Stone Avenue Full Code Compliance, conversion of residence to auto sales Commercial site plan, 1st review TRANSMITTAL DATE: February 22, 2008 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS), American National Standards Institute (ANSI), Tucson City Code 20-222, and International Building Code 2006 (IBC). Specifically, this plan was reviewed for compliance of site plan content specified in DS 2-02. 2. This project is the conversion of a single family residence to an auto sales lot. The auto sales activity is currently occurring on the site. This project is subject to full code compliance. 3. Per DS 2-02.2.1.4, on the location map, please add/change the following; A) increase all type size to 12 point for microfilming B) show adjacent township/range/section numbers C) show major streets within a mile, such as Glenn, Oracle, 1st 4. Per DS 2-02.2.1.6, regarding buildings: A) please call out any buildings that have been demolished using a dashed line and listing the demolition permit number (records indicate two houses were to be removed in 2007) B) clarify where the door openings are for the sales buildings C) clarify if there are any garage door entries D) clarify what the vertical clearance is for the porch on the building E) clarify what the height of the building is, for the sales building F) clarify what type of roof is provided - flat w/ parapet or ridge G) list provided setback of sales office from back of future curb location H) dimension building footprint of sales office I) is the landing to the south side of the building covered with a roof? 5. Per DS 2-02.2.1.7, for records, please list the required minimum building setbacks per the LUC for an automotive sales use against an abutting C-2 zone, R-2 zone and from back of future curb. 6. Per DS 2-02.2.1.8. regarding parking: A) per zoning administrator, parking for the auto sales can be based upon the GFA of the auto sales, office and cashier areas at a ratio of 1:250 GFA, PLUS 1 parking space for every 10,000 square feet of lot area. Please provide the above as a note on the plan in the parking calculation. B) The parking notes indicate 9 spaces are provided, I'm sorry I only see 8 provided. C) Please mark the space that will be a handicapped space (could be on either side of the access aisle provided) with the international HC symbol D) The HC space must also have a sign that is posted in front of the space - and this space will also be handicapped accessible. Please provide a detail of the sign, noting that illegal parking is a $518.00 fine. E) Please call out any other areas that are not required parking spaces, but are used for display, as "Display Area" and ensure that it is noted the area is asphalt. 7. Per DS 2-02.2.1.8, regarding bike parking: A) Please provide a bicycle parking calculation -i.e 4% of provided number of vehicle spaces is minimum ratio B) Please provide a bicycle parking class 1 detail drawing C) Ensure bike parking is within 50' from entry of building D) Ensure bike parking does not impede pedestrian route or interferes with parking 8. Per DS 2-02.2.1.10, please label sight visibility triangles. 9. Per DS 2-02.2.1.11, please clearly label areas for vehicle display versus vehicle travel area with appropriate PAAL width. Label all areas where asphalt is to be provided. 10. Per DS 2-02.2.1.12, regarding handicapped/pedestrian circulation: A) provide a 4' wide pedestrian entry/exit gate - per DS 2-08 walkways unimpeded at 4' width minimum B) the sidewalk at the north side of the site is impeded in width by the electric and phone pedestal positioned in the middle of the walk way, please revise. C) provide a pedestrian/accessible route to the dumpster. D) Call out how sidewalks are separated from the vehicle use area - by being physically raised? E) Call out any handicapped ramps, their slopes, handrails as applicable per ANSI F) Call out any truncated domes - where transitioning from pedestrian to vehicular use area 11. Per DS 2-02.2.1.13, please call out any free-standing signage or lighting and their vertical clearances and base pole widths. 12. Per DS 2-02.2.1.20., please provide recordation information for all easements 13. Per DS 2-02.2.1.32, please see Engineering comments related to location of the dumpster. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. 3. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4 4. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g. 5. A 10' interior landscape border is required along site boundaries of the adjacent residential properties per LUC Table 3.7.2-I 6. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4. 7. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I 8. A 5' wall is required to screen residential properties from vehicle use area per LUC Table 3.7.2-I. 9. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1. 10. Planting Plan. The planting plan and layout calculations will include the following information: § The location of individual plants one (1) gallon or larger in size and areas to be seeded, turfed, or planted from flats. § Sizes of plants indicated in boxes, gallon cans § Ultimate size of plants indicated by the spread of canopy, circumference of shrubs, or spread of ground cover. § Both the proper and common name of each type of plant material. § Location, size, and name of existing vegetation to remain in place. § Material and areas of inert ground cover. 11. Submit Application for Exception; include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. 12. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 13.
