LOCATION: 6710 E Golf Links T14S R15E Sec30, Ward 4 REVIEWER: Bianca Ramirez, CFM ACTIVITY: T07CM03589 (1st Review) SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan (1st Review) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed: 1) Plans shall show sufficient queue is provided to satisfy TDOT Traffic requirements. Traffic analysis required as determined by engineering. For questions in regards to TDOT Traffic requirements please contact Jose Ortiz, PE, Civil Engineer at 520-791-5550 x1191. 2) DS Sec.3-01.6.1.E: Where residential driveways front directly on a major street, adequate area will be provided on site to accommodate a vehicular turnaround area or a circular driveway. See following comments to address. 3) DS Sec.3-01.6.2.C.1: The cul-de-sac is preferred by the City of Tucson at all times for local street turnarounds because of its overall efficiency. (See Figures 20 and 21.). Plans shall show a turn around area with maneuverability depicted on planview using the minimum design vehicle. DS Sec.3-01.6.2.C.1.d: In industrial commercial areas, the turnaround will be paved with a minimum radius of fifty-two (52) feet, measured to the face of the vertical curb or to the back of the wedge curb, whichever is provided. Provide turn around and dimension turning radius on site plan. 4) DS Sec.6-01.3.1.A: An adequate and safe ingress/egress is required for the collection vehicle in each new project (Commercial and Industrial Development). Plans shall show a minimum clearance width of the vehicular gate with a 20-foot clear opening pavement width to allow for entrance and egress. Clearly indicate dimensions of gated entries and exits on site plan. In addition, if an island separates the two directions of travel, a minimum 20-foot entrance on one direction must be provided. Provide 20-foot entrance for one direction for access of emergency vehicles. This distance is measured between outer edge of gate structure or face of curb, across pavement to face of curb, which ever is most restrictive. Clarify if there is a median at the keypads, card readers or guard shack. Also, clarify dimensions from median to curb on each side of the median and provide a detail for equipment and median. 5) Obtain Environmental Services Solid Waste review and approval of design. Provide written approval from Environmental Services Solid Waste for current property. 6) Obtain Fire review and approval of design. Obtain application from the Fire Department regarding required firebox for proposed gate. Any equipment or obstructions (such as keypads or card-readers) shall be installed in the curbside area, while not obstructing the minimum width clearance of 20-feet. Equipment appears to be located within fire access lane. Relocate equipment to the curbside area. Provide detail for equipment. Refer to Fire comments for additional comments to keypad and card reader location. 7) Stopping locations (keypads, card-readers, guard shacks, etc.) shall be set back at least 50 feet from the right-of-way of the cross street to avoid interfering with through traffic and to provide protection for entering vehicles. If a TIA is performed for a subdivision, it shall include queuing analysis for the gated entry to ensure sufficient storage capacity (measured from the right-of-way line). Engineering acknowledges that plan indicates eighty (80) feet from property line. Please provide existing and future right-of-way dimensions on site plan to verify that minimum fifty (50) foot requirement is met from future right-of-way. 8) The design of the entrance shall allow vehicles that do not go past the gate, to turnaround without interfering with other traffic. The minimum turnaround radius shall be 52 feet. Clearly show turning radius on plan. 9) Signage for turnaround as well as no-parking shall be shown on plans. Indicate appropriate signage on site plan. 10) All other standards apply (All weather access, sight visibility triangles, pedestrian access, current ADA compliance, etc.) Indicate sight visibility triangles and pedestrian access. Fence appears that may be located within sight visibility triangle - relocate fence if it is located within sight visibility triangle. 11) DS Sec.3-01.6.2.C: Turnarounds may be designed as cul-de-sacs or "T" or "Y" shaped configurations in accordance with Sec. 3-01.6.2.C.1 and Sec. 3-01.6.2.C.2. Regarding proposed new gated entrances for existing developments with non-public right-of-ways, those existing projects where the proposed gated entrance fronts an M&SR, the plans shall provide a turn-around area that meets full requirements of DS Sec. 3-01. Bulb shape turnarounds are preferred over "T" or "Y" shape turn-arounds. 12) For gates with exit only appropriate signs will be required. Contact zoning and signs for additional information. 13) For exit only locations provide sight visibility triangles along with existing and future right-of-ways, sidewalks, etc. 14) Add sight visibility triangles for sheet 3 along Golf Links Road onto Mann Avenue and from Mann Avenue onto Golf Links Road. 15) Provide plans that are to scale. GENERAL COMMENTS: Provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Comments were written to address specific issues with sheet 4. However, comments apply to each of the proposed gates. Per review it appears that there may need to be significant modification to current proposal. A scheduled meeting may help to alleviate numerous resubmits is recommended. Further comments may be generated upon resubmittal of the site plan. Please enclose "redlines" with the resubmittal package for reference.
