Castro Avenue New apartments added to Cope Behavioral Medical Service Outpatient center 2435 N. Castro Avenue, zoned C-2 and O-3 Commercial Site plan, 1st review - full code compliance TRANSMITTAL DATE: October 31, 2007 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project consists of the addition of eleven (11) apartment units onto the Cope Behavioral Outpatient center site. Due to the amount of the increase of the gross floor area exceeding 25%, the entire site is reviewed for full code compliance with current LUC and DS regulations. It should be clarified that the last approved site plan for the Cope medical outpatient service was approved in April of 2007, thus it is not anticipated that site changes from that approved plan would be forthcoming. Due to this fact, staff is requesting that a note be placed on the subject site plan referencing the last approved site plan number T06CM06131 for the Cope Medical Outpatient portion of the development. Staff reviewed the development notes related to the prior project to ensure those notes matched, and then reviewed the new project area and associated notes. Please transfer all Zoning Code Review notes from the last approved site plan onto the proposal, adding the proposal criteria in a separate column. NOTE: Lot coverage issue of importance discovered in this review - PLEASE SEE NOTE 11 - a variance is required for this project to proceed. 2. Per DS 2-02.2.1.4, on location map, revise to a scale of 3" = 1 mile, label Glenn Street. 3. Per DS 2-02.2.1.6, regarding the use of the site: A) please revise the use of the existing building to match the last approved site plan for the development - Medical Service -Outpatient. B) Please revise the use of the proposed building to state Multi-Family Residential Apartments (rather than just Family Dwelling) C) Provide a note indicating that the activity building is only for the use of the residents of the apartments 4. Per DS 2-02.2.1.6, regarding the proposed buildings: A) clarify type of roofs for both buildings (appears parapet, don't want to assume) B) clarify the points of measurement for the height of the apartment building - from grade to flat roof and then include parapet height - OR - grade to midpoint of pitched roof and include ridge height as well. C) Call out a roof height and declare how measured - for the activity building D) Please provide a dimensioned footprint of both buildings for issuance of building permits E) Please be sure to show all entrances to the building 5. Per DS 2-02.2.1.7, regarding setbacks: A) please show the distance between the buildings B) please note that the minimum building setback from the C-2 zone at the south to the south building wall is equal to the height of the exterior building wall facing that lot line. If the building height is not measured from grade to the top of the wall, the setback shown may not be sufficient. Please double check this. 6. Per DS 2-02.2.1.8, regarding parking: A) per the last approved site plan, the Medical Service Outpatient use requires 74 parking spaces, and 85 parking spaces are provided on the site. Please revise the plan to show the parking calculations approved under the prior site plan activity. B) Change the number of total required parking spaces to 85, provided (including handicapped parking spaces) to 85 7. Per DS 2-02.2.1.9, regarding bike parking: A) the bike parking notation for class one bike spaces appears to be keynoted incorrectly B) please provide a separate bicycle parking calculation for each use - 8% of 74 needed parking spaces for the Medical Service Outpatient, at a ratio of 50% class 1 and 50% class 2 - and 8% of 11 spaces -all class 2 allowed - for residential use C) please provide class 2 bike parking within 50' of the entries (you can place one at each end of the apartments if you like) of the apartment units per DS 2-08.4.1 8. Per DS 2-02.2.1.12, regarding pedestrian/handicapped access: A) provide a note or measure that all sidewalks within the apartment area are 4' wide B) provide a note that the gates over the sidewalk areas in the apartment complex are a minimum of 4' wide per requirements of DS 2-08 9. Per DS 2-02.2.1.13, clarify if any new free-standing signage is proposed and provide specs if applicable. 10. Per DS 2-02.2.1.25, show any new free-standing lighting proposed. 11. Per DS 2-02.2.2.A.3, Per LUC 2.5.4 - the maximum lot coverage permitted for a residential use group in the C-2 zone is 70%. The entire site, even if broken down into the two independent zones, and viewed separately - visibly exceeds the 70% maximum lot coverage. It appears the only method to proceed with the project proposal is to apply for, and obtain a Board of Adjustment variance to this development criteria. 12. Should you desire to obtain a variance, please contact me for an appointment and I will review the site plan for compliance with the above zoning comments. Once those comments have been addressed, I will be able to provide you with an official variance referral. 13. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. The most recent aerial photo of the building does not match what is depicted on the site plan. Please modify site plan to represent actual footprint of building and/or clarify. 3. DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet A1.0. Provide a small, project location map drawn at a scale of 3" = 1 mile. Show the subject property approximately centered within one square mile. Provide section, township and range in addition to section corners scale and north arrow. 4. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6. Per aerial existing structures appear to be located within proposed development. If building have been removed or demolished. Provide demo permit number. In addition, provide site plan number for previously approved site plan for existing structure. 5. Label existing sight visibility triangles per D.S. 2-02.2.1.10. Show both sides of the SVT's. 6. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. 7. Provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. Provide spot elevations to show positive drainage. 8. List estimated cut & fill quantities per D.S. 2-02.2.1.17. If no cut or fill will be occurring. Provide estimated cut and fill quantities on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If not cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice. 9. Provide dimensioned right-of-way per D.S. 2-02.2.1.19. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for Castro Avenue. 10. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. Verify that all easements have been depicted on site plan. 11. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 12. Provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. The benchmark description shall also note where the benchmark is located. Provide contour interval on plan next to north arrow. 13. Show Site Plan number on each sheet in the lower right hand corner per D.S. 2-02.2.1.29. 14. General Note: A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 15. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. Show roof down spout locations from proposed buildings at pedestrian circulation areas. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. 16. Any scuppers provided will require a detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 17. Add note: "Depress all landscaped areas 6" maximum for water harvesting". 18. All symbols on plans need to be indicated in legend. Verify that all symbols have been provided in legend. Also verify that all details have been provided - unable to locate Detail 9 of page A4. 19. Dimension sidewalk between proposed dwellings.
