This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site. 2. D.S. 2-02.2.1.A.3 Provide the project address on the site plan. 3. D.S. 2-02.2.1.A.8 Provide a dimension for the depth of the parking spaces located along the south end of the parking. 4. D.S. 2-02.2.1.A.8 On the parking space details add the "E" Curb Length dimension. 5. D.S. 2-02.2.1.A.8 The handicapped parking space detail shows the required signage encroaching into the 2'-6" vehicle overhang. This signage cannot encroach into this area. 6. D.S. 2-02.2.1.A.9 The bicycle parking detail does not provide the 30" required on each side of the rack, see D.S. 2-09.5.1.B. 7. D.S. 2-02.2.1.A.10 Show the sight visibility triangles (SVT's) on the plan. 8. D.S. 2-02.2.1.A.12 The parking area access lane (PAAL) that provides access to the southern 90 degree parking does not meet the minimum PAAL width of 24', see LUC Table 3.3.7.I. 9. D.S. 2-02.2.1.A.12 Provide an accessible route from the proposed handicapped parking spaces to the sidewalk located in the right-of-way (ROW) along Britannia Drive, see D.S. 2-08.3.1 10. D.S. 2-02.2.1.A.19 There are dimensions located to the east of the street name, 40' and two 20' which do not appear to align, please clarify. 11. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. There is at a minimum a 10' P.U.E. located along Britannia Drive. 12. D.S. 2-02.2.1.A.25. Provide a detail for the site lighting; list the height of pole and type of lighting. 13. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. LUC 3.7.2.3.A.1.c, DS 2-07.2.2.A.2.e 2. Per table 3.7.2-I, a street landscape border with a 5-foot high screen is required. The screen must be continuous and must be placed on the development side of the street landscape border. 3. Add a statement to landscape general note 17 that the decomposed granite shall also be placed in the adjacent right of way between the property line and the sidewalk and between the sidewalk and the curb location, as required. 4. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. If the total length of stree landscape border adjacent to Britannia Drive is 73 feet as indicated it will require a total of 3 canopy trees. Revise Landscape Plan and calculation accordingly. LUC 3.7.2.4 5. Within vehicular use areas, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. Revise parking lot tree calculation as required. 6. Indicate the methods by which water harvesting or storm water runoff is used to benefit planting areas on the site. LUC 3.7.4.3.B 7. Revise the location of the bicycle parking area to be outside of the street landscape border. 8. Add the site address (3650 E. Britannia Drive) to the site plan, Landscape Plan and Native Plant Preservation Plan 9. The Emitter Schedule on the Irrigation Plan indicates that both the botanical and common names are included in the list but only the botanical names are listed. Revise. 10. Provide a copy of the last approved site plan, Landscape Plan and Native Plant Preservation Plan for the Gemstone site across the street on the north side of Britannia Drive. 11. Engineering Division does not recommend approval of the site plan, grading plan and Drainage Report at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.2: Revise the legal description section on the site plan to correctly label the Book and Page reference for Tucson International Gateway Center. 2) DS Sec.2-02.2.1.A.2: Clarify the net lot area on the site plan and the net lot area within the drainage report. Per the drainage report the net lot area is 0.89 acres not the 0.82 acres shown on the site plan, clarify. 3) DS Sec.2-02.2.1.A.3: Revise the site plan to provide the administrative address giving to this parcel from Pima County Addressing. 4) DS Sec.2-02.2.1.A.5: Provide the recordation information with the approved lot reconfiguration for the subject parcel. The Zoning Department prior to site plan approval must approve all lot reconfiguration. 5) DS Sec.2-02.2.1.A.8: Revise the detail on the site plan to show all dimensions for the proposed parking spaces, including the required handicap spaces. Refer to Table 1 and the Supplemental Information No. 3 within DS Sec.3-05 for further clarification. Specifically provide the "E" and "G" dimensions for angled parking. 6) DS Sec.2-02.2.1.A.10: Provide the sight visibility triangles (SVTs) for the entrance and exit points for the proposed parking lot. The SVTs must be shown for a PAAL intersecting a local road. Refer to DS Sec.3-01.5 for further clarification. 7) DS Sec.2-02.2.1.A.11: Revise the site plan to provide the minimum PAAL distance required for two-way traffic with the 90 degree parking spaces shown along the southern portion of the parking lot. Per the Fire Department fire access is not required into the lot therefore if the parking spaces were angled at 45 degrees a minimum 12-foot PAAL would be acceptable for one-way traffic. 8) DS Sec.2-02.2.1.A.11: Provide on the site plan the minimum setback distance for the entrance PAAL to the existing catch basin located on Britannia Drive and the dimension from driveway to driveway (or curb cut to curb cut). Refer to Tucson Code Chapter 25 Section 25-39 for setback requirements. 9) DS Sec2-02.2.1.A.12: Revise the site plan to label and dimension the required curb and 5-foot sidewalk along the entire street frontage of Britannia Drive that is shown on the site plan. All new development shall provide a curb and 5-foot wide sidewalks along the entire length of street frontage. If a sidewalk already exist along the frontage provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 5-foot sidewalk will be required. 10) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required to connect the proposed handicap parking spaces and vehicular use area to the required sidewalk along Britannia Drive. Label and dimension all pedestrian circulation paths. 11) DS Sec.2-02.2.1.A.12: Revise the handicap ramp detail on the site plan to show the correct handicap ramp required for the PAAL entrance and exit from Britannia Drive. Per COT Standard detail 207 the alternative detail that is shown on the top half of Sheet 4 of 5 would be the correct handicap ramp required for this location. Provide all dimension for the ramp and verify that the revision meets the design requirements per ANSI Standards A117.1-2003 Section 406.13. 12) DS Sec.2-02.2.1.A.15: Revise the site plan to label the high water elevation for both proposed retention basins. Verify that the basins accept enough water so that there is not 1 foot of ponding within the parking lot area. 13) DS Sec.2-02.2.1.A.16: Revise the 6" concrete curb opening detail on Sheet S2 (Keynote #6) to match the required opening width per the drainage report. The drainage report calls out (20)- 1-foot curb openings and the detail on the site plan calls out 6-inches, revise. 14) DS Sec.2-02.2.1.A.16: Revise the Drainage Note on the site plan to reference the FEMA Flood Insurance Rate Map (FEMA FIRM) Panel Number for the subject property. 15) DS Sec.2-02.2.1.A.16: Provide the Improvement Plan reference for the existing catch basin located along Britannia Drive. All existing drainage improvements that are shown on the site plan must have the referenced improvement plan for site verification. 16) DS Sec.2-02.2.1.A.16: Revise the site plan to clarify the slope call outs used for the retention basins and the handicap access ramps. The site plan shows differences in how the slopes are called out between the two. Call outs must be called out in the same format i.e. (H:V) or (V:H), the preferred method is to call out slopes as (H:V) for clarity in the field. However no matter which way it is done there must be consistencies with the call outs throughout the plan. 17) DS Sec.2-02.2.1.A.19: Provide the recordation information for both public roadways (Britannia Drive and Palo Verde Road) that are shown on the site plan. Label both roads as Public Roads. 18) DS Sec.2-01.2.1.A.20: Verify that all existing and proposed easements are drawn with recordation information, location, width, and purpose of on the site plan. Specifically the 10-foot Public Utility Easement that is shown on the Final Plat. 19) DS Sec.2-02.2.1.A.20: Revise the 40-foot dimension shown for the roadway width of Britannia Drive. The (2)-20 foot dimensions do not line up with the 40-foot dimension, clarify. 20) DS Sec.2-02.2.1.A.27: Provide a note on the site plan and grading plan stating that "All fencing along the property boundaries are to remain wrought iron. If a block wall is proposed (regardless of height) additional review of Civil Engineering and the hydraulic design for wall openings is required by all applicable City Departments." 21) DS Sec.2-02.2.1.A.32: Provide an approval letter from the City of Tucson Environmental Services Department stating that a refuse container is not required for this project. 22) DS Sec.2-02.2.1.C: Verify that the landscape plan matches the revised site plan and the site plan labels and dimensions the required SVTs. Place a note on the site plan and landscape plan that states "Line of sight will not be obscured between 30-inches and 6-feet through the SVT areas adjacent to the driveways or PAALs." GRADING PLAN COMMENTS: Sheet S2 was reviewed for grading plan purposes, however until all site plan and Drainage Report comments are addressed the grading plan could not be shown to be in conformance with an approved plan. 23) DS Sec.11-01.9: Revise the grading plan to provide the required 2-feet setback from the all property boundaries to the top of fill slope for the proposed basins and fencing located at these locations. Provide and/or revise the cross-sections on the grading plan to show the limits of grading, property lines and the required 2-feet setback from the property lines. Revise Cross section A-A and add 2 additional cross sections (see redlines for preferred locations) for the retention basin along the southern portion of the lot. 24) Revise Cross section B-B on sheet S2 to provide the design requirements within the Drainage Report and geotechnical report. Label the water surface elevation, provide the slope stability recommendations for the 1:1 (H:V) side slopes, provide any required riprap toe-down to prevent the sides from erosion, etc. Per the drainage report all 1:1 (H:V) slopes are required to be riprapped. Refer to the Drainage Report and geotechnical report for method of placement, riprap size, thickness and toe down depths for all required riprap side slopes. 25) Revise the grading plan to label and dimension the outflow weir from the retention basins per the Drainage Report. The grading plan must provide details on how the weir is to be constructed. All basins are required to provide a low-flow bleed pipe to prevent standing water and mosquito infestation. 26) Provide a note on the grading plan that references the required geotechnical report for the proposed site. 27) DS Sec.11-01.4.1.C.4: Provide a General Note stating that all Fencing and walls will require a separate permit for review and approval by all necessary Development Services Departments. 28) Provide a general note on the grading plan to state the following; "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 29) DS Sec.11-01: Provide general grading notes, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 30) DS Sec.10-02.14.3.2: Provide a note on the grading plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention/retention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities". 31) Please ensure that any future grading plan will be consistent with the site plan, Drainage Report, and geotechnical report. Specifically call out the 56-foot r-o-w, label the Docket and Page for Britannia Drive, reference the catch basins improvement plan number, label the dimensions for the curb and sidewalk, label the 10-foot PUE, etc. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf 32) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Contact Steve Tineo at 741-3115 for all right-of-way requirements and permit applications. GEOTECHNICAL REPORT: 33) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Provide a geotechnical report evaluation that addresses the following: a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring for the basins, and provide a discussion of the potential for hydro-collapsible soils. b) Provide slope stability recommendations for all proposed constructed slopes. c) Provide pavement structure design recommendations. d) Provide percolation rates for retention/detention basins for 5-year threshold retention. DRAINAGE REPORT: 34) DS Sec.10-02.2.3.1.1.B: Revise the Drainage Report to include the address of the subject property, 3650 S Britannia Drive. 35) DS Sec.10-02.2.3.1.2.A.2: Revise the project location map, Figure 1, to correctly show the location of the subject property. 36) DS Sec.10-02.2.3.1.2.E: Add language to the Long-Term Maintenance Responsibility Section of the report that states that any future owner will assume responsibility for the maintenance of the basin in the event that the property is sold. 37) DS Sec.10-02.2.3.1.6.4.a: Provide a detail, with dimensions, location, and type of structure for the Q100 outflow weir that is referenced within the Retention/Detention Basin Section, Page 7. 38) DS Sec10-02.2.3.1.5.C: Revise the 5-year Threshold Retention and Retention/Detention Section of the Drainage Report to clarify the differences with the retention numbers for provided and required. These sections differ in calculations. 39) Revise the floodplain section within the report to reference the FEMA FIRM Panel Number that covers the subject parcel GENERAL COMMENTS: Please provide a revised site plan, grading plan, Drainage Report, and geotechnical report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
