This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site due to an expansion greater than twenty-five (25) percent. This plan has been reviewed as a COMMERCIAL SERVICES USE GROUP, Automotive - Service and Repair, Major. 2. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES CRITERIA: SEC. 2.8.3 MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE". 3. D.S. 2-02.2.1.A.2 Provide a property description (legal description) on the plan. 4. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, section corners and scale. 5. D.S. 2-02.2.1.A.5 Provide lot line bearings on the plan. 6. D.S. 2-02.2.1.A.6 For all existing and proposed buildings provide size (overall dimensions), height, overhangs, canopies and use on the plan. 7. D.S. 2-02.2.1.A.7 Provide zoning setbacks from the proposed addition to the existing/future curb located along Grant Road. 8. D.S. 2-02.2.1.A.8 Provide a fully dimensioned parking layout. 9. D.S. 2-02.2.1.A.8 Provide typical parking space details for both handicapped and standard spaces. 10. D.S. 2-02.2.1.A.8 The handicapped sign detail mounting height does not meet the minimum mounting height of 7'-0" from the bottom of the main sign to finished grade. 11. D.S. 2-02.2.1.A.9 Provide a detail for off-street bicycle parking; including materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. Review the requirements of the revised D.S. 2-09. 12. D.S. 2-02.2.1.A.9 Show the location of the required bicycle parking on the site plan. 13. D.S. 2-02.2.1.A.10 Provide existing and future, if applicable, sight visibility triangles (SVT's) on the plan. 14. D.S. 2-02.2.1.A.11 Provide dimension for the entrance/exits off of Grant Road. 15. D.S. 2-02.2.1.A.12 Provide a dimension for the existing gates shown on the plan. As this gate provides access to required parking, the minimum width allowed is twenty-four (24) feet. 16. D.S. 2-02.2.1.A.12 Identify the accessible entrance into the building. Per D.S. 2-08.3.1 a pedestrian circulation/access route is required from the pedestrian circulation/access route located along Grant Road to the building and an accessible route is required from the accessible entrance to the accessible vehicle parking space. 17. D.S. 2-02.2.1.A.12 Per D.S. 2-08.4.1.B and D.S. 3-05.2.21.B.1 a five (5) foot pedestrian refuge area and a sidewalk is required between a parking area access lane (PAAL) and a building. This said a sidewalk is required along the entire east and north side of the building. 18. D.S. 2-02.2.1.A.12 Clearly delineate the PAAL along the east side of the building. Once delineated zoning can determine if what appears to be an accessible ramp, located along the east end of the building, will work as shown. 19. D.S. 2-02.2.1.A.12 Based on the provided site plan it appears that there are areas which are not paved. Per D.S. 3-05.2.3.C some type of barrier is required to prevent vehicles from driving onto unimproved areas of the site. The areas in question are located northeast corner, northwest corner and the southeast corner. Clarify how vehicles will be prevented from accessing these areas. 20. D.S. 2-02.2.1.A.12 Provide a crosswalk from the accessible vehicle parking access aisle to the curb access ramp. 21. D.S. 2-02.2.1.A.12 Detectable warnings (truncated domes) will be required at all curb access ramps. ICC/ANSI A117.1-2003 Sec. 406.13. 22. D.S. 2-02.2.1.A.13 Zoning acknowledges that a "EXISTING SIGN STANDARD" is shown on the plan. Provide the type, size and height of the existing sign. 23. D.S. 2-02.2.1.A.14 Show the required 12 x 35 foot loading space and maneuvering area on the site plan. 24. D.S. 2-02.2.1.A.18 Label Grant Road as MS&R ROUTE. 25. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. 26. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting. 27. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. The most recent aerial photo of the building does not match what is depicted on the site plan. Please modify site plan to represent actual footprint of building and/or clarify. 3. DS Sec.2-02.2.1.A.12: Indicate on the site plan that all handicap access ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. 4. Provide property description per D.S. 2-02.2.1.2. 5. Per D.S. 2-02.2.1.4: Location map should cover approximately one (1) square mile, be drawn at a minimum scale of 3" =1 mile, and provide the following information a. Show the subject property approximately centered within the one (1) square mile area b. Identify conditions within the square mile, such as major streets and watercourses c. Section, township, range; section corners; north arrow and scale labeled. 6. Provide lot bearings per D.S. 2-02.2.1.5 7. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6. Per aerial photo one (1) orange and one (1) white structure appear to be located within the northwest corner of parcel. Clarify what these are and provide supporting documentation that they are able to be located on the property. 8. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 9. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. 10. DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Depict and label 25-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along Fort Lowell Road. The curbs should be constructed at the edge of pavement and entirely on the subject property, which must also be depicted on the site plan. 11. Per City of Tucson, Transportation Access Management Guidelines, Guideline 5.4.1 states entrance and exit drives crossing arterial and collectors are limited to two per three hundred feet of frontage along any major roadway. The nearest pavement edges spaced at least eighty feet apart. Guideline 5.4.1 states a minimum of one hundred and fifty feet, measured at curbline, shall separate the nearest pavement edge of any entrance or exit driveway and the curbline to any signalized intersection with arterial and collector roadways. DS Sec.2-02.2.1.A.11: Revise the site plan to show the minimum 20-foot separation that is required between adjacent driveways. Show and label the existing driveways adjacent to the site and verify the 12-foot minimum width. Refer to Tucson Code (TC) Chapter 25-39 for curb cut and driveway requirements. 13. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. 14. Sidewalks are to be provided adjacent and parallel to any PAAL on the side where building is located per D.S. 2.08.4.1.B. 15. Sidewalks must connect all areas of the development and must also connect to the pedestrian circulation path located in any adjacent street per D.S. 2.08.4.1.C. 16. DS Sec.2-02.2.1.A.12: Revise the site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Grant Road. Revise dimensions on site plan to show the 6-foot width. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. 17. If loading space is required fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. 18. Provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. 19. List estimated cut & fill quantities per D.S. 2-02.2.1.17. It appears that cut and fill will not be occurring for the proposed patio. However, as part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If not cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice. 20. DS Sec.2.02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof down spout locations proposed buildings at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 21. DS Sec.2-02.2.1.A.18: Revise the site plan to call out Grant Road as a Major Streets and Routes (MS&R). Provide a note stating that the site plan is in conformance with the MS&R overlay zone criteria. 22. Show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Plan ROW appears to be 60' - Plan ROW should indicating ½ ROW @ 60'. Label dimensioned ROW as ½ ROW. If the distance is for both existing and future please indicate on site plan. 23. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for Mountain Ave and Grant Road. 24. DS Sec.2-02.2.1.A.19: Label the 9-foot future sidewalk and curb area on the site plan to verify that all improvements are located outside of the future ROW. 25. Verify that easement of record have been graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. 26. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 27. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Provide contour interval on plan. 28. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27. 29. Show Building Plan and Site plan Development plan activity number on each sheet in the lower right hand corner of all sheets per D.S. 2-02.2.1.29. 30. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. 31. DS Sec.2-02.2.1.A.32: a detail with dimensions for refuse container on the site plan, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel bollards that are required between the container and the enclosure's rear and sidewalk. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. For curbside pickup a letter of approval will be required from COT Environmental Services and a Development Standard Modification Request (DSMR) may be required prior to site plan approval. Detail was not provided in 2nd submittal please provide for review. 32. DS Sec.2-02.2.1.A.32: Label and show the maneuverability for refuse vehicles in plan view at the proposed refuse container location. Allow for 14' X 40' clear approach, show access dimensioning to proposed trash enclosure. 33. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 34.
