC 3.7.2.3.b 9. Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required for Grading Information. Revise landscape plan to include required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/ storm runoff is used to benefit planting areas on the site.
