Wetmore, Tucson Mall, 1st Review of Building Plans TRANSMITTAL DATE: February 11, 2008 COMMENTS: Please resubmit revised drawings along with a response letter, which states how all Zoning Review Section comments regarding the Land Use Code (LUC) and Development Standards (DS) were addressed. Zoning Review staff examined the building plans for the Cheesecake Factory, 60 W. Wetmore, in comparison with the approved Development Plan for the Tucson Mall Expansion, D07-0033. 1. The Development Plan indicates the building is to be a maximum of 11,000 square feet. The building plans include a total of 11,441 square feet -including an outdoor patio. The Development Plan does not indicate an outdoor patio - for dining or other purpose - on any restaurant establishment. The Development Plan needs a revision to clearly keynote any outdoor patio use area, and annexation conditions will have to be checked to ensure any conditions related to the proposed outdoor dining area are met. OR remove the outdoor patio from the building plans. 2. The Dev. Plan shows an electrical easement where the restaurant building is proposed. The easement notation indicates future abandonment. Provide a copy of the abandoned easement documentation with recorded docket and page receipt. In addition, note the Docket and Page of abandonment on the building plans. The same note is needed in a revision to the Development Plan. 3. It was also noted that the four sided elevations and color palette of the building have not been submitted to the Department of Urban Planning and Design (DUPD). DUPD must approve the elevation drawings included in the building plan prior to Development Services approval of the building plans. 4. Please note, the revisions to the development plan are required prior to staff approval of the building plans and subsequent issuance of the building permits. Separate grading permit has been reviewed and approved under T07BU02606. Engineering approval for the building plan set for the New Restaurant Construction T07CM04291 is recommended. PERMIT CONDITIONS: The following 13 conditions apply to the permit T07CM04291 and any associated grading plan sheets: 1) Copies of the approved plans and permits shall be kept at the site at all times, until final approval. 2) There shall be no disturbance, stockpiling, vehicle/material storage, or other construction activities outside of the disturbance limits. Offsite disposal locations for over-excavated soils and other deleterious materials shall be placed only at approved sites. 3) Call for Pre-construction meeting and inspections. For a DSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 4) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. 5) The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval or release of reseed bond shall not be given until all work, including all permanent erosion control measures have been completed in accordance with the approved grading plan and associated permits, and all conditions of permits are completed. Any revegetated areas shall require Landscaping approval of established vegetation prior to reseed bond release. 6) Revisions to the design may be required prior to any revised construction activity, to determine whether additional details, calculations, drainage report, or a revised grading plan is needed, or, whether changes may be provided on as-builts. All work completed without approval is subject to Stop Work Order. 7) For any grading plan revision, assure that the sidewalk dimensions, flow arrows, ADA detectable warning locations, and proposed pavement and sidewalk spot elevations are provided. Assure sufficient proposed spot elevations are provided to clarify grades adjacent to handicap-accessible areas, specifically, at pavement and sidewalk adjacent to parking access aisles. Handicap stalls shall have max 2% cross slopes. 8) A construction access plan may be required to be submitted to the City of Tucson for review and approval. 9) As-builts and letters of certification from Engineer of Record for project substantial completion are required and shall be submitted prior to final DSD Engineering inspection. 10) Contact Permits and Codes (837-6606) for any questions regarding City of Tucson right-of-way permit requirements. 11) See the associated Stormwater Pollution Prevention Plan. Interim erosion and sediment controls shall be maintained through out the life of the project per approved plans and SWPPP at disturbance limits. Designated concrete washout locations shall not be located in the landscape or water harvest areas. Temporary erosion control devices shall be placed and maintained at locations where stormwater runoff exits disturbance limits, or stormwater system entrances, to prevent debris, construction silt, and/or chemicals from entering any drainage ways that eventually discharge into the receiving waters. 12) The operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: Arizona Department of Environmental Quality, 1110 W.
