This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance due to a greater than twenty fire (25) percent expansion of vehicle use area. 2. Provide a copy of the last approved site plan with your next submittal. The site plan should show that the shade structure in the play area was permitted. 3. It appears that this project is comprised of four (4) different parcels. There are two (2) options in regards to utilizing the four (4) parcels as one site. Prior to approval of the site plan provide; 1) A Pima County Tax Parcel Combo and a Recorded Covenant Regarding Development and Use Of Real Property, or 2) Provide a site plan for each individual parcel that shows how the parcels can stand alone, if sold separately, and meet the requirements of the LUC and Development Standards if sold separately. A Recorded Covenant Regarding Development and Use Of Real Property is also required. If option 1 is used remove all interior parcel lines from the plan. 4. D.S. 2-02.2.1.A.6 For the existing buildings provide on the plan the size (square feet and overall dimensions), height, show any overhangs or canopies, and the use. Based on current aerial photos there are entrance canopies on both buildings. Also there is a large shade structure located in the existing grass play area. 5. D.S. 2-02.2.1.A.8 Zoning acknowledges the parking details shown on sheet C.3. The handicapped parking striping detail does not address the required van accessible vehicle parking space. Provide a detail for a van accessible vehicle parking space and clearly delineate the location of the van accessible vehicle parking spaces on the plan. 6. D.S. 2-02.2.1.A.8 The handicapped parking striping detail shows the accessible ramp located within the access aisle. Per ICC/ANSI A117.1-2003 section 406.6 the accessible ramp can not be located within the parking access aisle. 7. D.S. 2-02.2.1.A.8 Detectable warnings (truncated domes) will be required at all curb access ramps and any area where the curb is flush with pavement. ICC/ANSI A117.1-2003 Sec. 406.13. Show the location of the required detectable warnings on the site plan and any applicable detail. 8. D.S. 2-02.2.1.A.8 Per ICC/ANSI A117.1-2003 Sec. 502.5 show the maximum allowed surface slopes 1:48 on the handicapped striping detail. 9. D.S. 2-02.2.1.A.8 Detail 2 & 3 sheet C.3 concrete wheel stops may be required at the planter areas to prevent vehicles from encroaching into the planting area. See landscape comments. 10. D.S. 2-02.2.1.A.8 Detail 2 & 3 sheet C.3 concrete wheel stops are required the entire length of the sidewalk areas shown on the plan to prevent vehicles from overhanging the sidewalk as it does not appear the sidewalks are at least 6'-6" wide. This is in regards to the sidewalks shown running north/south through the parking area. 11. D.S. 2-02.2.1.A.8 If the sidewalk, located directly west of the existing buildings is less than 6'-6" wide, wheel stops or some type of barrier may be required for the vehicle parking spaces located adjacent to this sidewalk. Provide a width dimension for the sidewalk. 12. D.S. 2-02.2.1.A.8 The twenty four (24) foot wide parking area access lane (PAAL) shown at the north end of the proposed parking located at the west end of the existing building, requires a two (2) foot setback from the existing wall, see D.S. 3-05.2.2.B.3. 13. D.S. 2-02.2.1.A.9 Provide a Class 1 and Class 2 bicycle parking detail, on the site plan, that provides the following information; materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. Zoning acknowledges that the proposed locations for Class 1 & 2 bicycle parking is shown on the plan. Be sure to review the revised D.S. 2-09. Zoning acknowledges that a Class 1 and Class 2 detail is shown on sheet a2, neither detail provides the required information and the Class 2 rack shown is not acceptable. 14. D.S. 2-02.2.1.A.10 Zoning acknowledges the existing sight visibility triangles (SVT's) shown on the plan. Show the future SVT's on the plan. 15. D.S. 2-02.2.1.A.11 Provide a dimension for the width of the western most entrance parking area access lane (PAAL) on Speedway Blvd. 16. D.S. 2-02.2.1.A.12 There is an existing railing called out around the "EXIST. GRASS PLAY AREA", clearly identify the total extend of this railing. If this railing extends to the PAAL to the north, per D.S. 3-05.2.2.B.3 a minimum two (2) foot setback is required between the PAAL and the railing. Additional comments maybe forth coming. 17. D.S. 2-02.2.1.A.12 Provide an overall width dimension for the PAAL located east of the striped area. Zoning acknowledges that it appears that a half PAAL dimension is provided. 18. D.S. 2-02.2.1.A.12 Provide a width dimension for all sidewalks (existing and proposed) shown on the site plan. 19. D.S. 2-02.2.1.A.12 Clearly delineate all curb access ramps and areas where concrete may be flush with pavement on the plan. Detectable warnings (truncated domes) will be required at all curb access ramps and any area where the curb is flush with pavement. ICC/ANSI A117.1-2003 Sec. 406.13 20. D.S. 2-02.2.1.A.12 At the entrance PAAL off of Camino Seco Blvd. provide a curb access ramp, at the proposed crosswalk, and a sidewalk out to the existing curb access ramp, in the right-of-way (ROW) shown on the plan. 21. D.S. 2-02.2.1.A.12 At the landscape islands, shown at the south end of the parking, shown along the west end of the existing buildings, the areas shown as striped through the landscape islands are required to be a sidewalk, physically separated from the PAAL. 22. D.S. 2-02.2.1.A.12 Show the required curb access ramp at the southwest corner of the existing building. 23. D.S. 2-02.2.1.A.12 Clarify what the crosswalk is for, that is shown at the southwest corner of the existing buildings, running south to the CVS parking area. 24. D.S. 2-02.2.1.A.12 Curb access ramps area required on the north and south end of the proposed crosswalks shown crossing the PAAL directly south of the existing buildings. 25. D.S. 2-02.2.1.A.12 Curb access ramps area required on the north end of the proposed crosswalks shown crossing the PAAL directly north of the south property line. 26. D.S. 2-02.2.1.A.12 at least one pedestrian circulation/access route is required from the existing buildings to the pedestrian circulation/access route along Speedway Blvd. If Engineering is not requiring sidewalks along Speedway Blvd the required accessible route must extend at a minimum to the south property line. 27. D.S. 2-02.2.1.A.12 Clearly delineate on the plan how the handicapped will gain access to the sidewalks shown adjacent to the handicapped vehicle parking spaces. 28. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards. 29. D.S. 2-02.2.1.A.19 Label both Speedway Blvd. and Camino Seco Blvd. as an "MS&R". 30. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. 31. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting. Zoning acknowledges the demolish plan shows most of the existing to be removed. 32. D.S. 2-02.2.1.A.31 Provide the existing and proposed use on the plan. 33. D.S. 2-02.2.1.A.32 Show the refuse container location on the plan. The following comments are based on information provide on Sheet g1: 34. D.S. 202.2.2.A.2 Provide the floor area of each building on the plan. 35. D.S. 202.2.2.A.4 Under the "PARKING CALCULAITONS" remove the reference to "PER APPROVED CITY OF TUCSON PERMIT #T99CM04949". As this is a full code compliance review the last approved site plan has not bearing. 36. D.S. 202.2.2.A.4 Provide a parking calculation based on LUC 3.3.4 CIVIC USE GROUP, Religious Use - One (1) spaces per five (5) fixed seats or one (1) space per fifty (50) sq. ft. of floor area of all combined areas of assembly where religious services are held. Provide floor plans so that zoning can verify this calculation. 37. D.S. 202.2.2.A.4 Per the International Building Code Section 1106.5 Van Spaces. For every six or fraction of six accessible parking spaces, at least one shall be a van-accessible parking space. This said if fourteen (14) accessible parking spaces are provided then three (3) must be van accessible. 38. D.S. 202.2.2.A.6 Provide a lot area expansion calculation on the plan. 39. D.S. 202.2.2.A.6 Provide a vehicular use area expansion calculation on the plan. 40. The architectural sheets submitted show a handicapped ramp and stairs exiting out of the north side of existing west building. Clarify the accessible route that this area will connect to. Also these same plans show a two-way PAAL with a width of 21'-8". This PAAL does not meet the minimum width of 24'-0" for a two-way PAAL. 41. Ensure that all changes to the site plan are reflected on the landscape plan. 42. Additional comments may be forth coming depending on how each comment has been addressed.
