We suggest that the applicant seek approval from the City Engineer to locate up to five feet of the required landscape border in the public right-of-way. A variance may not be necessary.

B. Dust control is required per LUC 3.7.2.7 and LUC 3.7.2.4.A.4. The surface treatment proposed on the plan does not meet the minimum code standards. The unpaved areas, including the adjacent right of way area is required to be landscaped, reseeded, or treated with an inorganic or organic ground cover. DS 2-06.5.2.C

C. Fifty (50) percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. See comment below. LUC 3.7.2.4.A.5

If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.

26. D.S. 2-08.3.1: Pedestrian Circulation Paths Required. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. Areas within the development which are not required to be connected to the pedestrian circulation path are those which will be used only for maintenance or for nonpublic truck use, such as truck loading spaces.

COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site due to an expansion greater than twenty-five (25) percent.

2. Based on the use provided on the plan this site was review for the use of "GENERAL MANUFACTURING". As stated in prior comments the first review was done based on the use of "COMMERCIAL STORAGE" and additional comments may have been generated due to the change.

3. Zoning wants to make it clear that permits will be required for all additional structures that have been added since the last approved site plan prior to the Certificate of Occupancy being issued.

4. Zoning acknowledges that no permits were found for this structure. A permit is required prior to issuing a Certificate of Occupancy, see comment 3 above. Per the most recent aerial photos there is a canopy/awning located at the northeast corner of the building. Provide documentation showing that this has been permitted through the City of Tucson.

5. This comment was not fully addressed. Provide the building height on the plan. D.S. 2-02.2.1.A.6 Provide the building heights on the plan. Also show the existing canopy located at the northeast corner of the building.

6. This comment was not fully addressed. The requirement for van-accessible parking is an IBC requirement, therefore a Board of Adjustment for Variance is not applicable. A Petition of Appeal may be applicable for this item. Contact Jessie Sanders, Acting Building Official in regards to this comment. If the Petition of Appeal is not granted then the site plan will need to be revised to meet this requirement. D.S. 2-02.2.1.A.8 Per IBC Sec. 1106.5 for every six or fraction of six accessible parking spaces, at least one shall be a van-accessible parking space. This said the proposed handicapped parking space and access aisle do not meet the minimum requirements of ICC/ANSI A117.1-2003 Sec. 502.2 for a van accessible parking space. Review ICC/ANSI A117.1-2003 Sec. 502.2 and revise the plan accordingly.

7. This comment has not been fully addressed. Use LUC Section 3.2.8.2.A for the Board of Adjustment for Variance reference. D.S. 2-02.2.1.A.8 Per LUC Sec. 3.2.8.2 the parking spaces located along the west property line cannot be accessed from the alley.

8. Zoning acknowledges the provided detail 1/C1. The provided handicapped parking space does not meet the requirements for a van accessible parking space, see comment 6 above. D.S. 2-02.2.1.A.8 Provide a typical parking space details for both handicapped and standard vehicle parking spaces.

9. This comment was not fully addressed. The provided striped pedestrian circulation/ accessible route does not meet the requirements of D.S. 2-8.4.1. For Board of Adjustment for Variance purposes, you may be able to use LUC Section 3.2.8.4.B to request a variance for this requirement. Contact Russlyn Wells @837-4948 to verify that this would be allowed. D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 a pedestrian circulation/accessible route is required to connect the building to the pedestrian circulation/accessible route located within the adjacent street right-of-way (ROW). If no pedestrian circulation/accessible route is located within the adjacent street ROW then the required pedestrian circulation/accessible route from the building will run to the property line along the ROW. Show the required pedestrian circulation/accessible route on the plan.

10. If a variance is not granted for the required sidewalk along the south side of the building, an accessible ramp and truncated domes would be required per ICC/ANSI A117.1-2003. D.S. 2-02.2.1.A.12 It is not clear how the handicapped will gain access from the handicapped parking space to the building, please clarify.

11. This comment was not fully addressed. The provided striped pedestrian circulation/ accessible route does not meet the requirements of D.S. 2-8.4.1. For Board of Adjustment for Variance purposes, you may be able to use LUC Section 3.2.8.4.B to request a variance for this requirement. Contact Russlyn Wells @837-4948 to verify that this would be allowed. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.B.1 provide the five (5) foot pedestrian refuge area and minimum four (4) foot sidewalk along the north end of the proposed PAAL next to the building.

12. This comment has not been fully addressed. Use LUC Section 3.4.5.2 for the Board of Adjustment for Variance reference. D.S. 2-02.2.1.A.14 Per LUC Sec. 3.4.5.2 one (1) 12' x 55' loading space is required for the proposed use, the 12' x 35' loading space provided does not meet this requirement.

13. This comment was not fully addressed. Following the use of "GENERAL MANUFACTURING" add "Subject to Sec. 3.5.5.1.B, .F, .G, and .H. D.S. 2-02.2.1.A.31 Provide the existing and proposed use on the plan.

14. The proposed location of the refuse container does not meet the requirements of D.S. 6-01.4.1.I & M. Per LUC Section 3.4.3.4 the required loading space may not be used for access to the refuse container and the container cannot be located within the loading space. D.S. 2-02.2.1.A.32 Show the refuse container location on the site plan.

15. The provided parking calculation is not correct. Based on the use provided "GENERAL MANUFACTURING" the parking calculation is based on General Manufacturing at 1 vehicle parking spaces per 500 square foot of gross floor area GFA. This said the required vehicle parking spaces for this project based on the building square footage shown on the plan would be 16 spaces. This said if the parallel vehicle parking spaces located along the west side of the building and accessed by the alley are allowed you will need a variance for the remaining nine (9) parking spaces. D.S. 2-02.2.2.A.4 Zoning acknowledges the vehicle parking space calculation provided on the plan. Please provide the ratio used so that zoning can clarify what the use is.

16. Zoning acknowledges the provided bicycle parking space calculation and that the following comment does not change the total number of required bicycle parking spaces. Per LUC Sec. 3.3.3.5 the number of bicycle parking spaces is calculated as a percentage of the total number of motor vehicle parking spaces provided, not required. This said, please revised the bicycle parking calculation so that it is based on the total number of vehicle parking spaces provided, seven (7). Per LUC Sec. 3.3.3.5 if the calculated number of required bicycle parking spaces is less than two (2), the minimum number of required spaces is two (2). D.S. 2-02.2.2.A.4 Provide a bicycle parking calculation on the plan.

17. Zoning was not able to locate the required building expansion calculation. Based on the last approved site plan provided the calculation would be, 3,725/7,870 = 47% expansion. Please provide the calculation on the plan. D.S. 2-02.2.2.A.6 Provide a building expansion calculation on the plan.

18. If the pedestrian circulation/accessible route as shown in the plan is allowed than truncated domes will be required along the entire length of the striped area or some type of separation will be required.

19. Ensure that all changes to the site plan are reflected on the landscape plan.
