Tanque Verde Road T07CM04045 Site Plan (1st Review) TRANSMITTAL DATE: October 16, 2007 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site due to an expansion greater than twenty-five (25) percent. The project was review as a Commercial Storage Use as no proposed use was provided on the plan. 2. It appears that this project is comprised of three (3) different parcels. There are two (2) options in regards to utilizing the three (3) parcels as one site. Prior to approval of the site plan provide; 1) A Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property, or 2) Provide a site plan for each parcel that shows how the parcels can stand alone, if sold separately, and meet the requirements of the LUC if sold separately along with a recorded covenant regarding development and use of real property. 3. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES CRITERIA: SEC. 2.8.3 MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE". 4. A demo permit is required for both existing buildings on site. 5. D.S. 2-02.2.1.A.3 Provide the property address on the site. 6. D.S. 2-02.2.1.A.7 Provide zoning setbacks from the proposed canopy to the existing/future curb located along Kolb and Tanque Verde Road. 7. D.S. 2-02.2.1.A.8 The parking space detail provided on sheet 1 does not meet the minimum requirements for a van accessible parking space. Per ICC/ANSI A117.1-2003 Sec. 502.2. 8. D.S. 2-02.2.1.A.8 The wheel stop shown on the parking space detail provided on sheet 1 does not meet the requirements of D.S. 3-05.2.3.C.2. Revise the dimension to meet this standard. 9. D.S. 2-02.2.1.A.8 Per ICC/ANSI A117.1-2003 Sec. 502.5 provide the maximum allowed surface slopes for the handicapped parking space and access aisle on the parking space detail provided on sheet 1. 10. D.S. 2-02.2.1.A.8 Provide a dimension from the parking space, located at the north end of the eastern most parking, to the proposed site wall. 11. D.S. 2-02.2.1.A.8 for all parking spaces that do not show wheel stops delineate the two foot six inch (2'-6") overhang on the plan. 12. D.S. 2-02.2.1.A.8 The parking space located on the northeast end of the northwest parking area appears to be adjacent to a water/air dispenser. Per D.S. 3-05.2.1.3 when the side of a parking apace abuts any vertical barrier over six (6) inches in height, the required width for this space is ten (10) feet. Clarify the height of the dispenser and if the height is greater than six (6) inches the parking space must be ten (10) foot wide. 13. D.S. 2-02.2.1.A.8 The handicapped sign detail mounting height does not meet the minimum mounting height of 7'-0" to finished grade. Also see attached sign detail for sign requirements. 14. D.S. 2-02.2.1.A.9 0 Zoning acknowledges the bike rack detail on sheet 1 of 2. Dimension the minimum requirements of D.S. 2-09.5.0 on the detail. 15. D.S. 2-02.2.1.A.9 Per D.S. 2-09.4.1 class 2 bicycle parking must be located within fifty (50) feet of the main entrance of the building. It does not appear that the current location shown on the plan meets this requirement. 16. D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 a pedestrian circulation/accessible route is required to connect the building to the pedestrian circulation/accessible route located within any adjacent street right-of-way (ROW). This said provide the required pedestrian circulation/accessible route to Kolb Road on the plan. 17. D.S. 2-02.2.1.A.12 Zoning acknowledges the ramp detail on sheet 1 of 2. Remove all references to ADAAG and replace with reference to ICC/ANSI A117.1-2003. 18. D.S. 2-02.2.1.A.12 Show the detectable warnings (truncated domes) correctly on the ramp detail sheet 1 of 2. Per ICC/ANSI A117.1-2003 Sec 406.13.1 Area Covered. Detectable warnings shall be 24 inches minimum in the direction of travel and extend the full width of the curb ramp or flush surface. Per ICC/ANSI A117.1-2003 Sec 406.13.2 Location. The detectable warnings shall be located so the edge nearest the curb line is 6 inches to 8 inches from the curb line. 19. D.S. 2-02.2.1.A.13 Zoning acknowledges that the proposed monument signs will be under a separate permit. The proposed monument sign shown at the parking area access lane (PAAL) entrance off of Kolb Road appears to be within the sight visibility triangle (SVT), relocate this sign so that it is not within the SVT. 20. D.S. 2-02.2.1.A.14 Per LUC Sec. 3.4.4.6 The loading spaces shall be striped in such a manner as to distinguish the space from motor vehicle parking spaces and other uses on site. Show the striping on the plan. 21. D.S. 2-02.2.1.A.14 It appears that access to the refuse container is proposed through one of the loading spaces. Access through a loading space to the refuse container is not allowed. 22. D.S. 2-02.2.1.A.18 Label both Tanque Verde and Kolb Road as MS&R ROUTES. 23. D.S. 2-02.2.1.A.25 Zoning acknowledges the light pole detail on sheet 1 of 2, list the height of pole and type of lighting fixture on the detail. 24. D.S. 2-02.2.1.A.31 The existing use should be listed as "GENERAL MERCHANDISE SALES & AUTOMOTIVE - SERVICE AND REPAIR - MAJOR" 25. D.S. 2-02.2.1.A.32 The refuse container cannot be accessed across a loading space, see comment 21 above. 26. D.S. 2-02.2.2.A.2 It appears that the gross floor area listed is not correct. Based on the dimensioned provided on the site plan the gross floor area should be 4,551, please clarify. 27. D.S. 2-02.2.2.A.3 Provide the allowed and proposed Floor Area Ratio (FAR) on the plan. The allowed is 0.9 and the proposed would be 0.09 28. D.S. 2-02.2.2.A.4 The provided parking calculation is not correct. Per LUC Sec. 3.3.4 "RETAIL TRADE USE GROUP, GENERAL MERCHANDISE SALE" the required parking is based on 1 space for every 200 square foot of gross floor area, there is no requirements for employees. This said provide the required and provide number of vehicle parking spaces. Based on comment 25 above the required vehicle parking spaces would be 23 and the provided would be 24. Remove the references to the loading stalls and dispensing nozzle positions from the total parking provided. 29. D.S. 2-02.2.2.A.4 Provided a bicycle parking calculation on the plan including the required and provided. 30. D.S. 2-02.2.2.A.5 The loading space calculation is not correct. Per LUC Sec. 3.4.5.6 the required number of loading spaces for this project is one (1) 10'x18' space. Zoning acknowledges that 3 15'x65' loading spaces are proposed. Again a loading space may not be used for access to the refuse containers, see comments 21 & 25. 31. D.S. 2-02.2.2.A.6 Provide a building and lot area expansion calculation on the plan. 32. Ensure that all changes to the site plan are reflected on the landscape plan. 33. Additional comments may be forth coming depending on how each comment has been addressed. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 2. Provide on the landscape plan a calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g. The amenity landscape calculation should be removed as this is no longer a requirement of the Land Use Code. 3. An application for NPPO exception must be submitted per DS 2-15.0. 4. All lettering and dimensions must be a minimum of 12 point (0.12") in size for microfilming purposes. Revise all text which does not meet this minimum archiving standard. DS2-03.2.1.C 5. Add the quantities proposed for each plant type in the plant list under the "Quantity" heading. 6. Indicate the methods by which water harvesting or storm water runoff is used to benefit planting areas on the site per LUC 3.7.4.3.B Remove project note 4 from the landscape plan. 7. Screens along a street frontage must be located on the development side of the street landscape border so that they do not obstruct the view of the street landscaped border from the street. Screens may only be located within in the landscape border if the criteria listed in LUC 3.7.3.2 are met. Dimension the distance of the proposed screen wall inside the street landscape border to show that it is no more than 3 feet from the development side of the landscape border. 8. Indicate the location of sight visibility triangles at the intersection of Kolb Road and Tanque Verde Road on the landscape plan. Any screen higher than 30 inches must be located outside of the SVTs per LUC 3.7.3.4. 9. The areas between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.4.A.4. Revise project note #8 on the landscape plan regarding decomposed granite to specify that it will also be used in the right-of-way. 10. Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required in the following elements of the landscape plan: Maintenance Schedule, Grading Information, Irrigation Plan, Construction Details. Revise landscape plan to include required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/ storm runoff is used to benefit planting areas on the site. DS 2-07.0 11. . Dimension the minimum width and label the square footage measured from the inside of tree planters in the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. LUC 3.7.2.3.A.1.c, DS 2-07.2.2.A.2.e 12. Add the site address to the site plan and Landscape Plan. 13. Revise the checked box on the site plan to show that there is site landscaping required and provided. 14. Label tree planting detail as "Detail 50A" per landscape general note P. 15. Chorisia speciosa (silk floss tree) is not on the drought tolerant plant list used by the City of Tucson. | 11/15/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: November 15, 2007 SUBJECT: Circle K Site Plan- Engineering Review TO: Lance Robinson LOCATION: 6700 E Tanque Verde, T14S R15E Sec06 Ward 2 REVIEWERS: Jason Green, CFM ACTIVITY: T07CM04045 (Site Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan and Drainage Statement (L.E.A.D.S., Inc., 09OCT07). Engineering Division does not recommend approval of the site plan or Drainage Statement at this time. The Drainage Statement was reviewed for site plan purposes only. The following items need to be addressed: DRAINAGE STATEMENT: All Drainage Statements and reports submitted to the City of Tucson must follow the requirements outlined within the City of Tucson Development Standards Sections 10-01 and 10-02. These standards can be accessed online at http://www.tucsonaz.gov/dsd/DevStandsTOC.pdf. 1) Dry wells are highly discouraged due to substantial drywell failure within the City of Tucson. Revise the Drainage Statement to include discussion on all requirements within DS 10-01.3.5.5 and 10-02.14.5 (1-10) for all systems, which utilize a method of subsurface disposal, i.e. dry wells and underground storage chambers. The Drainage Statement must meet or exceed the minimum criteria within both Development Standards. 2) The results of the required 30-foot-deep boring (DS Sec.10-02.14.2.6) should be examined to determine possible causes of slow infiltration or engineering measures needed to ensure infiltration. Threshold retention requirements may be waived in certain cases when stormwater retention is not feasible due to constraints imposed by subsurface conditions. In such cases detention criteria may be imposed in lieu of threshold retention requirements. For this project since the parcel does not fall within a balanced or critical basin only 5-year retention is required. A possible redesign for this project could be to show that the retention requirements are meet by utilizing the required landscape areas to maximize stormwater harvesting and containing the required 5-year volume within these areas. 3) Floodplain Ordinance Tucson Code Section 26-10(c) states: The design of a detention or retention system, as reviewed and approved by the city engineer, shall include consideration of the degree of existing development within the basin and the capacity of the downstream drainage facilities. The systems will be designed with strict conformance to the public's health, safety and welfare. The effects of recharging storm runoff and possible pollution of the groundwater shall be evaluated for all systems employing infiltration systems, such as dry wells, in order to prevent contamination of the groundwater aquifer. The more technical requirements are listed in the City's drainage manual DS Sec.10-02.14.5. For review of a project we would need to see a Drainage Statement discussing and showing that the proposed dry well conforms to items 1-10 of this section. 4) Provide manufacture recommendations for maintenance of the underground stormwater retention/detention system. Revise the Drainage Statement and site plan to show that maintenance of the dry wells and underground stormwater retention/detention systems meets the recommendations of the manufacture. 5) Provide a geotechnical report that specifically assesses the proposed underground stormwater retention/detention system with dry wells beneath the pavement. The geotechnical report shall state whether the chambers are subject to collapsing or whether the pavement structure would be damaged from heavy traffic loads. 6) Provide references from the manufacture where these types of underground stormwater systems and dry wells have been used and their applicability to this project. All references should include use and maintenance of the underground stormwater system and how that system is achieving design criteria. 7) DS Sec. 3-01.4.4.F: Provide a revised Drainage Statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk at all scupper concentration points. Provide details and dimensions in plan view for the scuppers on the proposed site plan. SITE PLAN: 8) DS Sec.2-02.2.1.A.3: Provide the administrative address for the subject parcel. 9) DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet 1 of 2 to correctly show the location of the parcel, label section corners and identify conditions within the square mile area shown, such as major watercourses (Pantano Wash). 10) DS Sec.2-02.2.1.A.5: Prior to approval of the site plan provide; 1) A Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property, or 2) Provide a site plan for each parcel that shows how the parcels can stand alone, if sold separately, and meet the requirements of the LUC if sold separately along with a recorded covenant regarding development and use of real property. 11) DS Sec.2-02.2.1.A.8: Revise the site plan to show wheel stop barrier for the parking spaces located along any adjacent landscape areas and/or pedestrian circulation paths. The barriers are to be set at 15.5-feet to accommodate the required 2.5-foot overhang to prevent encroachment or damage to the proposed landscape area and the required clear 4-foot pedestrian path. Revise the parking stall detail on Sheet 1 to correctly show the required 2.5-foot overhang. 12) DS Sec.2-02.2.1.A.10: Revise the site plan to verify that the proposed sign at the PAAL entrance off of Kolb Road does not fall within the shown SVT. 13) DS Sec.2-02.2.1.A.10: Revise the site plan to show the required SVT at the intersection of Kolb Road and Tanque Verde Road. Verify that line of sight will not be obscured between 30-inches and 6-feet through the SVT area at this location. 14) DS Sec.2-02.2.1.A.11: Depict and label the 25-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrances off of Kolb Road and Tanque Verde Road. The curbs should be constructed at the edge of pavement, which must also be depicted on the site plan. Curb returns must be constructed entirely within the subject parcel. Refer to DS Sec.3-01.3.2.C and the Transportation Access Management Guidelines for street development standards. 15) DS Sec.2-02.2.1.A.11: Verify on the site plan, with a dimension, the minimum setback from any existing light pole, fire hydrants, catch basins, etc for both proposed driveway entrances. Refer to the Transportation Access Management Guidelines for minimum setback requirements for the driveway. 16) DS Sec.2-02.2.1.A.11: Revise the site plan to show the minimum 30-foot dimension for both proposed driveway openings. Refer to the Transportation Access Management Guidelines for street development standards. 17) DS Sec.2-02.2.1.A.11: Revise the site plan to label and show the intersection widening for the intersection of Kolb Road and Tanque Verde Road. Refer to the MS&R Plan for intersection widening requirements (http://www.tucsonaz.gov/planning/plans/regional/msr). Contact Tucson Department of Transportation, Jose Ortiz, for clarity on the additional widening that is required for this intersection. 18) DS Sec2-02.2.1.A.12: Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. If an existing 4-foot sidewalk is already constructed along the frontage of both Kolb Road and Tanque Verde Road provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required. A DSMR will be required for modifying the development standards to allow the existing 4-foot sidewalk to remain and not constructing a new 6-foot sidewalk along either roadway. The DSMR must be approved prior to site plan approval. All exhibits and discussion must reflect any changes made by the approved DSMR. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval. 19) DS Sec.2-02.2.1.A.12: Revise the site plan to show the pedestrian circulation path that is required from the proposed building to the pedestrian circulation path located along Kolb Road. 20) DS Sec.2-02.2.1.A.12: Clarify in plan view on the site plan that all handicap ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13 and the detail provided on Sheet 1. 21) DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering area for the loading zone that is shown adjacent to the proposed building. Loading zones can not be located as to interfere with the required refuse containers or vehicular access to the containers. Refer to AASHTO for the national standards for turning radii. 22) DS Sec.2-02.2.1.A.15: Revise the site plan to show the erosion hazard setback line for the Pantano Wash. The erosion hazard setback must be determined for the Pantano Wash and shown on the site plan. If the erosion hazard setback is to be reduced provide a discussion and details that meet the requirements within DS Sec.10-02 Chapter VII and the recommendations within the required geotechnical report. Specifically provide a discussion on the existing bank protection (provide the improvement plans) and verify that it has been designed to reduce the required erosion hazard setback. 23) DS Sec.2-02.2.1.A.16: Dry wells are highly discouraged due to substantial drywell failure within the City of Tucson. Revise the Drainage Statement to include discussion on all requirements within DS 10-01.3.5.5 and 10-02.14.5 (1-10) for all systems, which utilize a method of subsurface disposal, i.e. dry wells and underground storage chambers. The Drainage Statement must meet or exceed the minimum criteria within both Development Standards and within the ADEQ Type 2.04 General Permit for drywells that drain areas at motor fuel dispensing facilities where motor fuels are used, stored or loaded. 24) DS Sec.2-02.2.1.A.16: Provide roof drainage arrows and locations of all concentration points. Specifically show down spout locations at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 25) DS Sec.2-02.2.1.A.17: Provide cut and fill quantities on the revised site plan for future grading plan purposes. 26) DS Sec.2-02.2.1.A.19: Revise the site plan to label both Kolb Road and Tanque Verde Road as an "MS&R Arterial Road." 27) DS Sec.2-02.2.1.A.19 Revise the Note on Sheet 1 to include verbiage that the project is also designed to meet the criteria of 2.8.4, Gateway Corridor Zone for Kolb Road. Provide additional Overlay notes as required. Label Kolb Road as a Gateway Road per the MS&R map 28) DS Sec.2-02.2.1.A.19: Revise the site plan to label the existing and future right-of-way widths for both MS&R streets. If the existing right-of-way is built out to the required future right-of-way label the site plan to clarify. Provide the improvement plans for both Kolb and Tanque Verde Road showing where the centerline is and where the existing/future right-of-way widths are measured. 29) DS Sec.2-02.2.1.A.19: Provide the recordation information for both Kolb Road and Tanque Verde Road along with the right-of-way widths shown. 30) DS Sec.2-02.2.1.A.20: All existing easements and utilities will be drawn on the plat, and recordation information, locations, sizes, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Specifically the existing 15-foot ingress/egress easement that is shown on the site plan as "Potentially Terminated." All easements must be abandoned prior to site plan approval. 31) DS Sec.2-02.2.1.A.23: Provide the City of Tucson field book number and page with datum reference (NGVD29 or NAVD88) for the existing and proposed spot elevations and topography used on the site plan. 32) DS Sec.2-02.2.1.A.27: Provide a General Note stating that all fences or walls will require a separate permit for review and approval by all necessary Development Services Departments. 33) DS Sec.2-02.2.1.A.32: Revise the Trash Enclosure Detail on Sheet 1. Provide the minimum refuse enclosure requirements per DS Sec.6-01. Refer to the attached Figure 3 (included with the hard copy of the comment letter) per DS Sec.6-01 for the required refuse enclosure dimensions and construction. No other detail will be accepted for the refuse enclosure. 34) DS Sec.10-02.14.3.2: Provide a note on the grading plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures, underground MaxWell™ Plus Drainage System and the Envibro™ dry well system; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once every 6-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage structures, underground MaxWell™ Plus Drainage System and the Envibro™ dry well system, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities." 35) A private improvement agreement (PIA) is required for the proposed work within the public right-of-way. An approved site plan is required prior to applying for a PIA. Contact the PIA Coordinator for additional PIA information at 791-5550 ext. 1107. 36) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. GEOTECHNICAL REPORT: 37) DS Sec.10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following: a) Soils report should provide conformance with DS section 10-02.14.2.6 regarding 30-foot boring for the proposed retention systems, and provide discussion of potential for hydro-collapsible soils and any recommendation for setbacks from building to proposed retention systems. b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development. c) Provide slope stability recommendations for any proposed constructed slopes. d) Provide pavement structure design recommendations. e) Provide infiltration rates for detention/retention design. If underground stormwater chambers and dry wells are proposed for the retention requirements a pre- and post percolation test will be required to assure that the system drains within the required time limit of 12-hours. GRADING PLAN: 38) DS Sec.11-01.2.1: A grading permit will be required for this project. A grading plan and a grading permit application will be required after site plan approval and prior to any construction activity. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the site plan. 39) Please ensure that any future grading plan will be consistent with the site plan, Drainage Statement, and geotechnical report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf 40) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal. The SWPPP must also meet or exceed the minimum criteria within the ADEQ Type 2.04 General Permit for drywells that drain areas at motor fuel dispensing facilities where motor fuels are used, stored or loaded. 41) Provide a general note on the site plan that references the City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 42) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all fencing and walls will require a separate permit for review and approval by all necessary Development Services Departments. 43) Provide a general note on the grading plan to state the following; "Call for a Pre-construction meeting prior to start of earthwork.
