| 03/25/2008 | STEVE SHIELDS | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: Steve Shields Lead Planner PROJECT: Calvary Chapel of Tucson - Parking Expansion T07CM03809 Site Plan (1st Review) TRANSMITTAL DATE: March 25, 2008 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance due to a greater than twenty fire (25) percent expansion of vehicle use area. 2. Zoning acknowledges receipt of the Combo Request and a receipt from the Pima County Assessors Office. Provide a copy of the documents that were recorded under Docket 13255 Page 937. Also provide a note on the plan stating "COVENANT REGARDING DEVELOPMENT OF REAL PROPERTY RECORDED UNDER DOCKET ??????? & PAGE. It appears that this project is comprised of four (4) different parcels. There are two (2) options in regards to utilizing the four (4) parcels as one site. Prior to approval of the site plan provide; 1) A Pima County Tax Parcel Combo and a Recorded Covenant Regarding Development and Use Of Real Property, or 2) Provide a site plan for each individual parcel that shows how the parcels can stand alone, if sold separately, and meet the requirements of the LUC and Development Standards if sold separately. A Recorded Covenant Regarding Development and Use Of Real Property is also required. If option 1 is used remove all interior parcel lines from the plan. 3. This comment was not fully addressed. Provide materials for lighting and a fully dimensioned layout. There are not a dimensions shown for D.S. 2-09.5.1.A & B, D.S. 2-09.5.2 D.S. 2-02.2.1.A.9 Provide a Class 1 and Class 2 bicycle parking detail, on the site plan, that provides the following information; materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. Zoning acknowledges that the proposed locations for Class 1 & 2 bicycle parking are shown on the plan. Be sure to review the revised D.S. 2-09. Zoning acknowledges that a Class 1 and Class 2 detail is shown on sheet a2, neither detail provides the required information and the Class 2 rack shown is not acceptable. 4. Zoning was not able to locate the future SVT's. D.S. 2-02.2.1.A.10 Zoning acknowledges the existing sight visibility triangles (SVT's) shown on the plan. Show the future SVT's on the plan. 5. This comment has not been addressed. It is not clear what is planned for the striped area, shown south of the landscape areas at the south end of the parking, along the west end of the existing buildings. Keynote 22 calls out a 5' wide walkway. The walkway areas directly south and adjacent to the landscape areas are required to be a sidewalk, physically separated from the travel lane. The areas where the proposed 5' wide walkway cross a PAAL maybe a striped crosswalk. D.S. 2-02.2.1.A.12 At the landscape islands, shown at the south end of the parking, shown along the west end of the existing buildings, the areas shown as striped through the landscape islands are required to be a sidewalk, physically separated from the PAAL. 6. This comment has not been fully addressed. There is not a ramp shown at the north end of the western most crosswalk. The ramp shown at the north end of the eastern most crosswalk appears to only ramp up to east. How will a handicapped person access the main building from this ramp? Provide a detail. D.S. 2-02.2.1.A.12 Curb access ramps area required on the north and south end of the proposed crosswalks shown crossing the PAAL directly south of the existing buildings. 7. This comment was not fully addressed. The van accessible vehicle parking calculation should show the require 3 and provided 4. D.S. 202.2.2.A.4 Per the International Building Code Section 1106.5 Van Spaces, for every six or fraction of six accessible parking spaces, at least one shall be a van-accessible parking space. This said if fourteen (14) accessible parking spaces are provided then three (3) must be van accessible. 8. D.S. 2-02.2.1.A.8 The provided HANDICAPPED PARKING STRIPING (REGULAR/VAN ACCESSIBLE) detail does not appear to match any of the proposed accessible vehicle parking areas, please clarify. For your information the truncated domes area only required at each accessible access aisle, twenty-four (24) inches in depth, six (6) to eight (8) inches for the curb line, the full width of the access aisle, not the full width of the sidewalk. 9. D.S. 2-02.2.1.A.8 The wheel stop shown on the angled parking with rectangular planters detail appears to reduce the parking space length to less than 15'-6" measured form the wheel stop, 18'-0" overall, fully dimension this detail. Again check with the Landscape Review section for wheel stop requirements for this type planter. 10. D.S. 2-02.2.1.A.12 As it appears that the proposed sidewalk shown adjacent to the ten (10) accessible vehicle parking spaces is flush with pavement, provide a 6" vertical curb along the west side of the sidewalk the entire length of the area that is flush. This is to prevent visually impaired from passing between the wheel stops at the angled parking along the west side of this sidewalk. The truncated domes area only required at each accessible access aisle, twenty-four (24) inches in depth, six (6) to eight (8) inches for the curb line, the full width of the access aisle, not the full width of the sidewalk. 11. D.S. 2-02.2.1.A.12 The existing sidewalk shown at the west end of the existing building does not meet the minimum width for a sidewalk, see D.S. 2-08.5.1.A. 12. D.S. 2-02.2.1.A.12 There is an accessible ramp system proposed for the northwest corner of the existing building. Please clarify why this is proposed at this location as there are no accessible vehicle parking spaces with in the vicinity. Also this ramp system does not appear to connect to any other accessible route on site and must provide an accessible route to the proposed accessible parking spaces. This ramp system also appears to encroach into the sidewalk running along the west side of the building. 13. D.S. 2-02.2.1.A.12 The striped area, shown north of the landscape areas at the north end of the parking, along the west end of the existing buildings, is allowed to be a striped crosswalk as it crosses the PAALs only, it must be a sidewalk and be physically separated at the landscape areas. An access ramp is required at the west end. 14. D.S. 2-02.2.1.A.13 Once the future SVT's are shown on the plan it appears that the sign shown under Keynote 23 will be within the SVT. 15. Ensure that all changes to the site plan are reflected on the landscape plan. 16. Additional comments may be forth coming depending on how each comment has been addressed.
