RESUBMITTAL REQUIRED: Site Plan

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the Site Plan.
2. DS 2-02.2.1.4: Revise location map to be at a scale of 3" = 1 mile. Show the subject property approximately centered within a one (1) square mile area. Provide section, township and range; sections corners.
3. Lot dimensions acknowledged - provide bearings and indicate basis of bearings per D.S. 2-02.2.1.5
4. Label all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6. Indicate height of buildings and clarify if existing building is being demolished. If so, demo plan and permit will be required. If demo permit has already been issued provide permit number.
5. Provide existing sight visibility triangle per D.S. 2-02.2.1.10. SVT acknowledged along Alvord Road - provide SVT along Jeanette Blvd.
6. DS Sec.2-02.2.1.A.11: Show all points of egress and ingress including locations and width of driveways. Revise the site plan to show that the minimum 20 ' distance from a curb line or a cross street at a street intersection has been met. In addition, show 12-foot separation that is required between adjacent driveways. Show and label the existing and proposed driveways and include driveways adjacent to the site and verify the 12-foot minimum width. Refer to Tucson Code (TC) Chapter 25-39 for curb cut and driveway requirements.
7. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for Alvord Road and Jeanette Blvd. Also indicate that road is public.
8. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. Verify that all easements have been identified on site plan along with required information.
9. For clarity label dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
10. D.S. Sec.2-02.2.1.16: Provide drainage patterns.
11. D.S. Sec.2-02.2.1.17: It appears that cut and fill will not be occurring for the proposed patio. However, as part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If not cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice.
12. D.S. Sec.2-02.2.1.23: Provide existing and proposed topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number.
13. D.S. Sec.2-02.2.1.27: Verify that all fences, walls, or vegetation for screening and sight visibility are shown by type, material, height, location and spacing.
14. D.S. 2-02.2.1.29: Show Building Plan number T07CM04111 on all sheets in the lower right corner of plan sheets.
15. DS Sec.2-05.1.4.H.2: Review and approval from TDOT Permits and Codes for all proposed improvements including sidewalk within the public right of way will be required. A right-of-way use permit application will be required prior to construction. Contact Thad Harvison at 791-5100 for all right-of-way requirements and permit applications.
16. Clarify if parking area is paved.

Comments:

1. Zoning has reviewed the site plan for the proposed duplex development permit but cannot approve the plan at this time until the following zoning comments are addressed and revisions made to the plan as required.

It does not appear that curbs have been constructed along either Alvord Rd. or Jeanette Blvd. Unless the developer will be constructing the sidewalks as shown on the plan, please remove from the drawing.

It appears that both roadways are paved with strip paving only and without curbs or sidewalks. Please annotate and dimension the streets and rights of way correctly. Review the Transportation engineering paving plans for information on both roadways.

2. There appears to be ample room to redesign the parking area so as not to encourage backing out onto the street. Please see redline for options.

3. The room designated as den or office in the second unit is considered a bedroom based on the definition of bedroom. Having said this the parking requirement would be for 4.5 parking spaces which is rounded up to five.

When five parking spaces are required the vehicular use area must be paved striped and must comply with development standards 3-05. Landscaping and screening is also required along the street frontage.

4. If the den/office area is to be considered anything other than a bedroom the closet should be removed and the wall adjoining the living room should be at least 50% open from floor to ceiling. The room should also be renamed to dining room.

5. Address all engineering comments and revise the plans as required.

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:
The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2006 International Residential Code, 2006 International Energy Conservation Code, and Arizona State amendments to the 2006 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:
All corrections and revisions shall be made on original tracings or a finished reproducible set. Return two sets along with a set of the first submission for reference. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

The City of Tucson adopted the 2006 IRC with amendments on 6/12/2007 and the 2006 UPC with amendments on 7/10/2007. All plans should reference these codes. Adopted amendments are found at: http://www.tucsonaz.gov/dsd/Codes___Ordinances/Building_Codes/building_codes.html


STRUCTURAL PLANS:

1. All exterior wall lines shall be braced and parallel interior wall lines shall be braced at intervals not exceeding 35' from exterior wall lines, R602.10.1.1. Show interior braced panels on Floor Plan, A-1.

SECTIONS - DETAILS:

1. Show compliance with R302.1 for one-hour rated separation by providing 5/8" gypsum board at Section Detail B/S-1, materials prescribed in IBC Table 720.1(2), Items 15-1.1 to 15-1.16
2. Show anchor bolts (Section B-B/S-3) with 7" embedment, R403.1.6.
3. Show the ceiling gypsum board (Section A-A/S-3) as either 5/8" or ½" sag resistant when applied to 24" o/c ceiling framing, IRC table R702.3.5 footnote d.
4. Show fiber-cement board or glass mat gypsum backers for tiled walls in tub and shower areas, R702.4.2.
5. Clarify the area calculation showing a 12" x 8" roof vent, although the South Elevation shows three 4" x 12" typical vents, R806.2.
6. Show a minimum 1" ventilation clearance between ceiling insulation and roof sheathing if insulation is attached to truss bottom cords and eave venting is used, R806.3. This may be accomplished w/ baffles.

PLUMBING PLANS:

1. The plans should reference a consistent code, UPC or IRC.
2. Provide a fixture schedule using current fixture unit values, UPC Tables 6-5 & 7-3.
3. Provide water pressure range and the maximum developed length of water line and diameter from the meter, UPC 610.8, Table 6-6.

MECHANICAL PLANS:

1. Show supply and return ducts with minimum R-8 insulation (includes vented attics) except when completely located inside the thermal envelope, R1103.2.1. Show R-4.2 insulation when ducts are located in an unconditioned space (chase) inside the thermal envelope, IECC 503.2.7 (City of Tucson Amended).
2. Show a means of make-up air at the laundry closet (louvered door, vent, etc.) M1307.

ELECTRICAL PLANS:

1. Revise Note #5 showing wattage and type consistent with the Outdoor Lighting Calculation, E3301.
2. Show the sub-panel bus rating compatible with the load calculation, E3605.
3. Provide an exterior outlet at grade level located at both the front and back of the dwelling, E3801.7.
4. Note that an arc-fault circuit interrupter shall protect bedroom outlets including receptacles, lights and smoke detectors, E3802.12.
